Hotuba ya Mhe. Rais Kikwete ya kuhamasisha Sensa




 

HOTUBA YA MHESHIMIWA DK JAKAYA MRISHO KIKWETE, RAIS WA JAMHURI YA MUUNGANO WA TANZANIA, KWA WANANCHI KUHAMASISHA SENSA YA WATU NA MAKAZI,
TAREHE 25 AGOSTI, 2012

Ndugu wananchi;
Imekuwa ni mazoea yetu kuwa Rais huzungumza na taifa kila mwisho wa mwezi.  Lakini, leo nazungumza nanyi siku saba kabla ya mwisho wa mwezi kwa sababu maalum.  Sababu yenyewe si nyingine bali ni Sensa ya Watu na Makazi itakayofanyika kwa siku saba kuanzia kesho Jumapili tarehe 26 Agosti, 2012. Shabaha yangu ni kutaka kuwakumbusha Watanzania wenzangu wote kuhusu wajibu wao wa kujitokeza kuhesabiwa siku hizo.  Naomba kila mmoja wetu ahakikishe kuwa anakuwepo kuhesabiwa na kujibu maswali yote yatakayoulizwa na makarani wa sensa kwa ufasaha.  

Ndugu wananchi;
Katika historia ya nchi yetu, Sensa ya mwaka huu itakuwa ni ya tano tangu Uhuru wa Tanganyika mwaka 1961, Mapinduzi ya Zanzibar ya tarehe 12 Januari, 1964 na kuzaliwa kwa Jamhuri ya Muungano wa Tanzania tarehe 26 Aprili, 1964.  Sensa nyingine zilifanyika mwaka 1967, 1978, 1988 na 2002.  Kumbukumbu zinaonesha kuwa kwa upande wa Tanzania Bara wakati  wa ukoloni zilifanyika Sensa mwaka 1910, 1931, 1948 na  1957.  Kwa upande wa Zanzibar wakati wa ukoloni na utawala wa Sultan kulifanyika Sensa mara moja mwaka 1958. 

Ndugu Wananchi;
Kama ilivyokuwa kwa Sensa zilizotangulia, madhumuni makubwa ya Sensa ya Watu na Makazi ya mwaka 2012 ni kujua idadi ya watu,  mahali walipo, jinsia zao, umri wao, elimu, shughuli wazifanyazo, vipato vyao, upatikanaji wa huduma mbalimbali pamoja na makazi. Taarifa hizi hutumiwa na Serikali kupanga mipango ya maendeleo, kutengeneza programu mbalimbali na kubuni miradi ya maendeleo ya kiuchumi na kijamii nchini.  Aidha, huisaidia Serikali kupanga na kupeleka huduma za kiuchumi na kijamii kwa wananchi kwa kuzingatia mahitaji halisi ya maeneo yao wanayoishi kwa mujibu wa idadi yao na mgawanyiko wao kijinsia, kiumri na huduma zinazohitajika.  Hivyo basi, idadi halisi isipojulikana kuna hatari ya wananchi kukosa huduma wanazohitaji kwa kiwango kinachostahili.  Vilevile, takwimu hizi hutumiwa na Serikali katika kufikia uamuzi wa kugawa majimbo ya uchaguzi na maeneo ya utawala kama vile mikoa, wilaya, kata, vijiji na vitongoji vipya.

Ndugu wananchi;
Pamoja na umuhimu huo wa jumla wa Sensa kwa maendeleo ya nchi yetu,  Sensa ya mwaka 2012 ina umuhimu wa aina yake.  Taarifa zake zitatumika kufuatilia na kutathmini utekelezaji wa Dira za Taifa za Maendeleo za Tanzania Bara na Zanzibar;  Mkakati wa Kukuza na Kupunguza Umaskini Tanzania Bara (MKUKUTA II); Mkakati wa Kupunguza Umaskini  Zanzibar (MKUZA II); na Mpango wa Maendeleo wa Miaka Mitano wa 2011/12 – 2015/16. Vilevile taarifa zitakazopatikana zitatumika kupima maendeleo ya utekelezaji wa Malengo ya Milenia (Millenium Development Goals) yaliyowekwa na Baraza Kuu la Umoja wa Mataifa mwaka 2000. Kama tujuavyo, itakapofika mwaka 2015 ndicho kilele cha utekelezaji wa Malengo hayo hivyo kujua hatua tuliyofikia sasa itasaidia kujipanga vizuri katika miaka mitatu iliyosalia. 

Ndugu Wananchi;
Pamoja na faida hizo, taarifa za Sensa hii zitasaidia kufanikisha zoezi linaloendelea sasa, la kuwapatia Watanzania vitambulisho vya taifa. Baadhi ya maswali yatakayoulizwa kwenye Sensa ya Watu na Makazi  yatasaidia katika kuhakiki maombi ya vitambulisho vya taifa. Bila ya shaka sote tunatambua vyema manufaa ya vitambulisho vya taifa, hivyo basi ndugu yangu, shiriki zoezi la sensa ili kuirahisishia Serikali kazi ya utoaji wa vitambulisho kwa raia wake.

Ndugu wananchi;
Shughuli yoyote kukabiliwa na changamoto mbalimbali ni jambo la kawaida.  Lakini, tofauti na miaka ya nyuma, Sensa ya mwaka huu imekabiliwa na changamoto ambazo hazijawahi kuwepo.  Kuna baadhi ya wenzetu wamekuwa wanafanya jitihada za makusudi za kutaka kulivuruga zoezi la Sensa nchini.  Wamekuwa wanawashawishi watu wasishiriki kuhesabiwa, kwa sababu ambazo baadhi yake hazina uhusiano wo wote na Sensa.  Zipo sababu nyingine ambazo hata haziingii akilini. Kwa mfano, wapo watu wanaodai kuwa hawatashiriki Sensa mpaka mjusi aliyeko kwenye Jumba la Makumbusho kule Berlin, Ujerumani atakaporudishwa.  Kinachozungumzwa hapa ni mabaki ya mifupa ya mnyama wa kale aliyekuwepo hapa nchini zaidi ya miaka milioni 200 iliyopita.  Mwaka 1906 wana sayansi wa Kijerumani waliyagundua mabaki hayo kule Tendaguru, Lindi, wakayafukua na kuyapeleka Ujerumani ambako yamehifadhiwa tangu wakati huo.

Ndugu Wananchi;
Kudai mifupa hiyo irejeshwe nchini si jambo baya, watu wataona wanyama wa kale waliokuwepo wakati huo wanafananaje.  Huenda pia kikawa kivutio cha utalii.  Hata hivyo, kugeuza kurejeshwa kwa mabaki hayo kuwa sharti la kushiriki Sensa ni jambo ambalo mantiki yake siielewi.  Watu wakisusia Sensa kwa sababu hiyo itakuwa siyo tu haieleweki wala haielezeki, bali hata watu wengine nchini na duniani watawashangaa.  Lakini, jambo ambalo ningependa wajiulize ni kuwa hivi hasa wanamsusia nani?  Mjerumani au wanajisusia wenyewe?  Hivi kweli mtu uko tayari kuacha manufaa yako ya maendeleo yapotee au yaathirike kwa sababu ya mjusi ambaye hata akirejeshwa huna manufaa ya moja kwa moja?  Hasara anapata nani sisi au wao?  Nawasihi, Watanzania wenzangu, tusiwasikilize watu wanaoeneza maneno yahusuyo Mjusi au mambo mengine ya upotoshaji na uvurugaji wa mambo yenye maslahi makubwa zaidi kwetu binafsi na nchi yetu.  Tuachane nao hawatutakii mema na wala hawaitakii mema nchi yetu.  Nawaomba tusitumie vibaya uhuru wa kutoa maoni. 

Ndugu Wananchi;
Wapo ndugu zetu wengine wanaotaka liongezwe swali la dini ya mtu katika orodha ya maswali yatakayoulizwa katika Sensa ya mwaka huu.  Wahusika wakuu hasa ni baadhi ya viongozi na wanaharakati wa Kiislamu. Wao wanasema bila ya swali hilo kuwepo, Waislamu wasikubali kuhesabiwa.  Wamekuwa wanafanya juhudi kubwa ya kuwashawishi Waislamu wawaunge mkono katika msimamo wao huo.  Nimesoma baadhi ya nyaraka na vipeperushi vyao kuhusu madai hayo.  Nilipata pia bahati ya kukutana na kuzungumza na baadhi ya wanaharakati na viongozi wa harakati hizo.  Nia yangu katika kufanya hayo ilikuwa ni kutaka kuelewa kwa undani hoja na madai yao.  Yako mambo kadhaa yanayotajwa kama sababu, lakini ukweli ni kwamba jambo linaloweza kuhusishwa moja kwa moja na Sensa, ni lile la takwimu za idadi ya Waislamu, Wakristo na Wapagani zilizotolewa na Baraza la Maaskofu Katoliki, Shirika la Utalii na Shirika la Utangazaji Tanzania.

Hawazikubali taarifa hizo kwa hoja kwamba, Waislamu hawajawahi kuhesabiwa na watoaji wa takwimu hizo.  Kwa sababu hiyo hawaelewi ni kwa vipi watoe idadi ya kuwa ni asilimia fulani Watanzania.  Hawana ugomvi nao kuhusu takwimu za Wakristo na Wapagani kwani huenda waliwahesabu.  Kwa maoni yao, taarifa hizo si za kweli na ni upotoshaji unaofanywa maksudi kwa sababu wanazozijua watoaji wa taarifa hizo.  Ili kuondoa upotoshaji huo, wanaharakati na viongozi hao wa Waislamu wakataka swali la dini liwepo katika Sensa hii ili ukweli ujulikane.

Katika mazungumzo yangu na baadhi ya viongozi wa Waislamu niliwaambia kuwa naelewa sababu na hoja za wao kukasirishwa na kutokuzikubali takwimu hizo.  Vile vile, niliwaeleza kuwa takwimu hizo si za Serikali bali ni za mashirika hayo.  Nilisisitiza kuwa takwimu za Serikali kuhusu idadi ya watu hutolewa na Ofisi Kuu ya Takwimu na si chombo kingine chochote cha Serikali.  Bahati nzuri Ofisi Kuu ya Takwimu haijatoa takwimu hizo na wala siyo chanzo cha takwimu zilizotolewa na mashirika hayo.  Walikozipata wanajua wenyewe.  Taarifa hizo hazina ithibati yo yote na ndiyo maana zinatofautiana. Niliwasihi waachane nazo, wazipuuze na wakipenda watoe tamko la kuzikataa. 

Ndugu Wananchi;
Niliwaambia pia kuwa kuelekeza lawama kwa Serikali kwa ajili ya taarifa hizo ni kuionea na kutoitendea haki.  Vile vile  kuibebesha dhima ya kuongeza swali la dini ili kuyajibu mashirika hayo ni kuipa mzigo usiostahili.  Napenda, kutumia nafasi hii kuwasihi wale wote wanaotoa takwimu za namna hiyo kutambua unyeti wake na kuepuka kufanya hivyo. Zinatuletea mifarakano isiyokuwa ya lazima kama ilivyo sasa.

Ndugu Wananchi;
Kwa upande wetu, yaani Serikali, imekuwa vigumu kukubali maombi ya kuliingiza swali la dini katika Sensa hii kwa sababu za kisera na kiutekelezaji.  Wakati wa ukoloni maswali ya rangi, dini na kabila la mtu yaliulizwa katika Sensa.  Baada ya uhuru, maswali hayo yaliulizwa katika Sensa ya kwanza ya mwaka 1967 kwa vile ilikuwa bado inafuata misingi ya kikoloni.  Baada ya hapo ulifanyika uamuzi wa kisera wa kutokuuliza maswali hayo kwani nia ya wakoloni kuuliza maswali yale ilikuwa ni kwa sababu ya sera yao ya wagawe uwatawale.  Walitoa huduma kwa ubaguzi, sera ambayo Serikali zetu ziliachana nayo baada ya Uhuru na Mapinduzi.  Huduma hazikuwa zinatolewa kwa ubaguzi wa rangi, kabila wala dini, bali kwa msingi wa haki ya uraia na ubinadamu wake. 

Ndugu Wananchi;
Sera hiyo pia ilikuwa na lengo la kudumisha umoja na mshikamano wa taifa letu na watu wake.  Badala ya watu kubishana juu ya watu wa dini ipi ni wengi na hivyo kufarakana kwa kutokubaliana na takwimu zilizotolewa, sera mpya inawataka watu wajivunie uwingi wao kama Watanzania.   

Ndugu Wananchi;
Nionavyo mimi Sera hii ni nzuri na kwamba ulikuwa ni uamuzi wa busara na hekima kubwa.  Tuendelee kuidumisha na kuienzi.  Kufanya vinginevyo,  na hasa kuingiza sera ya kutoa huduma kwa misingi ya dini zetu  ni kuliingiza taifa letu ambalo lina sifa ya  amani, upendo na utulivu, katika migogoro isiyokuwa ya lazima.  Ni migogoro inayoweza kuepukika kwa kuenzi na kudumisha sera yetu hii  nzuri na sahihi.
  
Ndugu Wananchi; 
Sababu ya pili inayotupa ugumu kiserikali ni ya kiutekelezaji.  Imechukua miaka kadhaa ya maandalizi mpaka kufikia hatua hii ya sasa ya kuwa tayari kutekeleza zoezi la Sensa ya Watu na Makazi ya mwaka 2012.  Isitoshe Sensa ya majaribio imeshafanyika kwa kutumia vifaa, madodoso na maswali yaliyopo na marekebisho kufanywa baada ya hapo.  Kuingiza mambo au jambo jipya sasa itakuwa viguku kiutekelezaji.  Kutachelewesha zoezi zima na kusababisha hasara kubwa kwa taifa. 
Kwa vile watu wote hawataulizwa swali la dini na kwa kuwa dini si kigezo cha kutoa huduma kwa wananchi, hakuna ulazima wa kusisitiza swali hilo liwepo. Napenda kuwasihi ndugu zangu wanaokereketwa na jambo hili waache kuling’ang’ania na badala yake wajitokeze kuhesabiwa. Tujitokeze kuhesabiwa ili na Waislamu nao wawemo katika idadi ya wananchi wa Tanzania. 

Ndugu Wananchi;
Sioni ulazima wa kuunda Tume Huru ya Sensa yenye uwakilishi sawa wa Wakristo na Waislamu.  Tangu mwaka 1931 kazi ya Sensa imekuwa inafanywa na Ofisi Kuu ya Takwimu nchini na ndipo ujuzi na maarifa yote yapo.  Hata ukiamua uiite Tume bado utawatumia watu hao hao, hivyo mabadiliko hayo hayana sababu.  Vile vile, sioni haja ya kuwa na mgao wa wafanyakazi wake kwa msingi wa dini kwa sababu Sensa siyo kwa ajili ya kujua Wakristo na Waislamu.   Huduma hazitolewi kwa misingi ya dini za watu.

Ndugu Wananchi;
Katika maelezo yao kwangu, hivi karibuni Kamishna wa Sensa, Hajat Amina Mrisho Said na Mtakwimu Mkuu wa Serikali ya Muungano, Mama Albina Chuwa walinieleza kwamba kwa kawaida katikati ya Sensa moja na nyingine, hufanyika utafiti wa kidemografia, yaani Demographic Survey.  Huu ni utafiti wa kina unaofanywa katika ngazi ya kaya ambapo taarifa za mambo mengi yahusuyo watu ambazo hazikusanywi, katika Sensa hukusanywa.  Mara ya mwisho utafiti huo kufanyika ilikuwa mwaka 1973, yaani baada ya Sensa ya mwaka 1967 na kabla ya ile ya mwaka 1978.  Ni makusudio ya Ofisi ya Taifa ya Takwimu kuanzisha tena utaratibu huo mwaka 2016 ambapo baadhi ya masuala yaliyoachwa yanaweza kujumuishwa.  Subira yavuta heri. 

Ndugu Wananchi;
Nimehakikishiwa na mamlaka zinazohusika kuwa maandalizi ya sensa yamefikia hatua nzuri na zoezi liko tayari kuanza siku ya Jumapili, tarehe 26 Agosti, 2012. Lakini, mafanikio ya zoezi lenyewe  yatategemea sana ushiriki wa watu ambao ndiyo walengwa na wadau wengine.    Naomba nitumie fursa hii kuwataka Wakuu wa Mikoa na Wilaya na Wenyeviti na Wakurugenzi Watendaji wa Halmashauri za Wilaya na Miji na wadau wengine wa kisiasa na kiutendaji wa ngazi mbalimbali waendelee  kusimamia utekelezaji wa shughuli zote za Sensa katika maeneo yao ya uongozi.  Hawana budi kuhakikisha kuwa zoezi linakuwa na mafanikio makubwa.  Wale wote wanaofanya vitendo vya kuvuruga zoezi hili wachukuliwe hatua stahiki za kisheria.
     
Nawaomba viongozi wa kisiasa na kijamii nao waendelee kuwahamasisha na kuwaelimisha wananchi kuhusu umuhimu wa kujitokeza kuhesabiwa na kushirikiana na Makarani wa Sensa watakapokuwa wanafanya kazi yao.  Wakumbusheni kukataa kuwasikiliza au kuwafuata watu wanaowashawishi wasijitokeze kuhesabiwa.  Watu hao si wema wao na wala hawaitakii mema nchi yetu.

Nitakuwa mwizi wa fadhila kama sitawapongeza Hajat Amina Mrisho Said, Kamishna wa Sensa wa Tanzania Bara na Ndugu Mwalim Ameir, Kamisaa wa Sensa Zanzibar kwa kazi kubwa na nzuri wanayoendelea kuifanya ya kutoa uongozi wa kisiasa, kusimamia na kuratibu zoezi la Sensa nchini. Nawapongeza pia Mkurugenzi Mkuu wa Ofisi ya Taifa ya Takwimu na Mtakwimu Mkuu wa Serikali ya Mapinduzi Zanzibar pamoja na watendaji wengine wa Sensa katika ngazi mbalimbali katika Mikoa, Wilaya, Majimbo, Tarafa, Kata, Mitaa, Vijiji  na Shehia kwa kazi nzuri ya matayarisho na uendeshaji wa Sensa ya mwaka 2012.  Nawatakia mafanikio mema katika kazi hii muhimu na adhimu kwa nchi yetu na watu wake.

Ndugu zangu, Watanzania wenzangu, nawaomba sote tuwaunge mkono ndugu zetu hawa kwa kushiriki katika zoezi la Sensa kuanzia siku ya Jumapili tarehe 26 Agosti, 2012.  Haya shime sote tujitokeze kuhesabiwa kwani kujitokeza kwetu ndiyo ukamilifu na mafanikio ya Sensa ya Watu na Makazi ya mwaka 2012.  Ewe Mtanzania mwenzangu shiriki Sensa   kwa maendeleo yako na ya taifa letu.

Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete amemteua Bibi Winfrida Beatrice Korosso kuwa Katibu wa Tume ya Kurekebisha Sheria nchini.

Taarifa iliyotolewa leo, Jumatano, Agosti 22, 2012 mjini Dar es Salaam na Katibu Mkuu Kiongozi (KMK) Balozi Ombeni Y. Sefue kupitia Kurugenzi ya Mawasiliano ya Rais, Ikulu, inasema kuwa uteuzi huo ulianza Agosti 14, mwaka huu, 2012.

Kabla ya uteuzi wake, Bibi Korosso alikuwa Mkurugenzi Msaidizi, Idara ya Mkurugenzi wa Mashtaka katika Ofisi ya Mwanasheria Mkuu wa Serikali, Dar es Salaam.

TAARIFA KWA VYOMBO VYA HABARI

          Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete asubuhi ya leo, Jumanne, Agosti 21, 2012, amepokea kwa mshtuko mkubwa, masikitiko na huzuni nyingi taarifa za kifo cha Waziri Mkuu wa Ethiopia, Mheshimiwa Meles Zenawi, kilichotokea jana usiku nje ya nchi ambako alikuwa anatibiwa.

Kufuatia taarifa hizo, Mheshimiwa Rais Kikwete, kwa niaba ya wananchi wa Tanzania, Serikali yake na kwa niaba yake mwenyewe amemtumia salamu za rambirambi Rais wa Ethiopia, Mheshimiwa Girma Wolde-Giorgis. 

Katika rambirambi zake kwa Mheshimiwa Wolde-Georgis, Rais Kikwete amesema: “Tanzania imepokea kwa mshtuko mkubwa, masikitiko na huzuni nyingi taarifa za kifo cha Mheshimiwa Meles Zenawi  kilichotokea jana usiku.”

Amesema Rais Kikwete: “Kwa niaba ya wananchi wa Tanzania, Serikali yangu na mimi mwenyewe, natuma salamu zangu za dhati za rambirambi kwako, kwa wananchi wa Ethiopia na kupitia kwako kwa Mheshimiwa Azeb Mesfin, mjane wa marehemu na familia nzima ya Mheshimiwa Meles Zenawi. Tupo nanyi katika msiba huu mkubwa.”

“Kwa hakika, Ethiopia imempoteza kiongozi hodari, mwana mapinduzi na mpenda maendeleo. Kwa hakika,  Afrika imempoteza kiongozi wa kutumainiwa na msemaji hodari sana wa Bara letu. Daima tutamkumbuka Waziri Mkuu Zenawi kwa msimamo wake thabiti wa kutetea maslahi ya Afrika na ustawi wa watu wake. Mimi na Tanzania tumempoteza rafiki wa kweli” amesema Rais Kikwete na kusisitiza, “hakika tutaukosa mchango wake uliojaa busara, hoja zake za kusisimua na zenye mantiki sana.”

Rais Kikwete amemaliza kwa kuwaeleza wananchi wa Ethiopia: “Tunaungana nanyi katika wakati huu mgumu wa majonzi na tunamwomba Mwenyeji Mungu awape nguvu, moyo, subira na baraka zake ili muweze kuvuka kipindi hiki. Aidha, tunaungana nanyi na familia ya Marehemu Zenawi kumwomba Mola ampe mapumziko mema Marehemu Meles Zenawi.”

Waziri Mkuu Zenawi ambaye ameaga dunia akiwa na umri wa miaka 57 amekuwa Waziri Mkuu wa Ethiopia tokea 1995 na kabla ya hapo alikuwa Rais wa nchi hiyo kati ya 1991 na 1995.

Rais Kikwete aihakikishia amani Malawi

Mhe. Rais Jakay Mrisho Kikwete akiwa katika picha na Rais Joyce Banda wa Malawi mara baada ya kumaliza mazungumzo ambapo Rais Kikwete alimuhakikishia Rais Banda kuwa Tanzania haina nia wala mpango wa kuingia katika vita na nchi jirani ya Malawi kufuatia tofauti zao kuhusu mpaka wa Ziwa Nyasa.

India's High Commissioner presents his Credentials

Mozambique to host SADC Summit August 17-18, 2012

Mozambique will host the Summit of Heads of State and Government of the Southern African Development Community (SADC) from August 17 to 18, 2012 in the Capital City of Maputo.

The gathering will discuss the grouping's regional integration, progress made so far in social, cultural, political and economic sectors.

Other issues include the conflict in the Democratic Republic of Congo, the political crisis in Madagascar as well as progress made so far by the power sharing government in Zimbabwe.

The SADC Heads of State and government will praise the European Union's decision to lift sanctions against Zimbabwe, which were hampering economic development.

According to Radio Mozambique, the Maputo gathering will culminate with the handing over of the SADC chairmanship to Mozambique.

The 32nd summit is to be held 28 days after the holding of a summit of heads of state and government of the Portuguese Speaking Community (CPLP) also in Maputo.

SADC member states are Mozambique, Angola, Zambia, Zimbabwe, Swaziland, South Africa, Madagascar, the Mauritius, the Democratic Republic of Congo, Namibia, Malawi, Botswana, Lesotho and Tanzania.

Expected Annan replacement urges powers to unite on

UNITED NATIONS (Reuters) -

The man tipped to replace Kofi Annan as the U.N.-Arab League mediator on Syria, Lakhdar Brahimi of Algeria, urged world leaders on Friday to overcome their differences on the 17-month-old conflict that is slipping deeper into full-scale civil war.

"The U.N. Security Council and regional states must unite to ensure that a political transition can take place as soon as possible," Brahimi said in a statement published on the website of The Elders, an independent group of global leaders committed to peace and human rights.

"Millions of Syrians are clamoring for peace," Brahimi said. "World leaders cannot remain divided any longer, over and above their cries."

It is Brahimi's first public statement on Syria since diplomats told Reuters on Thursday that U.N. Secretary-General Ban Ki-moon was expected to name the veteran Algerian diplomat as early as next week to replace Annan, barring a last-minute change or cold feet on Brahimi's part.

U.N. diplomats said Brahimi has told Ban and Arab League chief Nabil Elaraby that his condition for accepting the job was that he receive "strong support" from the Security Council, which has been sharply divided on Syria for since the uprising began in March 2011.

It was not immediately clear what Brahimi meant by "strong support," though the diplomats said he was understandably reluctant to take a job that would be extremely difficult to succeed at.

Brahimi, 78, has served as a U.N. special envoy in a series of challenging circumstances, including in Iraq after the U.S. invasion that toppled Saddam Hussein; in Afghanistan both before and after the end of Taliban rule, and in South Africa as it emerged from the apartheid era.

French U.N. Ambassador Gerard Araud, president of the Security Council this month, told reporters Ban was expected to make an announcement about Annan's successor on Monday or Tuesday after consulting with Elaraby.

Annan, a former U.N. secretary-general and Nobel Peace Prize laureate, said he would step down on August 31 because he was not able to carry out his job with the U.N. Security Council's veto powers hopelessly divided and deadlocked.

There are no signs that Brahimi will get his wish anytime soon, if at all. The divisions on the Security Council - above all the split between the United States and Russia - run deep.

Russia, with the aid of China, has vetoed three resolutions criticizing and threatening sanctions against Damascus for its attempt to use military force and heavy arms to crush an increasingly militant opposition.

Washington, U.N. diplomats said, saw little point in replacing Annan since Moscow continues to support Syrian President Bashar al-Assad and opposes sanctions intended to pressure Damascus into halting the violence.

Moscow, Syria's chief ally and principal arms supplier, blames the United States, Qatar and Saudi Arabia for supporting Syrian rebels, including providing weapons.
