SADC Yazindua Kituo cha Ugaidi Dar Es Salaam

 

Nchi wanachama za Jumuiya ya Maendeleo Kusini mwa Afrika (SADC) zimeishukuru Tanzania kwa kujitolea kuwa Mwenyeji wa Kituo cha Kikanda cha Kupambana na Ugaidi ambacho kimezinduliwa rasmi tarehe 28 Februari 2022 jijini Dar Es Salaam.

Kituo hicho kimefunguliwa na Waziri wa Kazi, Ajira, Tija, na Ukuzaji wa Ujuzi wa Botswana, Mhe. Machana Ronald Shamukuni, kwa niaba ya Mwenyekiti wa Asasi ya Siasa, Ulinzi na Usalama ya SADC ambaye pia ni Waziri wa Ushirikiano wa Kimataifa wa Afrika Kusini, Mhe. Maledi Pandor.

Katika hotuba yake, Mhe. Shamukuni alisema kuwa kujitolea kwa Tanzania kuwa Mwenyeji wa Kituo hicho ni kudhihirisha namna nchi hiyo wakati wote, tokea enzi za Baba wa Taifa, Mwalimu Julius Nyerere imekuwa na dhamira ya dhati ya kuhakikisha kuwa suala la usalama katika kanda linapewa kipaumbele.

Alibainisha kuwa kituo hicho ni cha kwanza na cha aina yake katika Jumuiya za Kikanda barani Afrika. Hivyo, kitakuwa muhimu katika kuratibu masuala ya upatikanaji wa habari za kitelejensia, kubadilishana uzoefu na kutoa ushauri wa namna ya kuandaa Sera na programu za kukabiliana na kuzuia ugaidi baina ya nchi wanachama wa SADC.   

Mhe. Shamukuni alihitimisha hotuba yake kwa kueleza kuwa wakati ufunguzi wa kituo hicho unafanyika, nchi za SADC zimeshatuma tayari kikosi cha kupambana na vitendo vya kigaidi vinavyotokea katika jimbo la Cabo Delgado nchini Msumbiji. Amekitaja kitendo cha kutuma kikosi hicho ni ishara ya dhati ya nchi wanachama ya kuhakikisha kuwa zinakabiliana na vitendo vya ugaidi na kuvikomesha kabisa katika kanda ya SADC.

Kwa upande wake, Waziri wa Ulinzi na Jeshi la Kujenga Taifa, Mhe. Stergomena Tax (Mb) alieleza kuwa matishio ya kigaidi ni suala linalohitaji kushughulikiwa kwa nguvu zote, na kwa ushirikiano bila ya kupepesa macho, na kuwasihi wanachama wa SADC kuikabili changamoto ya ugaidi kikamilifu.

Alieleza kuwa ugaidi si vita ya kawaida, ambapo adui anaonekana kwa uwazi kwa sababu baadhi ya wafuasi wa vikundi vya ugaidi ni sehemu ya tunaoishi nao na vitendo vyao vimesababisha madhara ya kiuchumu, kijamii na kiusalama kwa raia wasio na hatia.

Alimalizia kwa kuainisha kuwa, kwa mujibu wa Shirika la Maendeleo la Umoja wa Mataifa (UNDP) kuanzia mwaka 2007 hadi 2016, Bara la Afrika limepoteza Dola za Marekani bilioni 119 kwa ajili ya kukabiliana na vitendo vya ugaidi, hivyo, nchi za Afrika endapo zitashirikiana ipasavyo kukomesha vitendo hivyo, fedha nyingi zitaokolewa na kutumika kwa ajili ya mipango ya kuwaletea maendeleo wananchi wake.

Hafla ya ufunguzi wa kituo hicho ilihitimishwa kwa uwekaji saini wa Mkataba wa Uenyeji ambao kwa upande wa Tanzania ulisainiwa na Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Mhe. Liberata Mulamula na kwa upande wa SADC ulisainiwa na Katibu Mtendaji, Mhe. Elias Magosi.

Denmark na Tanzania zaahidi kuimarisha Ushirikiano

Serikali ya Awamu ya Sita chini ya Uongozi wa Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Samia Suluhu Hassan imejipambanua kuwa imedhamiria kuboresha mazingira ili kutoa fursa kwa wadau kushiriki katika sekta mbalimbali, iwe siasa, biashara, uwekezaji au masuala ya usawa wa kijinsia.

Kauli hiyo imetolewa na Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Balozi Liberata Mulamula (Mb) alipokutana na Katibu Mkuu wa Wizara ya Mambo ya Nje wa Denmark anayehusika na Masuala ya Sera na Maendeleo, Bi. Lotte Machon jijini Dar Es Salaam tarehe 28 Februari 2022.

Balozi Mulamula alieleza kuwa tokea Rais Samia aingie madarakani Serikali yake imechukua hatua mbalimbali za kuboreha mazingira ya biashara na uwekezaji, kutoa uhuru zaidi wa kisiasa, kukabiliana na athari za mabadiliko ya tabianchi, kuimarisha ushirikiano na nchi za nje na mashirika ya kimataifa, kuboresha miundombinu na kukabiliana na ugonjwa wa UVIKO-19.

Balozi Mulamula alieleza kuwa ushirikiano wa kidiplomasia kati ya Tanzania na Denmark umetimiza miaka 60 sasa, na katika kipindi hicho, nchi hizo mbili zimeshirikiana katika maeneo mengi ikiwemo Tanzania kufaidika na misaada ya Denmark katika sekta tofauti kama vile; huduma za afya, elimu, mabadiliko ya mifumo ya kodi, nishati, kilimo, athari za mabadiliko ya tabianchi, biashara na uwekezaji.

Mhe. Waziri alimuhakikishia Bi. Machon kuwa Tanzania itaendelea kushirikiana na Denmark na kusisitiza umuhimu wa nchi hiyo kuendelea kuisaidia Tanzania hususan, kwa kuunga mkono jitihada za kuhamasisha wawekezaji wengi zaidi wa Denmark kuja kuwekeza nchini ili pamoja na mambo mengine uwekezaji huo uweze kutoa ajira kwa vijana ambao idadi yao kwa nchi za Afrika ni kubwa.

Kwa upande wake, Bi. Machon alielezea utayari wa Denmark kuendelea kushirikiana na Tanzania kwenye maeneo tofauti yakiwemo ya demokrasia, nishati na mabadiliko ya tabianchi. Alisema nchi hiyo kila mwaka inatenga asilimia 1 ya pato lake kwa ajili ya misaada ya maendeleo kwa nchi marafiki ikiwemo Tanzania.

BALOZI KOMBO AKUTANA NA WADAU WA NGO’s JIJINI ROMA

Balozi wa Tanzania nchini Italia Mhe. Mahmoud Thabit Kombo amekutana na kufanya mkutano na wadau wa NGO’s takribani sitini na nne zinazofanya shughuli zake nchini Tanzania mwishoni mwa wiki Jijini Roma, Italia.

Mkutano huo ulihudhuriwa pia na wadau mbalimbali wa Diaspora pamoja na wadau wa NGO walimpongeza Mhe. Balozi kwa kuwapa nafasi ya kujitambulisha na kutoa fursa ya kuwasikiliza mafanikio yao sambamba na changamoto wanazopitia katika kufanikisha shughulika zao nchini Tanzania.

Pamoja na kuwasikiliza lakini pia Balozi alitumia nafasi hiyo kuwashauri kuwa na ushirikiano wa pamoja ili kuleta ufanisi zaidi kwenye maeneo wanayo yafanyia kazi. Aidha, katika mkutano huo Balozi Kombo aliongea mubashara na Balozi wa Italia nchini Tanzania  Mhe. Marco Lombardi na kumpa fursa ya kutoa salaam zake moja kwa moja kwa njia ya mtandao.

Balozi wa Italia nchini Tanzania aliwahakikishia wadau hao kuwa wapo kwenye mikono salama ya Balozi wa Tanzania Rome na chini ya uongozi wa Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Rais Samia Suluhu Hassan kuwa Tanzania ni nchi salama ya kufanya shughuli zao.

BALOZI MBAROUK AMUAGA BALOZI WA VATICAN

Naibu Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki Balozi Mbarouk Nassor Mbarouk (Mb) amekutana na kumuaga Balozi wa Vatican nchini Mhe. Askofu Mkuu Marek Solczyński baada ya kumaliza muda wake wa uwakilishi hapa nchini.

Akiongea wakati wa kumuaga Balozi wa Vatican jana jioni katika Ofisi Ndogo za Wizara Jijini Dar es Salaam, Balozi Mbarouk amempongeza Balozi Solczyński kwa kazi nzuri aliyoifanya ya kudumisha uhusiano wa kidiplomasia kati ya Vatican na Tanzania.

Pamoja na mambo mengine, Balozi Mbarouk amemuahidi Askofu Mkuu Solczyński kuwa Tanzania na Vatican zitaendelea kuhimiza amani na utulivu katika masuala yenye changamoto mbalimbali ili kuwezesha uwepo wa amani na kutambua mchango mkubwa unaotolewa na Baba Mtakatifu katika kulinda Amani na usalama duniani kote.

Kwa upande wake Balozi wa Vatican nchini, Askofu Mkuu Marek Solczynski, amesema kuwa Vatican itaendelea kuimarisha mahusiano yake ya kidiplomasia na Tanzania kwa masuala yenye maslahi ya amani na utulivu pamoja na haki na utu. 

“Tumeongelea masuala mbalimbali katika kukuza diplomasia yetu na tumekubaliana kwa pamoja kudumisha amani na usalama duniani ili kuweza kuchagiza maendeleo endelevu kwa pande zote mbili,” amesema Askofu Mkuu Solczynski.

2    The Government of the United Republic of Tanzania has set aside funds for the operation of the Ministry of Foreign Affairs and East African Cooperation during the financial year 2021/2022. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for ProposedConstruction of Chancery and investment building for the Tanzania Embassy in Kinshasa, DRC.

 

3    The Ministry of Foreign Affairs and East African Cooperation now invites sealed Tenders from eligible contractors registered in NCA CLASS I (NCA1) CLASS I (ONECATEGORY for carrying out of the Proposed Construction of Chancery and Investment Building for the Tanzania Embassy in Kinshasa, DRC.

 

4    Tendering will be conducted through INTERNATIONAL COMPETITIVE TENDERING as specified in the Public Procurement Regulations, Government Notice No.446 of 2013 and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

 

5    Interested eligible Tenderers may obtain further information and inspect the Tendering Documents from Tanzania Electronic Procurement System (TANePS). www.taneps.go.tz

 

6    All Tenders must be accompanied by Tender security of 2% of the tender value in the format provided in the Tender documents unless stated in the Tender Data sheet. The tender Security in the original form shall be submitted to the Director of Procurement Management Unit, Ministry of Foreign Affairs and East African Cooperation, Office, 6th Floor PSSSF House Makole Street Dodoma City, Tanzania before the deadline indicated  on para 7 below.

4    Tendering will be conducted through NATIONAL COMPETITIVE TENDERING as specified in the Public Procurement Regulations, Government Notice No.446 of 2013 and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

 

5    Interested eligible Tenderers may obtain further information and inspect the Tendering Documents from Tanzania Electronic Procurement System (TANePS). www.taneps.go.tz

 

6    All Tenders must be accompanied with Tender security of 2% of the tender value in the format provided in the Tendering documents unless otherwise stated in the Tender Data Sheet. The Tender Security in the original form shall be submitted to the Director Procurement Management Unit, Director, Procurement Management Unit, Ministry of Foreign Affairs and East African Cooperation, Office, 6th Floor PSSSF House Makole Street Dodoma City, Tanzania before the deadline indicated on Para 7 below.

 

7    All Tenders must be submitted in the proper format, at or before 12:30 Hours EAT on 10th March, 2022Tenders will be promptly thereafter opened upon the presence of Bidder’s Representative who wish to attend.

 

8    Late Tenders portion of Tenders, electronic Tenders, Tenders not received, Tenders not opened at the Tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
