SADC Summit kicks off in Maputo, Mozambique (June 15, 2013)

Southern African leaders gathered last Saturday, June 15, 2013 to try to draw up a road map for elections in Zimbabwe.
The summit of the 15-nation Southern African Development Community (SADC) in the Mozambican capital comes two days after Zimbabwe President Robert Mugabe declared July 31 as election day, a date immediately rejected by Prime Minister Morgan Tsvangirai, his partner in a coalition and his main political rival.
Mugabe argued that he is simply following an order from the Constitutional Court to hold the election by the end of July, but Tsvangirai says it is too soon to allow the reforms of the media and security forces required for a free and fair vote.
Regional leaders must decide whether Mugabe was acting on his own when he declared the election date, thereby breaking an agreement brokered by SADC after violent and disputed elections in 2008.
The deal five years ago gave birth to a fractious unity government that nevertheless managed to stabilize the economy after nearly a decade of decline and hyperinflation.
The SADC summit discussed finance for the Zimbabwe elections, which are expected to cost the cash-strapped country $132 million, and the number of regional election observers.
Further, the SADC leaders also discussed developments in Madagascar, which slid into turmoil after disc jockey-turned-politician Andry Rajoelina seized power from Marc Ravalomanana with military support.

A Congratulatory message on the National Day of Sweden




H.E. Jakaya Mrisho Kikwete, President of the United Republic of Tanzania has sent a congratulatory message to H.E. Fredrik Reinfelt, Prime Minister of the Kingdom of Sweden on the occasion of the National Day of Sweden on 6th June, 2013.

H.E. Jakaya Mrisho Kikwete, President of the United Republic of Tanzania is in Singapore on a 3-days official tour, where Hon. Bernard K. Membe (MP), Minister of Foreign Affairs and International Co-operation and Hon. Prof. Anna Tibaijuka (MP), Minister for Lands, Housing and Human Settlements Development, Hon. Dr. Abdallah Kigoda (MP), Minister for Trade and Industry and Ambassador Mbelwa Kairuki, Director of the Department of Asia and Australasia and H.E. Ambassador John William Kijazi, High Commissioner of the United Republic of Tanzania to Singapore and Ambassador of Tanzania to India were also among the delegates during the meeting held at Swisshotel in Singapore earlier today.  Singapore trip is expected to strengthen partnership with Tanzania and score various business and investment opportunities in areas such as energy, real estate, tourism, business and trade, agriculture and infrastructure developments.   (video courtesy of Issa Michuzi)

TANZANIA YAWEKA HISTORIA YATIA SAHIHI MKATABA WA BIASHARA YA SILAHA‏


Naibu Mwakilishi wa Kudumu wa Jamhuri ya Muungano wa Tanzania katika Umoja wa Mataifa,  Balozi Ramadhan M. Mwinyi akitia sahihi  kwa niaba ya Serikali,Mkataba wa Kimataifa wa Kudhibiti Biashara ya Silaha ( ATT)  Tanzania  ilikuwa kati ya nchi 67 za kwanza ambazo zimetia sahihi katika siku ya kwanza ya uzinduzi wa tukio hilo la kihistoria. Baada ya  Mkataba  kutiwa  sahihi  nchi zaidi ya 50 kama sheria zinavyotaka  utaanza kufanya kazi rasmi baada ya siku 90. Mkataba  huu ambazo umechukua zaidi ya miaka sita hadi kupatikana unalenga katika pamoja na mambo mengine kusimamia na kuratibu biashara ya silaha zikiwamo mizinga ya kivita, magari ya deraya,  ndege za kivita, helkopta za mashambulizi, meli za kivita na silaha ndogo na nyepesi. vile vile mkataba unalenga kudhibiti silaha zisiangukie mikononi mwa   makundi ya kihalifu yakiwamo ya  kigaidi.

Jamhuri ya Muungano wa Tanzania imekuwa miongozi mwa nchi za kwanza kutia sahihi Mkataba wa Kimataifa wa  Kudhibiti Biashara ya Silaha Duniani ( ATT)
Utiaji sahihi  wa tukio hilo la kihistoria  umeziduliwa jana jumatatu ( Juni 3) hapa Makao  Makuu ya Umoja wa Mataifa. Ukishuhudiwa na  viongozi  mbalimbali  akiwamo Katibu Mkuu wa Umoja wa Mataifa, Ban Ki Moon.

Katika  tukio hilo Jamhuri ya Muungano wa Tanzania iliwakilishwa na  Balozi Ramadhan M. Mwinyi, Naibu Muwakilishi wa Kudumu wa Tanzania katika Umoja wa Mataifa.

Utiaji  sahihi  wa mkataba huo  unafanyika ikiwa ni takribani miezi miwili kupita tangu Baraza Kuu la Umoja wa Mataifa  lilipoupitisha kwa  kuupigia kura 154 za ndiyo na hivyo kuhitimisha majadiliano  ya uundwaji wa  mkataba yaliyodumu kwa takribani miaka sita.

Kutiwa sahihi kwa  Mkataba huo sasa kunafungua  fursa ya  kuanza kufanya kazi rasmi baada ya siku 90, kwa sababu  zilikuwa zikihitajika  sahihi    50 ili upate  baraka ya kuanza rasmi. Lakini idadi hiyo imepitiliza katika siku ya kwanza ya utiaji wa sahihi na kufikia nchi 67.

Dhumuni  kuu la  mkataba  pamoja na mambo mengine ni kusimamia na kuratibu biashara ya silaha za aina mbalimbali zikiwamo, mizinga ya kivita, magari ya deraya,  ndege za kivita, helkopta za mashambulizi, meli za kivita, makombora pamoja na silaha ndogo ndogo na nyepesi.

Aidha Mkataba pamoja  masuala mengineyo hautaingilia uhuru wa nchi  kununua silaha kwa matumizi yake  ya ndani na haki ya kujilinda na kulinda mipaka yake, vilevile mkataba hauzui nchi kufanya biashara ya kusafiri aina yoyote ya silaha ilimradi inazingatia sheria na taratibu zilizomo ndani ya  mkataba ikiwa ni pamoja na taratibu ambazo nchi yenyewe imejiwekea.

Matumaini ya Jumuiya ya Kimataifa ni kwamba utekelezaji wa  mkataba na kama utaekelezea ipasavyo utasaidia sana  kudhibiti silaha zisiangukie mikononi mwa makundi mbalimbali ya kihalifu yakiwamo ya kigaidi.

Akizungumza mara baada ya kutia sahihi,  Balozi Ramadhan Mwinyi aliungana na wasemaji wengine katika  kukaribisha hatua hiyo muhimu.  Huku akieleza kwamba  kwa Tanzania kutia sahihi ni uthibitisho wa utayari wake  wa kuutekeleza kwa  kuzingatia masharti na matakwa yanayoendeana na mkataba huo.

Akasema   Tanzania imekuwa miongoni mwa nchi za mwanzo kutia sahihi mkataba huo  kwa kuwa  ilikuwa moja kati ya nchi zilizodhamini Azimio la Kuanzishwa kwa  Mkataba  na pia ilishiriki kikamilifu katika majadiliano yote yaliyozaa mkataba huo.

Balozi Mwinyi akaeleza pia kuwa kufanya kazi kwa  Mkataba  huo kutachangia katika amani ya Kimataifa, amani na  usalama wa Kikanda na pia utachangia sana katika kupunguza   madhara yatokanayo na biashara haramu na holela ya silaha lakini pia  utasaidia katika kukuza na kuimarisha uhusiano mzuri miongoni mwa  nchi wanachama.

Katika  hatua nyingine Muwakilishi huyo wa Tanzania amesisitiza haja na umuhimu wa  uwepo wa fursa sawa  kati ya  wasafirishaji wa silaha na waagizaji wa silaha  na kwamba Mkataba huo usidhibiti au kuzuia biashara ya silaha ambayo ni halali na kwamba mkataba haupashwi kuingilia au kwa namna yoyote  ile au   kuadhiri uhuru na haki ya nchi kujilinda na kulinda watu wake.

Tanzania pia imekaribisha misaada ya kiufundi katika maandalizi ya utekelezaji wa mkataba huo hasa  kwa nchi zinazoendelea.

Nchi  hizo 67 ambazo zimetia sahihi ni   , Albania, Antigua and Barbuda, Argentina, Australia, Austria,  Bahamas, Belgium, Belize, Benin, Brazil,  Burkina  Faso, Burundi, Chile, Costa Rica,  Cote D’ Ivoire, Croatia, Cyprus, Czech Republic , Denmark, Djibout,  na  Dominica Republic.

Nyingine ni  Estonia, Finland, France, Germany, Greece, Grenada, Guyana, Hungary, Iceland, Italy, Jamaica,  Japan, Latvia, Liechtenstein,  Lithuania, Luxembourg, Mali, Malta, Mauritania, Mexico na  Montenegro.

Mataifa mengine ni Mozambique, Netherlands, New Zealand, Norway, Palau, Panama,  Portugal,  Republic of Korea,  Romania, Saint Lucia,  Saint Vincent and the  Grenadines,  Senegal, Seychelles,  Slovenia, Spain, Suriname, Sweden, Switzerland, Togo,  Trinidad and Tobago, Tuvalu, United Kingdom of Great Britain and Northern  Ireland,  United Republic of Tanzania na Uruguay.

Bunge lapitisha Bajeti ya Wizara ya Mambo ya Nje
