Professor Chris Maina Peter Member of the UN International Law Commission

A Tanzanian distinguished Professor Chris Maina Peter was yesterday voted Member of the United Nations’ International Law Commission   (ILC) by the 66th UN General Assembly here.

Announcing the results here yesterday, the President of the 66th  United Nations General Assembly, Ambassador Nassir Abdulaziz Al-Nasser said Prof Peter is among the 34 members voted in the commission out of 49 candidates who had vied for the seats.A former Kenyan Attorney General, Amos Wako has also been voted member of the Commission

Prof Chris Maina Peter, who is currently a Professor of Law at the University of Dar es salaam, was among13 contestants from the African continent who were vying for the nine slots reserved for the African countries in the UN's legal body.

When asked for a comment, Prof Peter who is currently in Ethiopia for official engagement said " I am delighted for the honor and more so to my government for seconding my candidacy and a spirited campaigns."

Other countries that  fielding candidates from Africa were from South Africa, Kenya, Sudan, Libya, Algeria, Cameroon, Egypt, Malawi, Mozambique, Nigeria, Mali and  Cote d'Ivoire. .

Prof Peter will serve in the Commission for the period of five years effective January next year.

Prof Chris Maina Peter was born on 14th April 1954 and holds Ph D in Law from the University of Konstanz in Germany.

He once served as a Member of the United Nations Committee on the Elimination of the Racial Discrimination (CERD), United Nations High Commissioner for Human Rights, Geneva, Switzerland.

Prof. Peter has also published widely in the area of. Human Rights, Humanitarian Law, Public International Law and Good Government.

ITALIAN FESTIVAL IN DAR-ES-SALAAM FROM 18TH TO 20TH NOVEMBER-2011


The Embassy of Italy in Tanzania is organizing an Italian Festival in Dar-es-Salaam from 18th to 20th November 2011.

The aim of Festival Italiano is to attract the attention on everything which is Italian, i.e. to create a focus point where Tanzanians as well as foreigners living in this Country could have an overview of the Italian presence in Tanzania in the different fields: industrial development, trade, culture, development cooperation, etc.

The beginning of the festival will be marked by a charity concert that will be held at the Residence of the Italian Ambassador in the evening of Friday 18th November. The entrance to the concert by Marco Castelli quartet from Venice will be at Tsh 70,000 that’s shall also include the taste of Italian Food.

“The beneficiary of the concert receipts will be the FALMI Group, which implements health and education projects in the region of Kigoma, in Kasulu district and I am very pleased to support such noble cause” stated HE Perluigi Velardi, Italian Ambassador to Tanzania

Saturday 19th to Sunday 20th November an exhibition will be organized at Forodhani Slipway, where both Italian investors in Tanzania and Tanzanian entrepreneurs doing business with Italy shall participate to promote products and services of both nations.

The Italian companies will have a chance to display and sell their local production and to promote their activities in Tanzania, whilst Italian NGOs could promote their development projects in favour of the Tanzanian population. The Tanzanian entrepreneurs doing business with Italy would also be offered a chance to exhibit their imports and promote their products and services to the public at large.

The festival would also offer the occasion to the general public to enjoy Italian films (with subtitles in English language) and to experience the sight, sounds and taste of Italian culture and cuisine.

“It should be noticed that this year Italy celebrates its 150 years anniversary, whereas Tanzania, shall soon celebrate 50 years of its Independence, hence the celebration of these important milestone of the respective Countries during festival Italiano. The Entrance to the Exhibition is Free” said Roberta Cocconi, Commercial AttachĂ© of the Italian Embassy in Dar es Salaam.

Tanzania to open embassy in Angola


Dar es Salaam – The government of the United Republic of Tanzania will open embassy in Angola and its Minister of Foreign Affairs and International Cooperation, Bernard Membe, will soon visit Luanda to explore business and investments opportunities.

This was said to Angop last weekend in Dar es Salaam by the top diplomat of Tanzania, Bernard Membe, in the ambit of the festivities of the 36th anniversary of the Angolan independence.


“President Jakaya Kikwete agreed to open the embassy in Luanda”, said Bernard Membe.

In addition, the official said that Angola is one of the African countries that is recording a fast economic growth, as well as the betterment of the people’s well-being.

The Tanzanian minister appealed his fellow countrymen to invest in Angola when the embassy is officially opened.

He said that Angola is rebuilding the railway that will link Zambia and it might also connect Tanzania.


On his turn, the Angolan ambassador to Tanzania, AmbrĂłsio Lukoki, guaranteed that the executive of Angola is encouraging in a gradual and sustained way the direct participation of private investment in the national economy, strengthening its regulating role of providing the growth of public and private partnership.

Katika Mkutano huo, Marais wa Mahakama za Kimataifa za Makosa ya jinai za Mauaji ya Kimbari Rwanda (ICYR) na Mauaji ya halaiki ya iliyokuwa Yugoslavia ya zamani ( (ICYT) waliwasilisha taarifa zao za mwaka mbele ya wajumbe wa mkutano huo. katika hotuba yake, Balozi Gamaha pamoja na mambo mengine aliishukuru Jumuiya ya Kimataifa kwa kuendelea kuiamini Tanzania kwamba inastahili kuwa mwenyeji wa Tawi la Mfumo wa Kimataifa wa kushughulikia umaliziaji wa mashauri ya masalia ya Mahakama ya Kimataifa ya Rwanda. Jukumu hilo linakwenda sambamba na uhifadhi na utunzaji wa nyaraka na kumbukumbu zote muhimu zinazohusu mahakama hiyo. Mahakama ya Kimataifa ya mauaji ya Kimbari ( ICTR) iliyoko Mkoani Arusha inatarajiwa kumaliza kazi zake mwaka 2014. Na mfumo huo wa kimataifa wakushughulikia umaliziaji wa mashauri ya masalia ambao tawi lake litakuwa pia Mkoani Arusha utaanza kazi 2012.

Jamhuri ya Muungano wa Tanzania, imeishukuru Jumuiya ya Kimataifa kwa kuiamini kwa mara nyingine, kwamba inastahili kuwa tawi la Mfumo wa Kimataifa wa kushughulikia Umaliziaji wa Mashauri ya Masalia ya Mahakama ya kimataifa ya mauaji ya kimbari ya Rwanda( ICTR).

Shukrani hizo zimetolewa mwishoni mwa wiki na Naibu Katibu Mkuu, Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Balozi Rajabu Gamaha, wakati Mkutano Baraza Kuu la 66 la Umoja wa Mataifa ulipopokea na kujadili taarifa za mwaka za utendaji kazi wa Mahakama za Kimataifa ya Mauaji ya Kimbari Rwanda (ICTR) na Mauaji ya halaki ya iliyokuwa Yugoslavia ya Zamani (ICTY).

Mwaka jana Baraza Kuu la Usalama la Umoja wa Mataifa, lilipitisha azimio namba 1966 la kuanzisha Mfumo wa Kimataifa wa kushugulikia umalizaji wa mashauri ya masalia ( International Residual Mechanism) ikihusisha pia uhifadhi wa nyaraka na kumbukumbu muhimu za mahakama hizo mbili.

Kupitia Azimio hilo, Arusha-Tanzania ambayo imekuwa Makao Makuu ya ICTR ndiyo inatakayoendelea na jukumu hilo na The Hague , Uholanzi itakuwa tawi la ICTY

Naibu Katibu Mkuu Balozi Rajabu Gamaha, akaeleza kwamba kutokana na jumuia hiyo kuendelea kuiamini Tanzania kubeba jukumu hilo. Tanzania imejiandaa na iko tayari kutekeleza wajibu huo.

“Kwa niaba ya serikali ya Jamhuri ya Muungano wa Tanzania na watu wake, ninatoa shukrani za dhati kwa jumuia ya kimataifa kwa kuiamini Tanzania kwa mara nyingine, kwamba tunastahili kulibeba jukumu hili, tumejiandaa na tuko tayari.” Akasema Balozi Gamaha.

Akaeleza kuwa Serikali ya Tanzania imekuwa ikifuatilia kwa karibu azimio lililopitisha kuanzishwa kwa mfumo huo, mfumo utakaohakikisha kwamba haki inatendeka na hukumu zinatolewa kwa watuhumiwa waliobaki.

Akasisitiza kwamba, serikali kama ilivyotoa ushirikiano kwa mahakama ya ICTR, itatoa ushirikiano wote wa kiutawala na kiutendaji kwa Mfumo huo unaotarajiwa kuanza kazi zake Julai mosi mwaka 2012.

Akizungumzia kipindi cha mpito kuelekea kumaliza kazi kwa mahakama hiyo na kuanza kazi kwa Mfumo. Naibu Katibu Mkuu ameelezea masikitiko ya Tanzania kuhusu suala zima la uondokaji wa wataalamu wenye uzoefu na ambao wameitumikia mahakama hiyo kwa muda mrefu.

Balozi Rajabu Gamaha, amesema uamuzi wa wafanyakazi wenye ujuzi wakiwa wamesheheni kumbukumbu na historia ya mahakama hiyo kuondoka kwenda kutafuta kazi sehemu nyingine siyo tu kutaathiri kipindi hiki cha mpito bali kutapoteza hazina na kumbukumbu walizonazo watumishi hao.

Akatumia fursa hiyo kuuomba Umoja wa Mataifa na jumuia ya kimtaifa kuendelea kutoa ushirikiano kwa mahakama hiyo ikiwa ni pamoja na kutafuta njia muafaka na kuendelea kuwa na watumishi wazoefu kuelekea kipindi cha mpito.

Mahakama ya Kimataifa ya Mauaji ya Kimbari ya Rwanda inatakiwa kukamilisha kazi zake si zaidi ya Desemba 31, 2014

Awali akiwasilisha taarifa yake, Rais wa Mahakama ya Rwanda Jaji Khalida Rachid Khan, ameelezea baadhi ya changamoto zinazoikabili mahakama hiyo katika kipindi hiki cha mpito kuwa ni pamoja na kuondoka kwa wafanyakazi wanaokwenda kutafuta kazi za kudumu.

“ pamoja na mafanikio mengi yakiwamo ya kukamilisha baadhi ya kesi zikiwamo utoaji wa hukumu za kihistoria kwa watuhumiwa kadhaa katika kipindi hiki cha mwaka mmoja. Tuna tatizo kubwa la wafanyakazi kuondoka.”

Na kufafanua kwamba wafanyakazi hao wanaondoka kwenda kutafuta kazi za kudumu na zenye maslahi mazuri kwa kutambua kwamba mahakama hiyo inamaliza muda wake na hivyo kutokuwa na uhakika wa hatima yao ya baadaye.

Akaeleza changamoto nyingine kuwa ni ile ya kushindwa kuwafikishwa mbele ya mkondo wa sheria watuhumiwa tisa wa mauaji ya kimbari.

Miongoni mwa watuhumiwa hao, wapo watatu wanaosadikiwa kuwa ni watuhumiwa muhimu ambao wametajwa kuwa ni Felicien Kabuga, Protais Mpiranya na Augustin Bizimana.

Akatumia fursa hiyo kuzitaka nchi za Maziwa Makuu kutoa ushirikiano wa kuwakamata na kuwafikisha mahakamani watuhumiwa ambao wanasadikiwa kuwa katika nchi hizo.

Baadhi ya wazungumzaji wengine waliozungumza wakati mkutano huo, akiwamo Mwakililishi wa Jumuia ya Ulaya, wamesema watatoa ushirikiano wa karibu kwa Mfumo wa wa kimataifa wa kushughulikia umalizaji wa mashauri ya masalia ya mahakama ya Rwanda (ICTR) huku wakitoa msisitizo wa Nchi za Maziwa Mkuu kuwakamata wahutumiwa waliobakia.

Hon. Bernard Membe (MP), Minister for Foreign Affairs and International Cooperation will this  evening be the chief guest in the Angola National Day to be held at Kilimanjaro Kempinski Hotel,  commemorating  its independence from Portugal in 1975.

Angola is situated in Africa’s south central part, bordered by Congo to the north, by Namibia to the south, by Zambia to the east, and by the Atlantic Ocean to the west. Luanda is the country’s capital and largest city.

Angola is endowed with rich natural resources such as diamonds, oil, gold, and copper. Diamonds and oil make up around 60 percent of Angola’s economy.

The population of Angola, which is around 18.5 million, is multi-ethnic. It is composed of Ovimbundu (37 percent), Ambundu (25 percent), Bakongo (13 percent), and the rest are other ethnic groups.

The official language of the country is Portuguese, owing largely to Portugal’s presence in the country for nearly 400 years.

Makamu wa Pili wa Rais wa Zanzibar Balozi Seif Ali Iddi ameihakikishia Japan kwamba misaada inayotowa kwa Tanzania na Zanzibar kwa jumla itaendelea kutekelezwa kama ilivyopangwa.

Balozi Seif ametoa kauli hiyo hapo Ofisini kwake Vuga wakati wa Mazungumzo yake na Balozi Mpya wa Japan Nchini Tanzania Bwana Masaki Okada.

Alisema Misaada ya Nchi hiyo ukiwemo ule mkubwa wa Maji Safi ndani ya Mkoa wa Mjini Magharibi utawawezesha Wananachi na hata Wawekezaji kutumia huduma hiyo kwa ufanisi.

Balozi Seif alimueleza Balozi Masaki kwamba Japan bado ina nafasi kubwa ya kusaidia Maendeleo ya Kilimo, Maji na hata Mafunzo katika Fani tofauti.

Hatua hii itaziwezesha pande hizo mbili kuendeleza kushirikiana katika ile dhana na uhusiano wa muda mrefu uliopo kati ya Zanzibar na Japan.

“ Japan imepiga hatua kubwa ya Kitaalamu katika sekta za Kilimo na Taaluma ya Teknolojia ya Kisasa. Hivyo Taaluma hiyo inaweza kusaidia Nchi nyingi hasa za Bara l;a Afrika ambazo zinategemea zaidi Kilimo ”. Alisisitiza Balozi Seif.

Akizungumzia Uwekezaji Makamu wa Pili wa Rais wa Zanzibar Balozi Seif Ali Iddi alisema Zanziba inahitaji Wawekezaji Kutoka Nchini Japan katika kuimarisha uchumi wake.

Alisema ni vyema kwa Makampuni na Taasisi za Uwekezaji Nchini Japan zikaangalia uwezekano wa kufungua Miradi yao Zanzibar hasa katika Sekta ya Utalii ambayo hivi sasa ina wawekezaji wengi zaidi kutoka Nchi za Bara la Ulaya.

Kuhusu suala la Usafiri wa Baharini Balozi Seif aliiomba Japan kuangalia uwezekano wa kusaidia mpango wa SMZ wa Upatikanaji wa Meli kwa ajili usafirishaji Wananchi kati ya Visiwa vya Unguja na Pemba.

Balozi Seif alisema Zanzibar inahitaji Meli mpya kwa ajili ya kutoa huduma za uhakika zitakazoondoa hofu za wananchi ambao kwa sasa wanategemea usafiri wa Boti.

“ Zanzibar inahitaji kuwa na Meli Mpya hivi sasa kwa vile zile zilizonunuwa katika miaka ya 70 zimeshapitwa na wakati ingawa moja ya M.V Mapinduzi tayari imeshauzwa kutokana na uchakavu wake ”. Alifafanua Balozi Seif.

Naye Balozi wa Japan Nchini Tanzania Bwana Masaki Okada alielezea matumaini yake kwamba Makampuni mengi na hata Taaasisi za Huduma Nchini mwake zimeonyesha nia ya kuwekeza Hapa Zanzibar kwa vile Tanzania ni Miongoni mwa Nchi zilizopewa kipaumbele na Japan katika kushajiisha miradi ya Maendeleo.

Balozi Masaki alisema Japani inaiangalia Zanzibar kama mahala pazuri kwa uwekezaji na ni kituo muhimu zaidi kwa Biashara katika Ukanda wa Afrika Mashariki.

Bwana Masaki alimuhakikishia Makamu wa Pili wa Rais wa Zanzibar Balozi Seif kwamba ombi la Zanzibar la upatikanaji wa Usafiri wa Baharini ataliwasilisha kwa Waziri wa Fedha wa Nchi hiyo kwa ajili ya ufumbuzi unaostahiki .

New Ambassadors present copies of their creditials

The New French Ambassador to Tanzania, H.E. Marcel Escure presents copies of the Credentials to the Minister for Foreign Affairs and International Cooperation, Hon. Bernard K. Membe (MP) at the Ministry's Headquarter.

The newly appointed French Ambassador to Tanzania, H.E. Marcel Escure, has applauded Tanzania for the initiative to participate in the 'Operation Democracy' in Comoro that rescued the Anjouan Island from separation to the Union of Comoros. 

Speaking to the Minister for Foreign Affairs and International Cooperation, Hon. Bernard K. Membe (MP), shortly after presenting copies of credentials, the French Ambassador said Tanzania's role in the then Comoro and Madagascar political crisis was timely and helped normalize the political turmoil in the two countries.

Ambassador Escure also hailed Tanzania and France bilateral ties that existed from time in memorial, saying his major role would now be to cement further cooperation to a greater height.

On his part, Hon. Membe thanked the French Ambassador for the French intervention in the 'Operation Democracy' in Comoro, saying that France was one of the key partners in a success story of restoring the Anjouan Island from breaking off from the Union of the Comoros.

Ambassador Escure was born on October 6, 1963 and holds Bachelor of Arts degree.  He started his diplomatic career in 1988 as a second and first secretary at the French Embassy in Lima, before raising to the ranks of the deputy chief of protocol and later head of the Francophone Division in the French Ministry of Foreign Affairs and European Affairs.

The New Swiss Ambasador to Tanzania, H.E. Olivier Chave, presents copies of the Credentials to the Minister for Foreign Affairs and International Cooperation, Hon. Bernard K. Membe (MP) at the Ministry's Headquarter.
Hon. Membe also received copies of Credintials from the Newly appointed Swiss Ambassador to Tanzania, H.E. Olivier Chave.
 
For his part, H.E. Chave said his country will continue to foster the bilateral relations that exist with Tanzania for many years.
 Ambassador Chave was born in 1957 and hold a Master's Degree in political science from the University of Lausanne.
