Naibu Katibu Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki Balozi Ramadhan Mwinyi Muombwa akizungumza kwenye mkutano wa 8 wa wiki ya Kijani ambao umeingia siku ya pili leo, ambapo katika mkutano wa leo wadau wamejadili kuhusu athari za mionzi itokanayo na vyombo chakavu vya kielektroniki.

MWINYI, DEPUTY PERMANENT SECRETARY FOR THE MINISTRY OF FOREIGN AFFAIRS AND EAST AFRICAN COOPERATION, DURING THE 8TH GREEN STANDARDS WEEK DURING THE FORUM & TRAINING ON WITH ICTs EVERYWHERE – “HOW SAFE IS EMF?” SEA CLIFF HOTEL, ZANZIBAR 10TH APRIL, 2018 ___________________________

Distinguished Participants;

Ladies and Gentlemen;

It is my pleasure to welcome you all to a second day of the 8^th Green Standard Week. The topic for today’s discussion is very impressive.  We are going to see how safe is the Exposure to Electromagnetic Fields (EMF).  We are lucky to have experts who will make presentations on the topic, including activities of the ITU on Human Exposure to EMFs.   I wish to thank all the experts gathered here today and the organizers for a job well done.

Distinguished participants; as you are all aware exposure to human made   electromagnetic fields have increased over the past years. The deployment of different sources of EMF to cater for the telecommunication and ICT needs of the population has developed very rapidly; the use of mobile phones and other wireless system is expanding rapidly all over the world.  This is because of strong competition, quality of service requirements, network coverage extension and introduction of new technologies. 

ITU estimates that 95 percent of the global population lives in an area that is covered by a mobile –cellular network. For the case of Tanzania, there are almost over 45 million mobile – cellular subscribers.

While this expansion provides the opportunity for advances in public and personal safety, education, medicine and the economy, it also brings new responsibilities and challenges to all of us.

It is undeniable fact that the widespread use of EFM sources has possible adverse effects of prolonged exposure to emissions on people’s health. Unfortunately, the EFM is unknown and undetectable for the people; there is lack or limited regulations; and also there is rare mechanism to inform the people.  That’s why ITU as an institution remains extremely relevant in the world today and in the future in designing activities to mitigate effects of EFM due to radio systems and mobile equipment to human beings.

There is a need for the ITU to come up with a global framework and standard that will help to facilitate compliance with international standards; strengthening international technical cooperation and capacity building as well as strengthening collaboration among stakeholders like the World Health Organization.

Distinguished participants; I do understand that the health impact of electromagnetic fields similarly falls within the mandate of the World Health Organization (WHO) in the area of environmental health. The WHO came up with EMF project to respond to the general concern over health effects of EMF exposure in 1996.  That’s why today we are going to hear from the WHO representative on EMF research and future needs.

I wish to welcome you all to openly discuss, share and exchange experiences, knowledge, challenges and possible solutions. It is through these discussions that will enable ITU to come with the standards and framework we are aspiring too.

Before I handover to our moderator to proceed, on behalf of us all, I want to say KARIBUNI SANA. It is a pleasure to see so many of you here. I wish you all successful deliberations in this Forum and Training.
