TANZANIA’S ECONOMIC DEVELOPMENT PLANS IN TUNE WITH BOTH GLOBAL AGENDA 2030 AND AFRICA’ DEVELOPMENT FRAMEWORK 2063.

Tanzania’s Second Development Plan soon to be tabled in parliament is in tune with both a global development Agenda 2030 and Africa’s 2063 development agenda aimed at lifting millions of Tanzanians out of poverty by adopting the frameworks for qualitative transition towards a new transformative and people-centered development trajectory that combines economic, social and environmental aspects.

The Deputy Minister for Finance Dr. Ashatu Kijaji said this during a press briefing responding to the question on how Tanzania was going to implement the two complementary development strategies in an integrated and coherent approach to achieve an accelerated, inclusive and sustainable economic growth.

“ Tanzania’s Second development plan to be tabled soon focuses on national industrialization for development of people, hence emphasis on small and medium scale industries that would concentrate on processing raw commodities to add value and fetch lucrative prices in the regional and global market generally”, she said.

The Deputy Minister said Tanzania’s Economy was among few the best performing in the continent whereby between 2015 and 2016 the growth was 7.3 Percent and that most parts of the country are well connected with good roads with an exceptional of few areas.

On the Question of reliable energy that  is vital for industrialization Dr.Kijaji said the implementation of Kinyerezi I and Kinyerezi II power projects would ensure reliable power supply that would enable small scale, medium and large scale industries to produce efficiently creating significant employment opportunities to Tanzanians.

 Dr.Kijaji said the Second National Development plan also aims at formalizing informal sector that currently employ majority of Tanzanians the move that would also enable the government to expand tax base, improve GDP and increase the government’s ability to provide quality social services including education and health in tune with both agenda 2030 and 2063.

On war against Corruption which is one of the major hindrance to development initiatives not only in Tanzania but Africa in general, the Deputy Minister said the current Tanzanian government under President Dr. John Magufuli is waging a serious war against corruption and those abuse public offices restoring public’s hope that they would have a better life.

Commenting on some multi-national Companies operating unethically in African countries, corrupting public officials and collude to steal millions of dollars from poor countries, the Minister said among the resolutions reached at the end of their conference was to build local capacity to audit and monitor the conducts of these companies to ensure that Africa gets its fare share in various joint economic undertakings. 

In their Resolution at the end of their wee long conference that was also coined as “African Development Week,”

African Ministers for Finance and Planning called upon the United Nations to continue its support for Africa’s transformative agenda by aligning itself with, and supporting the priorities of the African Union, in particular Africa’s aspirations for a continental free trade agreement, regional integration and trade, industrialization and the related goals of Agenda 2063, including the programme for Infrastructure Development in Africa, the Comprehensive Africa Agriculture Development Program, the Science, Technology and innovation Strategy for Africa and the Action plan  for Accelerated Industrial Development in Africa.

The Weeklong conference availed African Finance and Planning ministers with an opportunity to dscuss issues of harmonization ,synergy, monitoring and evaluation of  Agenda 2063 and Agenda 2030 to ensure Africa was moving forward with one development framework so as not to subject policy makers in various African countries to multiple development frameworks.

During the Conference a number of reports were launched including “The Economic Report on Africa, which this year has a theme of Green Industrialization,” an issue very pertinent to the continent.

PRESIDENT MAGUFULI’S FIRST WORKING VISIT

H.E Dr. John Pombe Joseph Magufuli, President of the United Republic of Tanzania will pay his first working visit to the Republic of Rwanda on the 6-7th of April 2016, following an invitation from President Paul Kagame.

            During the visit, President Magufuli and his host President Kagame are expected to preside over the grand opening of the Rusumo International Bridge and One Stop Border Post (OSBP), which are significant facilities developed under the auspices of the East African Community.

The said infrastructure located on the Tanzania-Rwanda border, is vital in not only accelerating cross border interaction between the two countries, but also enhance linkage between the land locked countries of Eastern and Central Africa and the Indian Ocean.

After the inaugural ceremony, the two leaders will proceed to Kigali where they will hold bilateral talks and together lay a wreath at the Kigali Genocide Memorial, commemorating the 1994 Rwanda Genocide. 

As his first foreign visit since assuming office in October 2015, this visit signifies the importance Tanzania attaches in strengthening relations with its neighbors.

As the current chairman of the East African Community, President Magufuli’s first foreign visit to the region also portrays his commitment to deepening the integration process and strengthening relations between EAC member states.

Economic Commission for Africa Ministerial Conference takes place in Addis Ababa

The Deputy Executive Secretary for Economic Commission for Africa(ECA), Mr.Abdallah Hamdok welcomes  Tanzania’s Deputy Minister for Finance and planning Dr. Ashatu Kijaji at ECA headquarters in Addis Ababa Ethiopia this evening for a briefing session prior to the commencement of ECA Conference of African Ministers of Finance, Planning and Economic Development due to take place tomorrow(4th April 2016)

The Deputy Minister who arrived in Ethiopian capital Addis Ababa this morning is expected to chair the opening session of the conference  with the theme” Towards an Integrated and Coherent Approach to Implementation, Monitoring and Evaluation of Agenda 2063 and the Sustainable Development Goals  DGs”.

The Ministers’ conference was preceded by a two days ninth Joint Annual Meetings of the African Union Specialized Technical Committee on Finance , Monetary Affairs, Economic planning and Integration.

The United Nations Under Secretary-General and Executive Secretary of the United Nations Economic Commission for Africa (UNECA) Dr. Carlos Lopes said this during the opening session of the 4^th General Assembly of the forum for Former African Heads of State and Government (Africa Forum) held at UNECA Conference Centre in Addis Ababa today.

The two days General Assembly of the Forum for Former Heads of State and Governmen(2-3April 2016) has been sponsored by The United Nations Economic Commission for Africa UNECA.

“African countries need to undertake economic structural transformation geared towards industrialization,” adding that recent growth of economies in most African countries was a result of increase export of raw commodities to industrialized countries.

Dr. Lopes said that manufacturing in most African countries has been going down significantly in the past decade despite doubling of GDP in the same countries as a result of increase of export of raw commodities and that there has been an increase in internal consumption of imports.

The UNECA Executive Secretary outlined some challenges the continent is facing towards industrialization including patenting and protection by the industrialized countries of their intellectual property rights in commodity production, complex trade regimes in global market, inadequate technology and stiff competition.

Dr.Lopes, however, said the there is a great hope for Africa to industrialize by embarking upon the production and proper utilization of renewable energies to process raw commodities(Agro processing) in various countries creating job opportunities to most young people in Africa.  

He further said that countries should formulate sound economic policies aimed at encouraging the population to consume what is produced locally to boost local industries and that commodity based industrialization is capable of creating between five to seven million jobs annually in Africa reducing tremendously youth unemployment in the continent.

Dr. Lopes said that proper and appropriate technology should be adopted in various African countries to curb low productivity and boost storage capacity to prevent post harvest loses which is a common feature in most African countries that subsequently trigger food insecurity in the advent of bad weather.

In her remarks during the same occasion, The Chairperson of the African Union Commission Dr.Nkosazana Dlamini Zuma emphasized the need for African countries to take a seriously a move to review their academic curricula so as to equip the young generation with relevant skills to fit into modern production processes adding that emphasis should be placed on science subjects and vocational training.

Dr.Zuma reiterated the need for African countries to speed up the process of integration through the promotion of intra-African trade and tourism and simplify procedure on cross border movements so that young people could travel freely in the continent in search for jobs other economic ventures.

The AUC Chairperson further emphasized the need for African countries to mobilize domestic resources to fund various local development projects and reduce donor dependence and that the focus should be placed on building infrastructures including roads and railways to connect African countries and boost intra African trade and labor movements.  

The 4^th General Assembly of Former Heads of State and Governments will among other things exchange views on the Economic partnership Agreement, and the issue of illicitly financial flows and their development impact, as well as Africa’s development Agenda 2063.

Former Heads of State attending the Africa Forum include Tanzania’s former Presidents Ali Hassan Mwinyi and Benjamin William Mkapa, Malawi’s former President Bakili Muluzi, Namibia’s former President Hifikepunye Lucas Pohamba, Nigeria’s former President General Jackob Gowon, South Africa’s Thabo Mbeki and Mozambique’s former president Joaquim Alberto Chissano who is  also the chair of the forum.

The Africa Forum Constitutes an informal network of former African Heads of State and Government and other African Leaders designed to support the implementation of the broad objectives of the African Union(AU) and its initiative, the New Partnership for Africa’s Development(NEPAD), at the national, Sub regional  and Regional levels. With the specific functions of advocacy and think tanking, the Arica Forum will help to harness the experience, moral authority and good offices of  former African Heads of State and Government and African Leaders  with the view to assisting the advancement of Africa’s Social and Economic Development.
