Foreign Minister Bernard Membe elected Chair of CMAG

Hon. Bernard K. Membe (MP), Minister for Foreign Affairs and International Co-operatin humbly accepting his appointment as a new Chairperson for the Commonwealth Ministerial Action Group (CMAG), a meeting that was held today at the Bandaranaike Memorial International Conference Hall (BMICH) in Colombo, Sri Lanka.

Foreign Minister Bernard Membe elected Chair of CMAG

Tanzania Foreign Minister Bernard K. Membe (MP) was unanimously elected Chairperson of the Commonwealth Ministerial Action Group on the Harare Principles (CMAG) in Colombo, Sri Lanka today.

“We appoint you as our new Chairperson because of your strong institutional knowledge and active mind,” said Hon. Samura M. W. Kamara, Sierra Leone Minister for Foreign Affairs and International Cooperation.  He said that the decision to elect Tanzania was easy, hoping that Tanzania will continue to spearhead CMAG’s values during the tenure. 

The eight group members of CMAG comprised of Commonwealth countries of Cyprus, India, Sri Lanka, Solomon Islands, Pakistan, Guyana, New Zealand and Sierra Leone expressed their confidence with Tanzania Foreign Minister Membe for his experience and wisdom.  Tanzania sums up the total nine group members of CMAG.

The Commonwealth Ministerial Action Group also elected Hon. Murray McCully, Foreign Minister of New Zealand as a Vice-Chair.

Speaking as a new CMAG Chair, Hon. Membe said that he appreciated tremendously the unanimous support received from fellow members.  “I am truly humbled by your decision to elect me as your new Chair.  I assure you of my unwavering commitment in protecting the core groundwork that CMAG stands for,” said Minister Membe.

The Ministers also jointly agreed the removal of Maldives from CMAG’s formal agenda, after receiving an update from the Commonwealth observers that the Presidential elections held this week in that country were declared credible and peaceful. Earlier this week CMAG had agreed to table Maldives on the Group’s formal agenda pending free and fair presidential elections in the country.

In a joint statement issued after their meeting, the Ministers congratulated the people of Maldives for showing their firm commitment to democracy, and for exercising their franchise in record numbers.  “We welcomed the successful conclusion of the presidential election and noted the interim statement of the Commonwealth Observer Group, which stated that the election had been ‘credible and peaceful’, noted the CMAG statement. 

Commenting on Sri Lanka as host of the Commonwealth Heads of Government Meeting, Minister Membe congratulated the country for their hospitality and commitment in restoring normalcy.  “You have demonstrated good leadership and endurance despite the turbulences you had faced in the past,” said Minister Membe.

On his part, Sri Lankan External Affairs Minister Prof. G.L. Peiris said that hosting CHOGM had enabled foreign representatives to witness his country emerging from the shadow of war conflicts.  “This is a true characteristic of our Sri Lankans for their resilience and ability to bounce back,” said Prof. Peiris.

Minister Membe has been in Sri Lanka for the past three days participating in the Foreign Ministers side-meetings as a preparatory meeting of the Commonwealth Heads of Government Meetings (CHOGM).  President Kikwete led the Tanzania delegation and participated in the Heads of State meetings from 15-17 November here in Sri Lanka.

Tanzania inang’ara na kupanda chati kama eneo bora kiuwekezaji,  kufuatia kujijengea heshima iliyoletwa  na ziara ya Rais wa China Xi Jinping na Barack Obama wa Marekani,  ambao ni viongozi wanaoheshimika kote  duniani .

Haya yalisemwa nchini Sri Lanka kwenye jukwaa la masuala ya biashara la Nchi Wanachama wa  Jumuiya ya Madola  (CBF). Jumuiya hiyo inaundwa na yaliyokuwa makoloni ya Uingereza.

Kadhalika jukwaa hilo lilithibitishiwa kuwa imekuwa rahisi kwa  Tanzania kutambulika kama taifa shindani kiuwekezaji linaloweza kuchuana na majirani zake na mataifa mengine  ya Afrika.

Waziri wa Viwanda na Biashara Dk. Abdallah Kigoda,  alitoa maelezo hayo wakati akizungumza na wajumbe wa jukwaa hilo na kuongeza kuwa faida iliyopatikana kwenye  miradi ya uwekezaji inayoendeshwa na kampuni za ndani na za kigeni imebakizwa nchini kwa ajili  ya kuendeleza uzalishaji.

Hata hivyo, si Waziri Kigoda wala Waziri wa Viwanda na Biashara wa Zanzibar Mwinyikai, alitaja kiasi cha faida hiyo iliyopatikana na kubakizwa nchini kwa ajili ya uwekezaji zaidi.

Aliwaambia wajumbe kuwa serikali inatekeleza mpango wa matokeo makubwa sasa  pia inajizatiti kuimarisha maeneo ya taasisi za fedha, teknolojia ya habari na mawasiliano  na maboresho ya kituo cha taifa cha uwekezaji (TIC)  kukifanya kuwa na uwezo kwa kutoa huduma na mahitaji yote ya wawekezaji.

Sri Lanka pamoja na Tanzania zinaangalia uwezekano wa kuwa na ushirikiano kwenye kuboresha miundombinu na uendeshaji wa bandari ya Dar es Salaam.

Hatua hiyo inakuja wakati Sri Lanka inajenga bandari ya kisasa iitwayo ‘Colombo port city’ ambayo baadhi ya wadau wanaikosoa kuwa itakuwa tishio kwa bandari nyingi ikiwamo   Singapore ambayo ni bandari  huru na kubwa duniani iliyoko kwenye bahari ya Hindi, ikiunganisha mataifa ya Mashariki na Magharibi .

Akizungumza kwenye jukwaa hilo  Mkurugenzi Mtendaji wa TIC  Juliet Kairuki, alisema Tanzania ina uwezekano mkubwa wa kupata wawekezaji zaidi baada ya kuthibitika kuwa ni taifa lisilo na migogoro ya kisiasa.

Alitoa mfano kuwa TIC imepokea maombi ya uwekezaji kwenye nishati ya  joto la asili la ardhini (geothermal) kutoka kampuni ya Marekani wenye thamani ya Dola  milioni 28 (sawa na Sh. bilioni 45.5).

The 2013 CHOGM officially kicks off

The Sri Lankan President Mahinda Rajapaksa officially inaugurated the 2013 Commonwealth Heads of Government Meeting (CHOGM) this morning, an event that was widely attended by world dignitaries that included Tanzania President Jakaya Mrisho Kikwete.  

The event was held at the Nelum Pokuna Mahinda Rajapaksa Theatre in Colombo City, under the main theme of "Growth with Equity; Inclusive Development." 

In response to the foreign media questions about world leaders attendance, the Sri Lankan President said that he welcomed the international community to ascertain the ground situation and that his country has nothing to hide from the international community.  

"The country is on the right path to development, after putting an end to continuous brutal killings and bomb blasts by terrorists," said President Rajapaksa during the pre-CHOGM press conference held yesterday November 14 at the Bandaranaike Memorial International Conference Hall in Colombo City. 

The Sri Lankan President further explained that his Government will not hesitate to take any action against anybody who violates human rights. "My country is committed to uphold Commonwealth values of democracy, rule of law and good governance in the shared vision of bringing better opportunities for people around the world," said President Rajapaksa.   

He further noted the need for his Government to address other challenges such as the role of civil society in development, public-private partnership for wealth creation and enhancing the participation of youth in development and international trade. 

Meanwhile, other dignitaries from cross paths of the world have arrived in numbers since yesterday November 14, to the latter of  Presidents of Rwanda, South Africa and Cyprus, Vice Presidents from Malawi and Nigerian, Prime Ministers from New Zealand, Pakistan and Malaysia, as well as Prince Charles of the Wales who is here on behalf of his mother, Queen Elizabeth II.  Prince Charles is accompanied by wife Lady Camilla Parker Bowles, the Duchess of Cornwall.

Tanzania delegation, led by President Kikwete has participated in the Commonwealth Leaders’ meeting, the Business Forum, the Youth Forum and the two roundtable discussions with topic of opportunities available in Tanzania and how public and private sectors can collaborate to strengthen economic cooperation.

On the same margin of CHOGM week, the Public Administration and Home Affairs Ministry of Sri Lanka has put a request towards its citizens to hoist the National Flag of their country, in commemoration of the Commonwealth summit and the third anniversary of the second term of their President.  The said notice also requests the commemoration to begin November 14 to 19, 2013 when CHOGM ends.
