WAZIRI MAHIGA ASHIRIKI HAFLA YA MAADHIMISHO YA MIAKA 3 YA UONGOZI WA BABA MTAKATIFU PAPA FRANCIS


Waziri wa Mambo ya Nje na Ushirikano wa Afrika Mashariki Balozi Dkt. Augustine Mahiga (Mb.) akihutubia katika hafla ya kuadhimisha miaka mitatu ya uongozi wa Baba Mtakatifu Papa Francis na Kumuaga Balozi wa Vatcan hapa nchini aliye maliza muda wake wa uwakilishi.
Hafla ambayo ilifanyika jana katika viwanja vya kanisa la Mt. Petro  Osterbay Jijini Dar es Salaam

TAARIFA KWA VYOMBO VYA HABARI.

WAZIRI MAHIGA ASHIRIKI HAFLA  YA MAADHIMISHO YA MIAKA 3 YA UONGOZI WA BABA MTAKATIFU PAPA FRANCIS.

Waziri wa Mambo ya Nje na Ushirikiano wa Afrika Mashariki, Mhe. Balozi Dkt. Augustine Mahiga alimuwakilisha Rais wa Jamhuri ya Muungano wa Tanzania Mhe. Dkt. John Pombe Magufuli katika hafla ya kuadhimisha  miaka mitatu ya Uongozi wa Baba Mtakatifu Papa Francis  pamoja na kumuaga Balozi wa Vatican  na muwakilishi wa Papa hapa nchini Askofu Francisco Montecillo Padilla ambaye amemaliza muda wake wa kuhudumu hapa nchini.

Hafla hiyo ilifanyika jana jioni katika viwanja vya Parokia ya Mtakatifu Petro Osterbay Jijini Dar es Salaam.

Katika hafla hiyo Mhe. Mahiga alimpongeza Papa Francis pamoja na kumuelezea kuwa ni mtu wa Mataifa yote na mfano wa kiongozi bora duniani kwakuwa misingi yake ya uongozi imejikita katika kusimamia utu, kupinga Ubaguzi wa rangi pamoja na matabaka katika jamii. Pia amekuwa mpiganaji mkubwa katika masuala ya amani na mtetezi wa wakimbizi hivyo Tanzania na Dunia nzima inatambua mchango wake kwa ujumla na kuzidi kumwombea mafanikio katika utendaji wake.

Vilevile alimpongeza Askofu Francisco Montecillo Padilla ambaye amekuwa akihudumu  nchini  kwa muda wa miaka minne (4) na kueleza kuwa amekuwa mfano bora katika kazi za kichungaji kwa kuweza  kutembelea  nchi nzima katika Majimbo ya Kanisa Katoliki licha ya kazi yake kuwa na changamoto nyingi. Alikumbusha tukio la mlipuko lililotokea kanisani  mjini Arusha wakati Askofu Padilla akiendesha Ibada, ni mfano dhahiri wa kazi alizokuwa akizifanya nchini na katika hilo amejiwekea historia katika huduma yake ya kichungaji.

Kwa upande wa ushirikiano  baina ya Tanzania na Vatican, Mhe. Mahiga alieleza ni wa muda mrefu tangu 1960. Katika kuhakikisha uhusiano huo unaimalika mataifa hayo mawili yamekuwa yamekuwa yakifanya jitihada za makusudi katika kukuza uhusiano huo na alieleza hilo lilidhihirishwa na ujio wa Papa John Paul wa pili ambaye alifanya ziara nchini Tanzania mwaka 1990.

Pia alieleza Mhe. Rais Magufuli anapenda kutoa shukurani za dhati kwa huduma ambazo zimekuwa zikifanywa na Balozi wa Papa nchini pamoja na Kanisa Katoliki katika kuchangia shughuli za maendeleo hasa katika sekta ya Afya na Elimu ambapo wamefungua Shule za ufundi za Don Bosco katika Mikoa yote ."Ni imani yangu kuanzishwa kwa shule hizo hakutaishia katika ngazi ya mikoa tu, bali utaendelea katika ngazi ya wilaya na hata kata"

Aidha, alizungumzia sera ya viwanda ya  Mhe. Rais John Pombe Magufuli katika kuondoa tatizo la kukosa ajira na kukuza uchumi wa Taifa, alimweleza Balozi huyo ni muda muafaka sasa mataifa hayo mawili yakajikita zaidi katika kuhakikisha yanaibua maeneo mapya ya ushirikiano ili kuhakikisha sera hiyo inafikiwa kwa kuvutia zaidi wawekezaji na kukuza biashara.

Watu wengine mashuhuri waliohudhuria hafla hiyo ni pamoja na Rais mstaafu wa awamu ya tatu Mhe. Benjamin W. Mkapa na mke wake Mama Anna Mkapa, Mabalozi wanaowakilisha nchi zao hapa nchini, wawakilishi wa Mashirika ya Kimataifa, Kadinali Polycarp Pengo na  Maaskofu wa Majimbo ya Kanisa Katoliki nchini, wengine ni Watawa na Walei.

Wizara ya Mambo ya Nje yaeleza fursa za Biashara ndani ya EAC


Mkuu wa Kitengo cha Mawasiliano na Msemaji wa Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki Bi. Mindi Kasiga (Kulia) akiwaeleza waandishi wa habari (hawapo pichani) fursa za biashara zilizopo katika soko la Afrika Mashariki na taratibu zinazotakiwa kufuatwa, badala ya kutumia njia sizizo halali kuvusha bidhaa zao mipakani. Mkutano huo na Waandishi wa Habari ulifanyika jana katika Ukumbi wa Kimataifa wa Julius Nyerere. Kushoto ni Mkurugenzi wa Idara ya Biashara, Uwekezaji na Sekta za Uzalishaji katika Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki Bw. Geoffrey Mwambe.
Bw. Mwambe akiongea na waandishi wa habari, ambapo alieleza ni wakati sasa Watanzania wakatumia fursa hizo na pale wanapokutana na vikwazo vinavyokwamisha biashara zao ni vema wakatoa taarifa mapema badala ya kujijengea dhana ya uoga na kuacha fursa hizo zikiwanufaisha majirani zetu ndani ya Jumuiya hiyo.

TAARIFA KWA VYOMBO VYA HABARI.

Uhuru wa kufanya biashara ndani ya Jumuiya ya Afrika Mashariki.

Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki inapenda kuwajulisha  wafanyabiashara wa Tanzania na wananchi wote kwa ujumla kuwa wanaweza kutumia fursa za biashara zinazopatikana katika soko la nchi wanachama wa Jumuiya ya Afrika Mashariki (EAC) kwa kuuza bidhaa zao ndani ya nchi wanachama yaani Kenya, Rwanda, Burundi, Uganda pamoja na sisi wenyewe Tanzania .

Wafanyabiashara wanatakiwa kuchangamkia fursa hiyo kwa kuwa ni haki yao na ni utekelezaji wa malengo ya Jumuiya ambayo yemebainishwa katika Mkataba wa uanzishwaji wa Jumuiya ya Afrika Mashariki kifungu namba 5 ambapo Jumuiya ilianzisha Itifaki ya Umoja wa Forodha (The East African Community Customs Union).

Chini ya Itifaki hiyo wafanyabiashara wa Nchi Wanachama wana uhuru wa kufanyabiashara ndani ya Jumuiya ya Afrika Mashariki bila kutozwa ushuru wa forodha ilimradi bidhaa zao zimezingatia vigezo na kufuata utaratibu ulioainishwa katika Itifaki hii.

Japokuwa Sudan Kusini imeridhia kujiunga na Jumuiya ya Afrika Mashariki bado fursa za kufanya biashara nchini humo hazijakamilika. Hii ni kwasababu nchi hiyo imejiunga na Jumuiya hivi karibuni na hadi hapo itakaporejesha ‘Instrument’ yaani zile hati za kujiunga na Jumuiya baada ya kufuata utaratibu wa nchi hiyo, ndipo itakuwa mwanachama kamili ambaye atafurahia matunda haya tunayoyaongelea hapa.  Yaani, Sudani Kusini itaingia kwenye utaratibu wa utekelezaji wa Itifaki na makubaliano mbalimbali yaliyofikiwa katika Jumuiya.

Ili mfanyabiashara hasa mdogo aweze kufanya biashara katika Soko la Jumuiya hii anapaswa kufuata utaratibu ufuatao:

a.     Mfanyabiashara/ Msafirishaji anatakiwa kufika kwenye kituo chochote cha forodha kilichopo mpakani akiwa na bidhaa yake anayotaka kuuza  kwenye Soko la Jumuiya.

b.     Akiwa Kituoni hapo, msafirishaji atatakiwa kupatiwa cheti cha Uasilia wa Bidhaa Kilichorahisishwa (Simplified Certificate of Origin) ambacho hutolewa bure na ofisi za Mamlaka ya Forodha Tanzania zilizopo mipakani.

c.      Mfanyabiashara atatakiwa kujaza taarifa zinazotakiwa kwenye cheti hicho kama vile jina kamili la msafirishaji, anuani, nchi anayotoka, maelezo ya bidhaa na thamani ya bidhaa. Afisa forodha wa kituo husika atajaza maeneo yanayomhusu na kugonga muhuri katika cheti hicho.

d.    Mfanyabiashara atatakiwa kuonesha cheti cha uasilia wa bidhaa wakati akiingia kwenye nchi mwanachama anapotaka kuuza bidhaa hiyo.

e.     Cheti cha uasilia wa bidhaa ni kwa ajili ya mfanyabiashara mdogo mwenye bidhaa isiyozidi dola za Kimarekani 2000. Aidha, mfanyabiashara mdogo halazimiki kuwa na wakala wa Forodha.

f.       Mfanyabiashara mdogo anatakiwa kufuata taratibu zinazohitajika na taasisi nyingine zinazohusika katika kuruhusu uingizaji / uagizaji wa bidhaa kama vile:

·        Mamlaka ya Chakula na Dawa Tanzania (TFDA),
·        Shirikia la Viwango Tanzania (TBS) na mamlaka nyingine.

Wizara inatoa wito kwa wafanyabiashara na wananchi kwa ujumla iwapo watakutana na vikwazo visivyo vya kiforodha wakiwa katika Nchi Wanachama, wawasilane na Wizara kupitia Mawasiliano yaliyoanishwa hapo juu.

Aidha, wafanyabiashara pia wanaweza kutoa taarifa za vikwazo wanavyokutana navyo kupitia mfumo wa ujumbe mfupi kwa kuandika neno ‘NTB’ na kutuma kwenda namba 15539. Vilevile kwa madereva wa magari makubwa wanaosafirisha mizigo kwenda Nchi Wanachama utaratibu umewekwa ambapo madereva hao wanaweza kutoa taarifa za moja kwa moja kwa Jeshi la Polisi kupitia namba 0713631780 iwapo watakutana na vikwazo visivyo vya Kiforodha vya  barabarani. Kadhalika wafanyabiashara pia wanaweza kuwasilisha malalamiko yao juu ya Vikwazo visivyo vya Kiforodha kupitia tovuti ambayo ni www.tradebarriers.org

Wizara inahimiza wafanyabiashara kutumia njia halali za kuvusha bidhaa kwenye mipaka ya Nchi wanachama kwani njia zisizo halali (Njia za panya) hupelekea wafanyabiashara wengi kudhulumiwa bidhaa au mali zao, kuvamiwa, kuumia  na wakati mwingine kuuza bidhaa kwa bei ya hasara. Watanzania wanaweza kufanya biashara ndani ya Jumuiya ya Afrika Mashariki na bidhaa zao kutolipa ushuru wa forodha ilimradi wamezingatia taratibu zilizokubalika katika Jumuiya ya Afrika Mashariki.  Aidha, mfanyabiashara atatakiwa kuwa na hati ya kusafiria pindi anapotaka kuvuka mpaka kwenda Nchi Mwanachama wa Jumuiya ya Afrika Mashariki.

Balozi Luvanda akutana na kufanya mazungumzo na Naibu Balozi wa Ujerumani

John Reyels ambaye alimtembelea hivi karibuni katika Ofisi za Wizara Jijini Dar es Salaam, ambapo katika mazungumzo yao walizungumzia juu ya kukuza na kuboresha mahusiano kati ya Tanzania na Ujerumani hasa katika sekta ya Biashara, Elimu na Uchumi.

PRESS RELEASE

THE 06TH ORDINARY SUMMIT OF ICGLR HEADS OF STATE AND GOVERNMENT HELD IN LUANDA, ANGOLA
ON 14TH JUNE, 2016

         The Heads of State and Government of the International Conference on the Great Lakes Region (ICGLR) met in Luanda, Angola, on 14th June, 2016 at the invitation of His Excellency José Eduardo dos Santos, President of the Republic of Angola and ICGLR Chairperson, to review the political and security situation in the Region. Also in attendance were; H.E. Yoweri Museveni, President of the Republic of Uganda, H.E. Uhuru Kenyatta, President of the Republic of Kenya, H.E. Joseph kabila, President of the Democratic Republic of Congo (DRC), H.E. Denis Sassou N’guesso, President of the Republic of Congo. H.E. Jacob Zuma, President of the Republic of South Africa also attended as the Guest of the Chairperson. Other ICGLR Member States were represented by the Vice Presidents, Prime Ministers and Ministers of Foreign Affairs. 
         
Hon.  Dr. Augustine P. Mahiga (MP), Minister of the Foreign Affairs and East African Cooperation of the United Republic of Tanzania, represented H.E. Dr. John Pombe Joseph Magufuli, President of the United Republic of Tanzania, to this Summit and also led Tanzanian delegation to the Regional Inter-Ministerial Committee (RIMC), held on 12th June, 2016. It should be recalled that this Summit was scheduled to take place in February 2016; however, it was thought worthwhile to postpone the meeting to a later date due to the lack quorum. 
         
The Summit whose theme “Accelerating the effective implementation of the Pact and its Protocols for a more democratic and stable Great Lakes Region” reiterated its primary responsibility to find lasting solutions to peace and security challenges in the region and reaffirmed its strong commitment to the ICGLR Pact on Security, Stability and Development in the Great Lakes Region and its related Protocols.
         
Among the agenda items, the Summit received and considered the reports and recommendations of the meeting of the Committee of Ministers of Defense held on 11th June, 2016, meeting of the Regional Inter-Ministerial Committee (RIMC) held on the 12th June, 2016. After consideration of reports, the Summit decided as follows:-

1.            Welcomed the resumption of the East African led Inter-Burundian Dialogue held from 21st to 24th May, 2016, in Arusha, Tanzania and encouraged the Government of Burundi and the opposition parties to commit to that process. The Summit also recommended that the Facilitator of the Inter-Burundi dialogue, H.E. Benjamin W. Mkapa, former President of the United Republic of Tanzania, be invited to future Ordinary Meetings of the RIMC to brief Member States on the progress of the dialogue;

2.            Commended DRC Government for the preparations of political dialogue aiming at creating a conducive climate for the next elections. Further urged all Congolese political actors to participate in the dialogue and provide full support to the work of the International facilitator appointed by the African Union Commission;

3.             Resolved to redouble regional efforts to neutralize all negative forces including FDLR, ADF, LRA and others which continue to disturbalise the region.

4.            Urged the UN and other concerned parties to accelerate the repatriation of disarmed ex-combatants of the FDLR in the cantonment camps to Rwanda or resettlement to a third country outside the region.


5.            Welcomed the formation of the Transitional Government of National Unity, and appealed to the region and the international community to sustain support to the government and the people of South Sudan for the sake of peace and stability in the country;

6.            Supported the efforts of the Republic of Sudan to lift the unilateral and coercive economic sanctions imposed on it by the United States of America, and note with alarm the disproportionate and indiscriminate human cost of these measures on the Sudanese civilian population, and in particular women and children.

7.            Commended the outgoing Executive Secretary, Prof. Ntumba Luaba, for the good services rendered to the organisation during his term, and wish him well in his future endeavours. Thereafter, approved the appointment of Amb.Zachary Muburi-Muita as the Executive Secretary of the ICGLR for a term of 4 years, effective 14/06/2016.

8.            The Summit avails itself of this opportunity to congratulate the Governments and People of the Republic of Uganda, the Republic of Congo and the United Republic of Tanzania for having conducted peaceful, fair and transparent general elections.

9.            The Summit finally expressed its profound appreciation to the Government and the people of the Republic of Angola for the warm hospitality extended to all delegations, and for the excellent facilities placed at their disposal to enable the success of the Summit.

Applications from suitably qualified female and male candidates are equally welcome. The statutory retirement age after 1 January 2014 is 65. For external applicants, only those who are expected to complete the term of appointment will normally be considered. 
DUTIES AND RESPONSIBILITIES 

Under the supervision of the Director, LCP, the incumbent will perform the following duties:

(a) Edit and/or copy-edit a variety of WMO publications, ranging from general to very technical, relying on the WMO English Style Guide and guidance from senior colleagues;

(b) Use various publishing software and platforms in the editorial process in order to prepare efficiently the publications for downstream processing and publishing;

(c) Provide advice to external collaborators on the WMO editorial policy and quality standards;

(d) Participate in the development of editorial policies; advise other members of the Secretariat on English editorial matters; counsel and assist external translators and editors on relevant WMO procedures, in consultation with senior colleagues and/or technical experts;

(e) During WMO conferences and meetings, act as report writer, when required;

(f) Assist in terminology work and other language-related projects;

(g) Carry out other relevant duties as required.
QUALIFICATIONS 
Education 
University degree or equivalent in languages, editing, translation or a technical field closely related to the work of WMO. Successful certification of completion from the United Nations Language Competitive Examination for English-language Copy Preparers, Proofreaders, Production Editors, or the UN Language Competitive Examination for English Editors or the UN Language Competitive Examination for English Translators/Précis-writers.
 
Experience 
Five years of relevant experience in editing highly scientific material in an international organization, of which two years in a United Nations system. Experience acquired in a governmental or a large-scale private company is acceptable provided that it is coupled with the experience in an international organization. Familiarity with the preparation of reports and documents for international conferences and meetings. Knowledge of meteorology, hydrology or related disciplines would be an advantage.
 
Other requirements 
Professional command of publishing software and platforms for editing. Ability to work under pressure and to meet tight deadlines while maintaining high levels of output and required standards of quality. Understanding of the overall purpose of published material and of copy-editing and editing responsibilities. Ability to work in a multicultural environment as a team member. Strong communication skills, both oral and written. Good health permitting travel to any area of the world.
 
Languages 
English as the principal language essential. Excellent knowledge of French or one of the other official languages. Working knowledge of an additional official language of the WMO Secretariat would be an advantage.
 

(Note: the working languages of the WMO Secretariat are English and French. The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.)
The Secretary-General may appoint a candidate at a grade below the advertised grade of the post, with the possibility of promotion to that grade within three years of appointment, subject to satisfactory appraisal of performance.
Possibility of renewal subject to the availability of funds and pending satisfactory performance after an initial probationary period of one year which can be extended up to a maximum of two years.

Annual net base salary on initial appointment is:

US$ 49783 for staff members without dependants
This post adjustment, which is subject to change without notice, is paid in addition to the net base salary.
