Stop Flocking in South Africa, President Mugabe


Heads of State and government of the Southern African Development Community (SADC), meeting in Harare, Zimbabwe yesterday condemned the recent attacks against African migrants in parts of Durban and Johannesburg in South Africa.
The summit meeting was reacting to a briefing by South Africa President Jacob Zuma on the nature of the xenophobic attacks and measures taken by his government to restore peace.

According to a communique issued after the meeting, "Summit commended the measures that the government of South Africa has put in place and resolved to work together to deal with the situation and ensure it does not recur."
The attacks affected the citizens of SADC member countries of Zimbabwe, Mozambique, Malawi, Zambia and Tanzania, which were forced to evacuate their people.

The violence heightened tension between South Africa and its neighbours, some of whom threatened retaliatory measures.
But briefing the media after the summit yesterday, The SADC Chairman, President Robert Mugabe, said the situation should not be blamed on South Africa alone.
He said an virtually unchecked influx of migrants from neighbouring countries was stretching resources to the limit in South Africa, where the majority blacks were living in dire conditions.

"Only the whites are living well there. Our people should not have the instinct to rush to Johannesburg in the false hope that it is heaven," he said.
The SADC Chair said one way to arrest the influx was for SADC member countries to improve their economies and attract their youth to stay and work at home.
Hundreds of Zimbabweans, Malawians, Mozambicans and Zambians were evacuated following the attacks, but millions more, who are largely unskilled, remain in South Africa.

Twenty six Tanzanians were facilitated by the government to return home last week and the Tanzania High Commission in Pretoria is looking for others who may wish to return home. There was no Tanzanian among eight foreigners reported to have been killed in the attacks

President Zuma has been quoted in the media as saying he would address the root causes of the xenophobic attacks, which he said were poverty, unemployment and immigration.

An estimated 53 percent of the South African population lives below the poverty line, according to the United Nations.

Zimbabwe yaipa majengo SADC kwa ajili ya Kituo cha Kufundishia Walinda Amani

Robert Mugabe akiangalia Hati Miliki ya Majengo ambayo Serikali ya Zimbabwe imetoa kwa SADC kuwa Kituo cha Kufundishia Walinda Amani. Hati hiyo ilikabidhiwa kwa Katibu Mtendaji wa SADC, Dkt. Majengo hayo yapo kwenye kiwanja chenye ukubwa wa ekari 16 ambayo Zimbabwe imetoa bure kwa SADC kama mchango wake wa kuhamasisha amani na utulivu barani Afrika.

Heads of State and Government of the Southern African Development Community (SADC), meeting in Harare, Zimbabwe, today paid glowing tribute to the late Brigadier General Hashim Mbita.


The SADC Chairman, President Robert Mugabe, led the Summit in observing a minute of silence in honour of Brigadier Mbita, who was the Executive Secretary of the OAU Liberation Committee for nearly two decades from 1974.



"He supriintended the programme of all liberation groups (from Southern Africa) in Tanzania. He oversaw the formation and organization of the groups, sourcing of materials, programme of training and deployment," recalled Predident Mugabe, who was a beneficiary.

He said they received the news of Brigadier Mbita's passing with "a deep sense of sorrow."
During the last SADC Summit in August, President Mugabe awarded Brigadier Mbita the highest national honour of Zimbabwe, "The Order of Munhumutapa" and 100,000 US dollars for his contribution to the liberation of that country as well as Mozambique, Angola, Namibia, Cape Verde and Sout

SADC Heads Of State adopt Industrilization Strategy

Heads of state of the Southern African Development Community (SADC) today adopted an Industrial Development Strategy to leverage the region's resources for sustainable development The strategic plan and roadmap was developed by a Ministerial Task Force mandated by the Heads of State last August.


It is a three-phase programme emphasizing efficient use of resources, value edition, diversification and competitiveness to propel the region into a high tech industrial entity by 2063.



The summit directed secretariat to compile the requisite budget and the Ministerial Council to prepare implementation plan. The Heads of State also approved revision of the Indicative Regional Development Plan, which now gives industrial development top priority.Development of infrastructure, including energy, water, roads and railways and ICT is ranked second while peace and security is third, followed by social services.




The President of the United Republic of Tanzania, H.E. Jakaya Kikwete, was represented by the Vice-President, Dr. Mohamed Gharib Bilal at the Summit, which was attended for the first time by newly elected Presidents Edgar Lungu of Zambia, Philip Nyusi of Mozambique, Hage Geingob of Namibia and Lesotho Prime Minister Pakalitha Mosisili.




The Summit chaired by Zimbabwe President Robert Mugabe was also attended by the President South Africa , Jacob Zuma, King Mswati of Swaziland and Mauritius Prime Minister Anerood Jugnauth.



The Heads of State and Government Further endorsed a plan to inaugurate  the tripartite Free Trade Area (FTA) combining the SADC, EAC and COMESA blocks in June.




They agreed that the creation of a continental FTA earlier scheduled for 2017 be pushed back to 2020.




In her remarks to the Summit, the SADC Executive Secretary, Dr. Stergomena Lawrence Tax, said the Industrial Development Plan would boost the region's gross product and income per capital.
Chairman Mugabe said member states should brace to finance the plan because western countries were unlikely to help. "Those who benefit from our underdevelopment cannot be expected to help us," he said.
He lamented that although SADC countries ranked highly in global mineral and agricultural output, more than two thirds of their population was below the poverty line.




President Mugabe formerly handed over the Regional Peace Training Centre (RPRC) facility to Dr. Tax as part of the Summit opening ceremony.
The facility for the training of military personnel, police and civilians has been donated to SADC by the Zimbabwe government.

Nianze kwa kutoa salamu za rambirambi kwa niaba ya Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa na Serikali kwa ujumla. Kifo cha Brigedia Jenerali Hashim Mbita ni msiba mkubwa sio kwetu tu hapa Tanzania, lakini pia kwa nchi za Kusini mwa Jangwa la Sahara na bara lote la Afrika. 

Nimelazimika kusimama na kuzungumza mbele yenu kwa kuwa pamoja na heshima kubwa aliyoipata kama mwanajeshi na nafasi zingine kubwa alizowahi kushika, lakini pia Mheshimiwa  Hashim Mbita alitumikia Taifa lake kama Balozi wetu katika jiji la Harare nchini Zimbabwe kuanzia mwaka 2003 hadi mwaka 2006.

Kama ilivyoelezwa, Mheshimiwa Mbita atakumbukwa zaidi kama Katibu Mtendaji wa Nchi za Mstari wa Mbele (Frontline States) kwa miaka 22 akiwa nguzo muhimu katika harakati za kupinga ukoloni na kupigania Uhuru kwa nchi kadhaa za Kusini mwa Afrika. Iliyokuwa OAU na kwa ridhaa ya Mwalimu Julius Nyerere, Ofisi za nchi za mstari wa mbele ziliweka makao makuu hapa Dar es Salaam ambapo Jenerali Mbita aliitumikia kati ya mwaka 1972 hadi hadi mwaka 1994.  

Ni harakati hizi hizi ndio ambazo zimepelekea Mhe. Mbita kupatiwa tuzo ya “Medali ya Sir Seretse Khama”, tuzo ya Umoja wa Afrika ya “Son of Africa” na pia “The Royal Order of Munhumutapa” iliyotolewa na Rais Robert Mugabe wa Zimbabwe mwaka 2014.

Ingawaje Mhe. Mbita ametutoka lakini Mawazo na uzoefu wake utabaki nasi daima. Kupitia SADC, “The Hashim Mbita Project” ambayo imeandika na kuhifadhi uzoefu, fikra na kazi zake itakuwa ni hazina kubwa ya Mwanajeshi, Mpigania Uhuru na Mwanadiplomasia Mtanzania. Ameiletea heshima nchi yetu na huyu ni Mkombozi wa kweli wa kupigwa mfano.

Tunajivunia utu wake na ndio maana leo, pamoja nasi tunafutwa mchozi na wenzetu.  Naomba kuwatambulisha  kwenu.

Rais Kikwete amkaribisha Rais Clinton (Mstaafu) Ikulu

Rais wa Jamhuri ya Muungano wa Tanzania Dkt. Jakaya Mrisho Kikwete akiwa ameambatana na Rais Mstaafu wa Marekani Mhe. Bill Clinton mara baada ya kuwasili Ikulu, na kufanya mazungumzo naye.
