VACANCY ANNOUNCEMENT

The Ministry of Foreign Affairs and East African Cooperation has received vacancy announcement from the Southern Africa Development Community Secretariat (SADC) inviting qualified Tanzanians to apply for the post of Secretary to the SADC Administrative Tribunal (SADCAT) to its Tribunal. Interested Tanzanians are required to present their application letters to the Permanent Secretary President's Office-Public Services Management before 17 June 2016.

The Southern Africa Development Community Secretariat (SADC) is seeking to recruit highly motivated and experienced professionals who are citizens of Member States of the SADC to fill the position of Secretary to the SADC Administrative Tribunal (SADCAT) to its Tribunal.
Position: Secretary to the SADC Administrative Tribunal (SADCAT) - Job Grade 2
Reporting to the President of SADCAT the incumbent will have the following specific duties and responsibilities:
i. Maintain and manage the work of the SADCAT;
ii. Analyze cases and appeals brought before the SADCAT and prov   ide written technical advice where requested by the President for their consideration at proceedings before the SADCAT;
iii. Provide assistance and guidance to the SADCAT on procedural issues;
iv. Function as custodian of all legal records and documentation pertaining to the work of the SADCAT;
v. Publish annual Reports containing summarized information on the number and nature of cases heard before the SADCAT;
vi. Transmit dossiers and other documentation to Judges relating to cases referred to them;
vii. Receive applications instituting proceedings submitted to the SADCAT and related documentation of the case;
viii. Receive responses to applications and transmit them to Staff members;
ix. Ensure all applications are properly filed in accordance with the Rules of Procedure of SADCAT;
x. Make all notifications required in connection with cases before the SADCAT;
xi. Prepare a dossier for each case recording all actions taken in connection with the case; the dates thereof, and the dates on which any document or notification forming part of the procedure are received in or dispatched from the Secretary's office;
xii. Prepare documents recording the outcome of the SADCAT’s proceedings. Attend hearings and meetings of SADCAT as may be instructed by the President;
xiii. Prepare and keep the minutes of these hearings and meetings as may be instructed by the President;
xiv. Perform the functions entrusted to the Secretary by the Rules; and
xv. Carry out any other tasks assigned by the President.
Position Requirements
Qualifications
The incumbent should be a national of SADC and have a Masters Degree in Law or equivalent qualification with specialization in Administrative Law.
Experience
The incumbent must have at least a minimum of 10 years litigation experience in the public, sector or in private practice and experience in Administrative law and mediation skills.
Other relevant skills required
General knowledge of law, in-depth knowledge of international law and constitutional law; Legal analytical skills; Problem solving skills; Negotiation skills; Legislative drafting skills; Research, policy analysis and development; Organizational skills; Communication and networking; Advocacy and management; Computer literacy; Management experience and excellent interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment;
Language requirement
Proficiency in one of the SADC official working languages (English, Portuguese, French). Knowledge of other more than one official working languages would be an added advantage.
Age requirement
Candidates must preferably be between 30 and 50 years old.
Tenure of appointment
The appointment will be made on a fixed term contract for a period of four (4) years, renewable once for an equal period subject to satisfactory performance.

PRESS RELEASE
RE: POSITION OF LEGAL ADVISER (DIRECTOR) AT THE ORGANISATION FOR THE PROHIBITION OF CHEMICAL WEAPONS (OPCW)

The Ministry of Foreign Affairs and East African Cooperation through its Embassy in the Netherlands has received a notification from the Organization for the Prohibition of Chemical Weapons (OPCW) stating that the position of Legal Adviser (Director) will be vacant in August 2016.

The Legal Adviser will be responsible for the provision of legal advise to the Director General of OPCW, the Technical Secretariat, the policy making organs and States Parties to the Convention.

The Ministry encourages qualified Tanzanians to apply. Closing date for application is on Tuesday 30th May, 2016.

Augustine Mahiga kwenye mkutano wa Baraza la Wafanyakazi uliofanyika leo Jijini Dar es Salaam katika Ukumbi wa Kimataifa wa Mikutano wa Julius Nyerere.
Mhe. Waziri Mahiga akiwahutubia watumishi wa Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki wakati wa ufunguzi wa Mkutano wa Baraza la Wafanyakazi wa Wizara. Katika hotuba yake aliwaasa watumishi kuwa waadilifu, kufanya kazi kwa bidii kwa lengo la kuhakikisha shughuli za kidiplomasia zinafanyika kwa tija ikiwa ni pamoja na kuhakikisha Sera ya Mambo ya Nje inatekelezwa na  kuifanya Tanzania kuendelea kupaa katika medani za kimataifa.
Balozi Ramadhan Muombwa Mwinyi akitoa taarifa ya utangulizi ya mkutano kwa Mhe. Waziri, Viongozi wa TUGHE-Taifa pamoja na wafanyakazi waliohudhuria Mkutano huo hawapo pichani. Pia alitumia fursa hiyo  kumkaribisha Mhe. Waziri ili aweze kufanya ufunguzi wa Mkutano ambapo tukio hilo liliambatana na utoaji wa zawadi za wafanyakazi bora wa Wizara ya Mambo ya Nje na Ushirikiano wa Afrika Mashariki.

Mkutano wa Kimataifa kujadili Utawala wa Sheria kufanyika nchini
Mkutano wa Kimataifa kujadili masuala ya Utawala wa Sheria kama chachu ya Maendeleo Endelevu unatarajiwa kufanyika katika Hoteli ya Hyatt Regency Jijini Dar es Salaam tarehe 1 na 2 Juni, 2016.
Mkutano huo ambao utafanyika katika ngazi ya Mawaziri kutoka nchi mbalimbali za Afrika utafunguliwa na Waziri wa Katiba na Sheria, Mhe. Dkt. Harison Mwakyembe (Mb.) na kuhudhuriwa na Mawaziri kutoka nchi za Afrika, Maafisa Waandamizi wa Serikali na Wakuu wa Taasisi mbalimbali za Kimataifa.
Mkutano huo unaolenga kuweka sera, mikakati thabiti, pamoja na kubadilishana uzoefu, weledi na ujuzi miongoni mwa washiriki ili kuwawezesha kutekeleza malengo mapya ya dunia chini ya dira mpya ya Umoja wa Mataifa ya Maendeleo ya Dunia ijulikanayo kama “Agenda ya Maendeleo Endelevu ya Mwaka 2030” yenye jumla ya Malengo 17. Malengo hayo yanarithi Malengo ya Milenia yaliyomaliza muda wake mwaka 2015.
Ikumbukwe kuwa, mwezi Septemba 2015 Jumuiya ya Kimataifa ilifikia makubaliano ya kihistoria kwa kupitisha Agenda mpya ya Maendeleo Endelevu wakati wa Mkutano Maalum wa Umoja wa Mataifa uliofanyika Mjini New York, Marekani. Katika mkutano huo, Wakuu wa Nchi Wanachama wa Umoja wa Mataifa walikubaliana kuwa na Dira Mpya ya Maendeleo ya Dunia ikilenga katika kutokomeza umaskini; kulinda mazingira; kupambana na mabadiliko ya tabianchi na kushirikisha makundi yote kwenye jamii katika masuala ya maendeleo.
Mkutano huo wa siku mbili umeandaliwa na Taasisi ya Kimataifa ya Maendeleo ya Sheria (International Development Law Organisation-IDLO) yenye Makao yake makuu mjini Roma, Italia kwa kushirikiana na Serikali ya Jamhuri ya Muungano wa Tanzania. Mkutano huo unatarajiwa kuhudhuriwa na washiriki takriban 70 kutoka ndani na nje ya Tanzania na umejikita zaidi kwenye lengo Namba 16 linalohimiza haki, amani na jamii shirikishi.

Waziri Mahiga apokea msaada wa magari ya kubebea wagonjwa kutoka Korea Kusini

Waziri wa Mambo ya nje Ushirikano wa Afrika Mashariki Dkt. Augustine Mahiga (aliye shikilia funguo za gari), akipokea Ufunguo wa Magari ya Wagonjwa kutoka kwa Balozi wa Korea Kusini nchini, Mhe. Song Geum Young  yaliyotolewa Serikali ya nchi yake. Waziri Mahiga alitumia nafasi hiyo Kuishukuru na kuipongeza Serikali ya Korea Kusini kwa msaada huo ambo utatumika kwenye Hospitali ya Taifa ya Muhimbili na Hospitali ya Rufaa ya Bugando Mwanza.  Tanzania na Korea Kusini zina mahusiano mazuri, ambapo Korea Kusini inaendelea kuisaidia Tanzania kwenye sekta mbalimbali zikiwemo afya,miundombinu, elimu na uchumi.
Waziri Mahiga akijaribisha moja ya magari aliyokabidhiwa na Serikali ya Korea Kusini kupitia Balozi Young kushoto.
