Uteuzi Wizara ya Mambo ya Nje
Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete ameteua Wakurugenzi wapya tisa wa Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa ambao pia watakuwa na hadhi ya Balozi.
Kwa mujibu wa taarifa iliyotolewa mjini Dar es Salaam leo, Jumatano, Mei 30, 2012 na Katibu Mkuu Kiongozi, Balozi Ombeni Y. Sefue, uteuzi huo umeanza Mei 2, mwaka huu, 2012.
Walioteuliwa ni Ndugu Vincent Kibwana ambaye anakuwa Mkurugenzi, Idara ya Afrika; Ndugu Naimi Aziz ambaye anakuwa Mkurugenzi, Idara ya Ushirikiano wa Kikanda; Ndugu Celestine Mushy ambaye anakuwa Mkurugenzi, Idara ya Ushirikiano wa Kimataifa; Ndugu Yahya Simba ambaye anakuwa Mkurugenzi, Idara ya Mashariki ya Kati, na Ndugu Bertha Somi ambaye ameteuliwa kuwa Mkurugenzi, Idara ya Diaspora.
Wengine ni Ndugu Irene Kasyanju aliyeteuliwa kuwa Mkurugenzi, Kitengo cha Sheria; Ndugu Dorah Msechu ambaye ameteuliwa kuwa Mkurugenzi, Idara ya Ulaya na Amerika, Ndugu Mbelwa Kairuki ambaye anakuwa Mkurugenzi, Idara ya Asia na Australia, na Ndugu Silima Haji ambaye ameteuliwa kuwa Mkurugenzi, Idara ya Mambo ya Nje, Zanzibar.
Kabla ya uteuzi wake, Ndugu Kibwana alikuwa Afisa Mambo ya Nje Mkuu, Ndugu Naimi Aziz alikuwa Mkurugenzi Msaidizi, Ndugu Mushy alikuwa Kaimu Katibu wa Waziri Mkuu, Ofisi ya Waziri Mkuu, Ndugu Simba alikuwa Afisa Mambo ya Nje Mkuu, na Ndugu Somi alikuwa Afisa Mambo ya Nje Mkuu.
Naye Ndugu Kasyanju alikuwa Mkurugenzi Msaidizi, Ndugu Msechu alikuwa Mkurugenzi Msaidizi, Ndugu Kairuki alikuwa Msaidizi wa Rais (Hotuba), Ofisi ya Rais, Ikulu na Ndugu Haji alikuwa Afisa Mambo ya Nje Mkuu.

Tanzania pledges to pursue Genocide Fugitives
Hon. Bernard K. Membe (MP), Minister for Foreign Affairs and International Cooperation, in talks with Hon. Judge Theodor Meron, President of the International Residual Mechanism for Criminal Tribunals (IRM), today when the Judge paid a courtesy call to the Minister's office in Dar es Salaam.

Membe (MP), Minister for Foreign Affairs and International Cooperation in talks with the six member delegation from the International Residual Mechanism for Criminal Tribunals (IRM), that visited him today in his office. The delegation included Judge Theodor Meron, President of the International Residual Mechanism for Criminal Tribunals (IRM), Hon. Judge John Hocking, Registrar of the IRM and Hon. Hassan Bubacar Jallow, the Prosecutor of the IRM.

Hon. Judge Theodor Meron, President of the International Residual Mechanism for Criminal Tribunals (IRM), paid courtesy call to Hon. Bernard K. Membe (MP), the Minister for Foreign Affairs and International Cooperation today in his office, following his recent appointment as IRM President.
Hon. Meron was accompanied by Hon. Judge John Hocking, Registrar of the IRM and Hon. Hassan Bubacar Jallow, the Prosecutor of the IRM.
Judge Meron thanked Tanzania for once again accepting to host the International Criminal Tribunal and hoped that Tanzania would sustain the same level of cooperation as it had existed during the lifetime of the International Criminal Tribunal for Rwanda (ICTR).
He also thanked Tanzania for granting land for construction of the purpose-built facility for both the IRM premises and ICTR archives.
The delegation also asked the Government to assist in pursuing nine remained fugitives remained at large within the East and Southern African Regions.
On his part, Hon. Membe thanked the delegation for the visit, and for the interactive exchange regarding IRM. He also expressed apologies on behalf of the President for not being able to meet the delegation as it was planned.
Hon. Membe informed the delegation that President Jakaya Kikwete expressed readiness to meet the delegation in the near future.
With regard to the issue of land offered to the IRM, the Minister expressed his enthusiasm on the fact the United Nations (UN) has confirmed its desire to take up the offer of the land allocated to the IRM.
Hon. Membe assured the delegation that the Government will facilitate the logistical requirements towards the construction of the facility.
He also assured the delegation that Tanzania will do all it can to support the IRM in apprehension of the said nine fugitives.
The IRM was established by the United Nations Security Council (UNSC) Resolution 1966 (2010) to finish the work begun by the ICTR and International Criminal Tribunal for the former Yugoslavia (ICTY). The IRM has two branches corresponding to the two current tribunals. The Arusha branch is scheduled to start on July 1, 2012 while the Hague branch is scheduled to start on July 1, 2013.

Msimamo wa Tanzania kuhusu Sahara Magharibi
Hayo yalisemwa na Mhe. Bernard K. Membe (Mb), Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa wakati akiongea na Waandishi wa vyombo mbalimbali vya habari leo jijini Dar es Salaam .
Aidha, Tanzania imeisihi Morocco irudi katika uanachama wa Umoja wa Afrika ili kuweza kuwa na mazungumzo ya pamoja baina yao, wananchi wa Sahara Magharibi na Umoja wa Mataifa kwa lengo la kutafuta suluhu ya kudumu kuhusu mgogoro huo.
“Tatizo hilo limekuwa kidonda ndugu haliwezi kupona kesho, kwa hiyo msimamo wa Tanzania ni huo. Tunataka kuwe na uhuru wa Sahara Magharibi na tunaomba pande zote, pamoja na Umoja wa Mataifa wamalize kwa haraka sana tatizo hili ili kuwe na kura ya maoni ya wananchi wenyewe kuamua ama kujitawala au kuwa sehemu ya Morocco,” alisema Mhe. Membe.
Mhe. Membe aliongeza kuwa, Tanzania itaheshimu maamuzi yoyote ya wananchi wa Sahara Magharibi kwa vile “tunaamini wataamua kujitawala wenyewe na siyo kuwa kama kile Kisiwa cha Mayote nchini Comoro”. Wananchi wa Kisiwa hicho waliamua kuwa sehemu ya nchi ya Ufaransa, ingawa kipo Afrika.
Kuhusu tatizo la kumpata Mwenyekiti wa Kamisheni ya Umoja wa Afrika (AU), Mhe. Membe alisema Tanzania inaungana na Jumuiya ya Maendeleo ya Nchi za Kusini mwa Afrika (SADC) kumuunga mkono mgombea kutoka Afrika Kusini kwenye nafasi hiyo Bi. Nkosazana Dlamini-Zuma dhidi ya mgombea anayetetea uenyekiti huo, Bw. Jean Ping.
Nchi Wanachama wa AU zinatarajiwa kupiga kura na hatimaye kumchagua Mwenyekiti wa Kamisheni hiyo mwezi wa Julai mwaka huu wakati wa Mkutano wa Wakuu wa Nchi mjini Lilongwe , nchini Malawi .

Wakuu wa Nchi wa EAC wasaini Itifaki ya Mkataba wa masuala ya Ulinzi

Wakuu wa Nchi na Serikali wa Jumuiya ya Afrika Mashariki wameridhia na kusaini Itifaki ya Jumuiya ya Afrika Mashariki ya Ushirikiano katika masuala ya Ulinzi na kuelekeza kuanza mara moja kwa majadiliano ya pamoja yatakayopelekea kukamilika kwa Mkataba wa Pamoja katika masuala ya Ulinzi.
Aidha, mbali na kutia saini Itifaki hiyo Wakuu hao wa Nchi waliipokea ripoti iliyowasilishwa kwao na Baraza la Mawaziri na kuridhia masuala mbalimbali katika ripoti hiyo ikiwa ni pamoja na kumteua Bi. Jesca Eriyo, kutoka Uganda kuwa Naibu Katibu Mkuu mpya kufuatia aliyekuwepo Bibi Beartice Kiraso kumaliza muda wake wa kazi katika Jumuiya.
Vilevile Wakuu wa Nchi wa Jumuiya hiyo waliridhia pendekezo la kumuongezea mkataba wa miaka mingine mitatu Naibu Katibu Mkuu wa Jumuiya hiyo Bw. Jean Clausde Nsengiyumva kutoka Burundi.
Kuhusu maombi ya Sudan Kusini ya kuwa Mwanachama wa Jumuiya hiyo, wakuu wa Nchi wa Jumuiya ya Afrika Mashariki wamekubali mapendekezo ya Baraza la Mawaziri ya kuundwa kwa Timu ya Uhakiki itakayohusisha wataalam watatu kutoka kila nchi mwanachama na Wataalam watatu kutoka katika Sekretarieti ya Jumuiya hiyo kwa ajili ya kuwezesha zoezi hilo.
Timu hiyo ya uhakiki, pamoja na mambo mengine itapitia maombi ya nchi hiyo na kuona kama yanakidhi Vigezo vya Mkataba ulioanzisha Jumuiya ya Afrika Mashariki ili kuwa mwanachama. Vigezo hivyo ni pamoja na masuala ya kijiografia yaani kama nchi ya Sudan Kusini inapakana au ipo karibu na mojawapo ya nchi mwanachama wa jumuiya hiyo; nchi kuzingatia kanuni na misingi ya kimataifa ya demokrasia, utawala wa sheria, kuheshimu haki za binadamu, utawala bora na mchango wan chi katika kuimarisha ushirikiano ndani ya Jumuiya.
Wakuu hao wan chi pia walizungumzia masuala ya usalama katika kanda ya Afrika Mashariki ikiwa ni pamoja na mgogoro unaoendelea baina ya Sudan na Sudan Kusini na kuzitaka nchi hizo kurudi kwenye meza ya mazungumzo kumaliza tofauti zao.
Awali akifungua mkutano huo, Mhe. Jakaya Mrisho Kikwete, Rais wa Tanzania na mwenyeji wa mkutano aliwakaribisha nchini marais na viongozi mbalimbali kutoka nchi wanachama wa Jumuiya ya Afrika Mashariki na kueleza kuwa ni imani yake kuwa mkutano huo utakuwa ni wa mafanikio makubwa kwa manufaa ya wananchi wa Afrika Mashariki kwa ujumla.
“Sitapenda kuchukua muda mwingi kuzungumza siku ya leo bali nawakaribisha sana Tanzania na hasa hapa Arusha na ni imani yangu kuwa mkutano huu utakuwa wa mafanikio na manufaa kwa wananchi wa Jumuiya hii,” alisema Mhe. Kikwete.
Aidha, katika hotuba yake Mhe. Mwai Kibaki, Rais wa Kenya ambaye pia ni Mwenyekiti wa sasa wa Jumuiya hiyo alieleza kuwa kuna umuhimu kwa nchi wanachama kuimarisha na kuwa na mtandao wa pamoja wa miundombinu ili kukuza biashara na uchumi kwa ujumla.
Mkutano huo Maalum wa 10 wa Wakuu wa Nchi wa Jumuiya ya Afrika Mashariki ulifanyika mjini Arusha tarehe 28 Aprili, 2012 na kuhudhuriwa na Mhe. Jakaya Mrisho Kikwete, Rais wa Tanzania, Mhe. Yoweri Kaguta Museveni, Rais wa Uganda, Mhe. Mwai Kibaki, Rais wa Kenya na Mhe. Paul Kagame, Rais wa Rwanda.
Wengine ni Mhe. Therence Sinunguruza Makamu wa Kwanza wa Rais wa Burundi, Mhe. Balozi Seif Ali Iddi, Makamu wa Pili wa Rais wa Zanzibar, Mawaziri, Makatibu Wakuu, Mabalozi na Wakuu wa Mashirika ya Kimataifa hapa nchini na wadau mbalimbali.

World Leaders congratulate President Kikwete
Leaders from different parts of the world have continued to congratulate H.E. Dr. Jakaya Mrisho Kikwete, the President of the United Republic of Tanzania upon marking 48th Anniversary of the Union between Tanganyika and Zanzibar on April 26, 2012.
H.E. Kim Yong Nam, the President of the Presidium of the Supreme People’s Assembly of the Democratic People’s Republic of Korea said the government and people of Tanzania have achieved a greater success in the work for national unity and economic development.
"I take this opportunity to wish you greater success in your and your people’s efforts for development and prosperity of the country,” he said.
On his part, the President of the French Republic, Mr. Nicolas Sarkozy said his country shares the international commitment of Tanzania in favor of democracy, good governance and development, and appreciates Tanzania contribution to the peace and strengthening regional integration in Africa.
"I am delighted about the presence of the United Republic of Tanzania in the Peace and Security Council of the African Union, and tanzania's readness in furthering dialogue on regional security issues between our two countries.”
The President of the Republic of Turkey, H.E. Abdullah Gϋl, told the Tanzanian President that his country cherishes the achievement attained so far saying he was confident that Tanzania will remain determined to stay the course for development and enhancing bilateral ties between the two countries.”

Mkutano wa Baraza la Mawaziri wa Jumuiya ya Afrika Mashariki umefanyika mjini Arusha jana kujadili na kukubaliana agenda mbalimbali zitakazowasilishwa kwenye Mkutano wa Wakuu wa Nchi wa Jumuiya hiyo tarehe 28 Aprili, 2012.
Miongoni mwa agenda muhimu zilizojadiliwa na Mawaziri hao ni pamoja na mapendekezo ya kuteua Naibu Katibu Mkuu mpya kutoka Uganda kufuatia aliyekuwepo Bibi Beartice Kiraso kumaliza muda wake; kuongeza mkataba wa miaka mitatu kwa Naibu Katibu Mkuu wa Jumuiya hiyo Bw. Jean Claude Nsengiyumva kutoka Burundi; kupitia ripoti kuhusu maombi ya Jamhuri ya Sudan Kusini ya kuwa mwanachama wa Jumuiya na kupitia Mswada wa sheria ya Jumuiya ya Afrika Mashariki kuhusu uangalizi wa uzito wa mizigo inayobebwa na magari ili kulinda barabara za nchi wanachama zisiharibiwe.
Masuala mengine yaliyojadiliwa ni Rasimu ya Itifaki ya Kupambana na Rushwa kwa nchi wanachama; Rasimu ya Itifaki ya Ushirikiano katika masuala ya Ulinzi na ripoti ya Kamati ya Fedha na Utawala.
Awali akifungua Mkutano huo wa Baraza la Mawaziri, Katibu Mkuu wa Jumuiya hiyo Dkt. Richard Sezibera aliwaomba Mawaziri watoe maoni yao kuhusu agenda hizo ili baadae zifikishwe na kuridhiwa na Wakuu wa Nchi.
Mkutano huo wa Mawaziri ulitanguliwa na vikao vya Maafisa Waandamizi kutoka nchi wanachama kilichofanyika tarehe 20-22 Aprili kikifuatiwa na kikao cha Kamati ya Uratibu chini ya Makatibu Wakuu kutoka nchi wanachama kilichofanyika tarehe 23 na 24 Aprili, 2012.
Ujumbe wa Tanzania kwenye mkutano huo uliongozwa na Mhe. Samwel Sitta (Mb), Waziri wa Ushirikiano wa Afrika Mashariki na kuwahusisha pia Mhe. Bernard K. Membe (Mb), Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mhe. Hussein Mwinyi (Mb), Waziri wa Ulinzi, Mhe. Perreira Ame Silima (Mb), Naibu Waziri wa Fedha na Mhe. Harrison Mwakyembe (Mb), Naibu Waziri wa Ujenzi.

Balozi Mteule wa Rwanda awasilisha Nakala za Hati za Utambulisho

Akizungumza na Balozi huyo, Mhe. Membe alimkaribisha nchini na kusema kuwa Tanzania na Rwanda zimekuwa na ushirikiano wa muda mrefu na kwamba anafurahi na anamkaribisha wakati wowote ofisini kwake kwa majadiliano kuhusu kuimarisha na kukuza ushirikiano huo.
“Nimefurahi Balozi upo hapa nchini tayari, Tanzania ni nchi nzuri ya kirafiki na utafurahia kuwa Tanzania . Ninakukaribisha wakati wowote utakapohitaji kuwasiliana na na mimi kwa mashauriano,” alisema Mhe. Membe.
Kwa upande wake Balozi huyo Mteule alimshukuru Mhe. Membe na kueleza kuwa Rwanda na Tanzania zimeendelea kushirikiana kama ndugu kwa muda mrefu na kwamba atashirikiana na Wizara na Watumishi kwa ujumla kwa karibu.

Relief food to Somalia to be shipped soon, says minister
About 3000 tonnes of relief food to hunger-stricken Horn of Africa will be dispatched on the designated place as soon as the South African ship under SADC flag docks at the Dar es Salaam Harbour.
Foreign Affairs and International Cooperation Minister Bernard Membe told the National Assembly in Dodoma yesterday that the vessel would deliver all consignments of relief food pledged by the members of the SOuthern African Development Cooperation.
"The ship is expected in Dar es Salaam anytime now," said the minister, attributing the delay in shipment to, insecurity off the Somalia Coast in the Indian Ocean.
He ruled out any further delay as security situation in the region had improved tremendeously of late. He added that the government also pledged 200,000 US Dollars to the war and hunger ravaged Somalia.
The minister was reacting to Chambani Member of Parliament (CUF) Salim Hemed Khamis who had sought to know how the government was living up to the Africa Union's slogan "One Africa One Vote Against Hunger" adopted last year, requiring African countries to come to the rescue of the troubled region.
The AU had observed that food insecurity remained at emergency levels across parts of the Horn of Africa, with famine declared in two regions of Southern Somalia and humanitarian organizations struggled to cope with the influx of Somalia refugees in Ethiopia and Kenya.
Mr. Membe said the AU members during their special meeting in Addis Ababa, Ethiopia last August pledged 350m US Dollars for the cause.
He however, observed that as of February of this year, it emerged that some 1 bn US Dollars was needed to address the situation.
Quoting United Nations statistics, the minister said the disaster affected more than 12 million people, and deaths associated with famine reached an average of six people (five children and one adult) daily last year.

President Kikwete sends a Condolence Message to the President of Algeria
H.E. Jakaya Mrisho Kikwete, the President of the United Republic of Tanzania sends a condolence message to H.E. Abdelaziz Bouteflika, the President of the People’s Democratic Republic of Algeria following the death of H.E Ahmed Ben Bella, First President of the People’s Democratic Republic of Algeria. The message reads as follows:

President of the People’s Democratic Republic of Algeria
Your Excellency and Dear Brother,
I am deeply saddened by the sad news of the untimely death of the founding Father of your great Nation that took place on 11th April, 2012.
On behalf of the Government and People of the United Republic of Tanzania, and indeed on my own behalf, I wish to convey our deepest sympathies and condolences to Your Excellency and, through you, to the bereaved family and relatives as well as the Government and the entire brotherly People of Algeria for this untimely death.
He will also be remembered as a truly son of Africa who stood for unity and dignity of the African people. Africa has indeed lost one of the charismatic and revolutionary leaders who dedicated his life not only for the struggle for the independence of Algeria but also for the other African countries that were still suffering under colonialism. He also contributed positively to the peace and stability of Africa in his capacity as the Chairperson of the Panel of the Wise of the African Union.
At this difficult moment of agony and distress, we share your grief and pray to the Almighty God to give the bereaved family, relatives and all the people of Algeria strength and courage to endure the agony resulting from this great loss. Kumbukumbu za Mauaji ya Kimbari ya Rwanda
