The Government of Tanzania has assured Development Partners that it will not hesitate to take actions against those in government who would be found guilty by the Ethics Secretariat in the Independent Power Tanzania Limited (IPTL) and the Tegeta Escrow Account scandal.

This was said by Hon. Bernard Membe, Minister for Foreign Affairs and International Cooperation during the discussions with Development Partners led by Finish Ambassador to Tanzania who visited his office today to discuss issues of cooperation.

“As you had all witnessed, the debate in the parliament was centered around three issues; due diligence of Pan Africa Power (PAP); Capacity charges and whether the funds were public; and lastly ethics of Civil Servants and Political Leaders who received funds from the account” said Membe.

He explained that it is through the third ethical issue that the Government's Ethics Secretariat has now began the investigation on who in public service has crossed the ethical line in the scandal and be dealt with in accordance to the secretariat’s standard procedures.

Speaking on behalf of the delegation, H.E. Sinikka Antila, Finish Ambassador to Tanzania commended the Minister’s efforts in providing them with timely information regarding actions that are being considered by the government on the IPTL issue. She said the Diplomatic Community was impressed with the way the discussions were conducted in the parliament and the report that was put forth for Government’s consideration.

“It is not just the General Budget Support funds that you our Development Partners are withholding that is at stake, the credibility of our government is also at stake, my President will not hesitate to take swift action to all that will be found guilty” the Minister said.

The delegation that was invited by Minister Membe forms a part of Development Partners who withheld their contribution worth over 80% to the government budget pending the Controller and Auditor General (CAG) and Public Accounts Committee (PAC) reports on IPTL scandal.

The delegation comprised representatives from the European Union, World Bank, African Development Bank, Norway, Sweden, Canada, the United Kingdom, Ireland, Japan, Denmark and Germany.

Waziri Membe aanzisha Mfuko Maalum kusaidia Wanafunzi Elimu ya Juu

Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mhe. Bernard K. Membe (Mb.) akitoa hotuba  wakati wa Mahafali ya Pili ya Chuo Kikuu cha Bagamoyo yaliyofanyika katika Viwanja vya Hoteli ya Kiromo iliyopo Bagamoyo. Wahitimu 99 katika fani mbalimbali walitunukiwa shahada zao. Pembeni yake ni Prof.  Costa Ricky Mahalu, Makamu Mkuu wa Chuo hicho.

WAZIRI MEMBE AANZISHA MFUKO KUSAIDIA WANAFUNZI ELIMU YA JUU

Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mhe. Bernard K. Membe (Mb.) ameanzisha Mfuko Maalum wa kuwasaidia Wanafunzi wenye Ulemavu na Mahitaji Maalum kwa Ngazi ya Elimu ya Juu ambao utajulikana kama The Bernard Membe Scholarship Fund.

Waziri Membe aliutangaza Mfuko huo wakati akihutubia katika Mahafali ya Pili ya Chuo Kikuu cha Bagamoyo yaliyofanyika katika Viwanja vya Hoteli ya Kiromo mjini Bagamoyo hivi karibuni.

Mhe. Membe alisema kuwa Mfuko huo ambao utakuwa chini ya usimamizi wa Chuo Kikuu cha Bagamoyo unalenga kuwasaidia Wanafunzi nchini kote wenye mahitaji maalum na wenye nia ya kufikia elimu ya juu lakini hawana uwezo wa kifedha katika kutimiza malengo yao.

“Wakati umefika kwa Watanzania wenye uwezo kusaidia na kuchangia elimu nchini. Ni imani yangu kuwa kwa kushirikiana na wafadhili mbalimbali na pia kwa kutumia harambee mfuko huu utatunishwa na malengo yatatimia kama ilivyokusudiwa,” alisema Waziri Membe.

Aidha, Mhe. Membe alitumia fursa hiyo pia kuwaasa Wahitimu katika Kozi mbalimbali zinazotolewa na Chuo hicho kutumia vizuri elimu waliyoipata katika kudumisha amani, kufikia mafanikio na kuondoa umaskini katika jamii. Pia aliwaonya kujiepusha kabisa na vitendo vyovyote vya rushwa katika maisha yao na kuwataka kuwa raia wanaoishi kwa kufuata sheria za nchi.

Mhe. Membe ambaye pia alipata fursa ya kuwatunuku shahada mbalimbali Wahitimu hao kwa niaba ya Mkuu wa Chuo hicho, Askofu Mstaafu, Dkt. Elinaza Sendoro ambaye hakuweza kuhudhuria kwa sababu za kiafya, alizipongeza  jitihada za Chuo katika kutoa Taaluma mbalimbali ambazo kwa kiasi kikubwa zinalenga kuwawezesha Wahitimu hao kujiajiri  na  kupata kazi sehemu yoyote duniani ikiwemo Mashirika ya Kikanda na Kimataifa.

“Ninaupongeza Uongozi wa Chuo Kikuu cha Bagamoyo kwa kuweka mkazo katika  masomo ya Sayansi na Teknolojia, pia kwa ubunifu wa kuwafundisha vijana namna ya kutengeneza ajira na si kutafuta ajira ili kutoa suluhisho kwa tatizo la ukosefu wa ajira kwa vijana wetu  nchini,” alisisitiza Mhe. Membe.

Awali akizungumza wakati wa mahafali hayo, Makamu Mkuu wa Chuo hicho, Prof. Costa Ricky Mahalu alisema kuwa Chuo kimedhamiria kuwawezesha wanafunzi kuchangia Taifa katika vita dhidi ya maradhi, ujinga na umaskini na kutoa wataalam wenye uwezo wa hali ya juu katika kukabiliana na changamoto mbalimbali zinazotokana na utandawazi.

Chuo Kikuu cha Bagamoyo kilianzishwa mwaka 2011 kwa lengo la kutoa elimu ya juu kwa ngazi ya Shahada, Shahada ya Uzamili, Stashahada na Cheti katika kozi zinazohusu Sheria, Sayansi na Teknolojia,  Elimu, Utawala, Biashara, Usuluhishi wa Migogoro na Utunzaji wa Amani.

President Museveni to send Observer to Arusha talks

President Museveni to send Observer to Arusha Talks

Uganda President Yoweri Museveni has joined his Sudan and Kenya counterparts in endorsing the Arusha dialogue to reunite the warring factions of the Sudanese People’s Liberation Movement (SPLM), brokered by Tanzania’s ruling party, CCM.
President Museveni told the Minister for Foreign Affairs and International Coopertion, Hon. Bernard Membe and CCM Secretary General Abdulrahman Kinana, Special Envoys of President Jakaya Kikwete at State House in Entebbe on Thursday, that he would send an observer to the talks scheduled to resume on December 11.
“There is no alternative to reuniting SPLM . CCM must continue the effort and achieve full or even part SPLM unity , short of which South Sudan  will disintegrate into sectarian groups,” said President Museveni.
The Special envoys called on the Uganda President in the last leg of a mission ordered by President Kikwete to brief leaders of countries neighbouring South Sudan on progress of the Arusha dialogue and reassure them that it would not undermine the peace process taking place in Addis Ababa under the Inter-Governmental Authority on Development (IGAD). They also solicited for assistance in conducting the talks.
Hon. Membe and Mr. Kinana earlier consulted Presidents Omar Al-Bashir in Khartoum and Uhuru Kenyatta in Nairobi, who declared their full support for the Arusha dialogue, which started last September at the request of South Sudan President Salva Kiir Mayardit.
They also held talks with President Kiir in Juba, who pledged full commitment to the Arusha talks and  that he would implement the decisions to be agreed.
The regional leaders have condemned the killing of thousands of civilians and displacement of hundreds others in the civil war in South Sudan caused by a power struggle in SPLM. IGAD has given the warring parties ultimatum to cease fire or face sanctions.

Hon. Membe described their mission as highly successful. He said the IGAD process involved all the 10 parties to the conflict in South Sudan while the CCM-brokered dialogue concentrated on the differences among the three SPLM factions. 
The mission has allayed suspicion that the Arusha dialogue was competing with the IGAD process and won the support of regional leaders, who agree that reuniting the SPLM factions was a surer way to resolve the South Sudan crisis.
