Matukio mbalimbali ya Uchaguzi Mkuu nchini Angola

Mhe. Bernard K. Membe (MB), Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa akihojiwa na mwandishi wa habari wa RFI kuhusu Uchaguzi Mkuu wa Wabunge na Rais unaofanyika leo nchini Angola.  Waziri Membe ni Mwenyekiti wa Asasi ya Siasa, Ulinzi na Usalama ya SADC.



Mhe. Rais Dos Santos na Kiongozi wa MPLA akiwasili katika Kituo cha Kupigia kura mjini Luanda leo. Wananchi wa Angola leo wanafanya uchaguzi Mkuu wa pili tangu kumalizika kwa vita vya wenyewe kwa wenyewe.  Uchaguzi Mkuu huo wa Wabunge na Rais unahusisha vyama vya siasa, vikiwemo Chama tawala cha MPLA na Chama kuku cha upinzani cha UNITA.

Mhe. Rais Dos Santos akielekea kupiga kura yake kwenye sanduku la kupigia kura. Hadi sasa zoezi la upigaji kura limefanyika kwa amani na utulivu na watu wengi wamejitokeza kupiga kura katika jiji la Luanda na viunga vyake.

ANGOLA WAFANYA UCHAGUZI MKUU LEO


Mhe. Bernard K. Membe (MB), Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa nchini Tanzania, ambaye pia ni Mwenyekiti wa Asasi ya Siasa, Ulinzi na Usalama ya SADC, akiongea na wadau wakati zoezi la upigaji kura likiendelea jijini Luanda, nchini Angola.


Mhe. Waziri Membe akitembelea moja ya vituo vya kupigia kura nchini Angola.



ANGOLA WAFANYA UCHAGUZI MKUU LEO

Wananchi wa Angola leo wanafanya uchaguzi Mkuu wa pili tangu kumalizika kwa vita vya wenyewe kwa wenyewe.  Uchaguzi Mkuu huo wa Wabunge na Rais unahusisha vyama vya siasa.  Vyama vikubwa vya siasa ni chama tawala MPLA na chama kuku cha upinzani UNITA.

Tanzania inaangoza timu ya waangalizi wa uchaguzi wa SADC chini ya uenyekiti wa Mhe Bernard K. Membe, Mwenyekiti wa Asasi ya Siasa, Ulinzi na Usalama ya SADC, Timu ya SADC inahusisha waangalizi 110 wa Uchaguzi kutoka nchi za SADC wakiweko 13 kutoka Tanzania.

Hadi sasa zoezi la upigaji kura limefanyika kwa amani na utulivu na watu wengi wamejitokeza kupiga kura katika jiji la Luanda na viunga vyake.

Zoezi la upigaji kura bado linaendelea.

Makamu wa Rais wa Jamhuri ya Muungano wa Tanzania, Dkt. Mohammed Gharib Bilal ameelezea masikitiko yake kuwa hadi kufikia wakati huu, Umoja wa Mataifa umeshindwa kutimiza lengo lake la msingi la kuhakikisha kuwa dunia inakuwa na amani ya kudumu.

Dkt. Bilal alisema maneno hayo wakati anahutubia Mkutano wa Wakuu wa Nchi na Serikali wa Nchi Zisizofungamana na Upande Wowote (NAM) uliofanyika Tehran, Iran tarehe 30 Agosti 2012.

Makamu wa Rais alibainisha kuwa sababu ya Umoja wa Mataifa kushindwa kutimiza lengo hilo ni kutokana na ukosefu wa utashi wa kisiasa miongoni mwa nchi wanachama wa kufanya kazi kwa pamoja hususan, katika Baraza la Usalama.

Aliendelea kueleza kuwa sababu za kushinikiza kufanya mabadiliko katika Umoja wa Mataifa zinatokana na Umoja huo kushindwa kutimiza majukumu yake ya msingi. Alisisitiza kuwa endapo kutafanyika mabadiliko, Umoja wa Mataifa utakuwa ni chombo chenye demokrasia, uwazi na uwiano mzuri wa uwakilishi, hivyo utakuwa na uwezo wa kutekeleza na kutimiza majukumu yake ya msingi.

Ili kutimiza lengo hilo, Dkt. Bilal alihimiza mabadiliko katika Umoja wa Mataifa kwa hoja kuwa yataboresha uwezo wa Umoja huo katika kukabiliana na changmoto nyingi  zinazojitokeza duniani, hususan migogoro ambayo inasababisha vifo vya watu wengi, uharibifu wa mali nyingi na kuchelewesha mipango ya maendeleo ya sehemu hizo kila siku.

Aliendelea kueleza kuwa Bara la Afrika limekuwa muhanga wa muda mrefu wa migogoro na vita na  kubainisha kuwa Umoja wa Afrika na Jumuiya nyingine za kikanda zinafanya kila jitihada za kukabiliana na tatizo hilo.

Makamu wa Rais aliwaeleza Wakuu wa Nchi na Serikali wa NAM kuwa nchi yake, Jamhuri ya Muungano wa Tanzania ni nchi ya amani lakini inaonja athari za migogoro inayoikumba nchi jirani. Alitaja athari hizo kuwa ni pamoja na kuhifadhi maelfu ya wakimbizi kwa muda mrefu na kutapakaa kwa silaha ndogo ndogo na nyepesi. Alifafanua kuwa ingawa idadi ya kwa sasa wakimbizi wanaohifadhiwa Tanzania imepungua lakini tatizo la uharamia na wahamiaji haramu ambalo ni matokeo ya migogoro linaongezeka.

Kutokana na Tanzania kuathirika na migogoro ya nchi jirani, imekuwa mstari wa mbele kushiriki kikamilifu katika harakati za kutafuta amani duniani ikiwa ni pamoja na: juhudi za kidiplomasia, usuluhishi na pia kutoa wanajeshi wa kulinda amani katika nchi mbalimbali duniani pamoja na misaada mingine.

Dkt. Bilal aliwahakikishia viongozi wa NAM kuwa Tanzania ipo tayari kushirikiana na nchi nyingine kuifanya dunia kuwa mahali salama pa kuishi na yenye kuheshimu utu wa mtu bila kujali rangi wala dini yake.

Kwa kuzingatia hayo, Tanzania imekuwa mstari wa mbele kutetea watu wanaokandamizwa kabla na baada ya uhuru. Alielezea namna Tanzania ilivyotumia nguvu na mali zake kwa kuongoza harakati za ukombozi duniani hususan, katika nchi za kusini mwa Afrika kuung’oa ukoloni na ubaguzi wa rangi.

Aidha, alisisitiza kuwa Tanzania itaendelea kuwa msemaji wa nchi zinazokandamizwa kudhalilishwa na kutawaliwa kimabavu. Kwa msingi huo, aliweka wazi msimamo wa Tanzania kuhusu Mamlaka ya Palestina kwamba ipewe haki yake ya kujiamulia mambo yake yenyewe.

TAARIFA KWA VYOMBO VYA HABARI

Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Dkt. Jakaya Mrisho Kikwete ametuma Salamu za Rambirambi kwa Familia ya aliyepata kuwa Mkuu wa Wilaya ya Mbarali, Mama Hawa Ngulume kufuatia taarifa za kifo chake kilichotokea katika Hospitali ya Jeshi Lugalo, Jijini Dar es Salaam alikokuwa amelazwa kwa matibabu akisumbuliwa na ugonjwa wa Saratani.  Mama Hawa Ngulume amefariki leo tarehe 30 Agosti, 2012.

Katika Salamu zake hizo, Rais Kikwete amesema Marehemu Hawa Ngulume, enzi za uhai wake, alikuwa kiongozi shupavu aliyesimamia maamuzi yake katika majukumu muhimu ya kitaifa kwa lengo la kuwaletea  wananchi maendeleo katika sehemu zote alizotumikia akiwa Mtumishi wa Umma, na baadaye alipopewa wadhifa wa Mkuu wa Wilaya alioutumikia katika Wilaya za Singida Mjini katika Mkoa wa Singida, Kinondoni Mkoani Dar es Salaam na mara ya mwisho katika Wilaya ya Mbarali, Mkoani Mbeya.

“Nilimfahamu Marehemu, enzi za uhai wake, kama Kiongozi Mwanamke shupavu aliyesimamia kikamilifu maamuzi yake, na hivyo kuthibitisha ukweli kwamba wanawake wakipewa fursa wanaweza”, amesema Rais Kikwete katika kuomboleza kifo chake.

“Kutokana na msiba huo mkubwa, natuma Salamu za Rambirambi kutoka dhati ya moyo wangu kwa Familia ya Marehemu, Mama Hawa Ngulume kwa kuondokewa na Mhimili muhimu na Kiongozi wa Familia.  Natambua machungu mliyo nayo hivi sasa kwa kumpoteza Mama wa Familia, lakini nawahakikishia kuwa niko pamoja nanyi katika kuomboleza msiba huu mkubwa”, ameongeza kusema Rais Kikwete katika Salamu zake.

Rais Kikwete amewataka wanafamilia ya Marehemu wawe na moyo wa uvumilivu na ujasiri wakati huu wanapoomboleza msiba wa mpendwa wao kwani yote ni Mapenzi yake Mola.  Amesema anamuomba Mwenyezi Mungu, Mwingi wa Rehema aipokee na kuilaza mahala pema peponi Roho ya Marehemu Mama Hawa Ngulume, Amina.

Kikao cha Mawaziri wa NAM


Ujumbe wa Tanzania unaoshiriki kwenye Mkutano wa Nchi Zisizofungamana na Upande Wowote (NAM) wakiwa katika picha ya pamoja mbele ya Ukumbi wa Mkutano huo nchini Iran.  Pichani ni Balozi Celestine Mushy (katikati), Mkurugenzi wa Idara ya Ushirikiano wa Kimataifa iliyopo Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Bw. Kikao cha Mawaziri wa Mambo ya Nje wa Nchi Zisizofungamana na Upande Wowote (NAM) kilianza nchini Iran siku ya Jumanne tarehe 28 Agosti, 2012 kwa kupitia na kuridhia nyaraka zilizoandaliwa na Wataalam katika kikao chao cha tarehe 26 na 27 Agosti, 2012.

Nyaraka hizo zimebainisha mapendekezo mbalimbali ambayo yatawasilishwa kwa  Wakuu wa Nchi na Serikali katika mkutano wao utakaofanyika tarehe 30 na 31 Agosti, 2012, ili kotoa  mwongozo kwa nchi wanachama kwa ajili ya utekelezaji. Masuala yaliyojadiliwa katika nyaraka hizo ni kuhusu hali ya kisiasa, uchumi na kijamii duniani.

Baada ya Mawaziri kupitia na kuridhia nyaraka hiyo, walipewa fursa ya kuchangia kaulimbiu ya mkutano huo ambayo inahusu mfumo wa utawala wa amani duniani (Lasting Peace through Joint Global Governance).

Takribani, Mawaziri wote waliopata nafasi ya kuchangia walisisitiza umuhimu wa nchi za NAM kushirikiana katika kutekeleza mapendekezo yaliyokubaliwa pamoja na kutafuta mbinu za kukabiliana na changamoto ambazo zinazojitokeza duniani. Walizibainisha changamoto hizo kuwa ni pamoja na uvunjifu wa amani, maamuzi ya kibabe, migogoro ya kiuchumi, kuenea kwa silaha za maangamizi na mapigano ya kutumia silaha. Changamoto nyingine ni ugaidi, uharamia, mabadiliko ya tabianchi, biashara ya madawa ya kulevya na kitendawili cha kufanya mabadiliko katika Umoja wa Mataifa hususan, Baraza la Usalama.

Kuhusu hali ya kisiasa duniani, hususan katika Mamlaka ya Palestina, Mawaziri walisisitiza umuhimu wa nchi hiyo kupewa haki ya kuunda Taifa huru kwa kuzingatia mipaka ya kabla ya mwaka 1967. Aidha, waliitaka Israel kuyaachia maeneo yote ya Palestina inayoyakalia kwa mabavu pamoja na kuwaruhusu Wapalestina wanaoishi uhamishoni kurejea katika nchi yao.

Sanjari na hilo, Mawaziri walieleza kuwa mzozo unaoendelea nchini Syria utatuliwe na Wasyria wenyewe bila kuingiliwa kwa namna yoyote iwe kijeshi kutoka nje.    

Aidha, Mawaziri walitoa wito wa kuharakisha mchakato wa kufanya mabadiliko kwenye Baraza la Usalama la Umoja wa Mataifa ikiwa ni pamoja na kuongeza  idadi ya  wanachama wa kudumu katika Baraza hilo kwa kuzingatia jiografia ya dunia. Hivyo, walionyesha athari zinazotokana na kuchelewa kulifanyia mabadiliko Baraza hilo, ni nchi zinazoendelea kushindwa kufikia malengo yake. Baadhi ya nchi zilishangazwa na vitendo vya nchi zinazojiita watetezi wa amani duniani, kumbe kwa mlango wa nyuma nchi hizo zinapiga ngoma ya kuchochea vita.

Kuhusu masuala ya kijamii, ilisisitizwa umuhimu wa kutambua na kuheshimu tamaduni za nchi mbalimbali. Kwa mfano nchi nyingi zilitahadharisha kuwa Jumuiya ya Kimataifa izingatie tofauti za tamaduni duniani inapoyafanyia kazi masuala ya haki za binadamu. Ilielezwa kuwa haki za binadamu zisitumike kama kisingizio cha kupandikiza tamaduni za kigeni katika nchi nyingine.

Aidha, ilisisitizwa kuwa ili kubadili hali ya mambo duniani hivi sasa, NAM sharti ibuni utaratibu wake wa kutatua mizozo, kubadilishana habari na taarifa za kitelejensia pamoja na kuunda chama cha wafanyabiashara na soko la hisa.   

Aidha, Mawaziri walipinga tabia iliyojijenga wakati huu ya nchi chache zenye nguvu kufanya maamuzi kwa niaba ya nchi nyingine. Kukabiliana na hali hiyo, ilisisitizwa umuhimu wa kuwa na uwiano mzuri wa uwakilishi katika taasisi za kimataifa zinazofanya maamuzi kama vile Baraza la Usalama la Umoja wa Mataifa na Taasisi za Fedha.

IHL’s One-Day Seminar

IHL’s One-Day Seminar

“Tanzania stands ready to fully implement the International Humanitarian Law and I believe we have an important role in charting the way forward,” says Hon. Angela Kairuki (MP), Deputy Minister of Justice and Constitutional Affairs, as she launches a one-day Seminar on the National Committee on International Humanitarian Law (IHL) held today at Coral Beach Hotel in Dar es Salaam.
“It is now time for Tanzania to seriously ponder and reflect on the need of establishing such a National Committee at a national level,” said Hon. Kairuki.
The one day seminar, which was hosted by the Ministry of Foreign Affairs and International Co-operation in collaboration with International Committee of the Red Cross (ICRC) and the Tanzania Red Cross Society (TRCS), aimed to assist the Government bodies which are responsible to implement IHL through national legislation for its promotion and ratification in the country.  
Tanzania has already demonstrated that commitment to this ideal by signing up of the Geneva Conventions and their additional protocols, along with other treaties which limit methods and means of warfare and provide protection for people during conflicts.
“Like other countries in the world, Tanzania is duty bound to fulfill her treaty obligations under the IHL, such as the Penal Code and the Law of the Child Act to mention few,” said Hon. Kairuki, urging the participants in seminar “to share experiences, identify gaps for both policy and legal review in order to keep our system in line with the new changes which occur from day to day.” 
“The seminar demonstrates the Tanzania Government’s commitment to ensure that IHL is known and implemented in Tanzania,” commented Mr. Christoph Luedi, Head of the ICRC’s Regional Delegation in Nairobi, Kenya, on the press release issued earlier today by the International Committee of the Red Cross (ICRC).  In attendance were officials from the office of Public Service Management, Prime Minister’s Office, Ministry of Defence and National Service, Ministry of Home Affairs, Ministry of Justice and Constitutional Affairs, Ministry of Information, Youth, Culture and Development, Ministry of Health and Social Welfare and to name few. 
Making a presentation on the overview of implementation of IHL Treaties in Tanzania on behalf of Ambassador Irene Kasyanju, the Head of the Legal Affairs at the Ministry of Foreign Affairs and International Cooperation, Mr. Richard Maridadi reminded the Government Stakeholders to reflect back on the previous meetings held last year, including this seminar and coordinate with each other to find a common ground solutions to move this matter forward in realizing the implementation process for the IHL.
“As the Coordinator for the implementation of IHL Treaties within Government Institutions, we call upon fellow Stakeholders to find immediate remedies to charter forward the IHL implementation process,” said Mr. Maridadi.

Tanzania: Government Oficials discuss implementation of International Humanitarian Law

Dar es Salaam (ICRC) – Tanzanian government officials are to attend a seminar on the national implementation of international humanitarian law in Dar es Salaam. The Tanzanian ministry of foreign affairs and international cooperation will host 20 officials on 29 August 2012 at the Coral Beach Hotel, with organisation in the hands of the International Committee of the Red Cross (ICRC) and the Tanzania Red Cross Society (TRCS).

"The seminar demonstrates the Tanzanian government’s commitment to ensure that IHL is known and implemented in Tanzania," explained Christoph Luedi, head of the ICRC’s regional delegation in Nairobi. “The ICRC welcomes this sign of commitment on the part of the Tanzanian authorities.”

The seminar will provide guidance to government bodies such as the Public Service Management and Prime Minister’s offices and the Ministries of Defence and National Service, Home Affairs, Justice and Constitutional Affairs, Information, Youth, Culture and Sports, Education and Vocational Training, Community Development, Gender and Children, Health and Social Welfare, Social Justice, and Communication, Science and Technology, which are responsible for implementing IHL in the country. Topics will include ratifying, implementing and promoting IHL treaties and the impact of IHL in today's world. It will be opened by Tanzanian deputy minister of justice and constitutional affairs, Hon. Angela Kairuki (MP). Christoph Luedi and the TRCS vice chairperson, Ms Zainabu Gama will officiate the occasion.

For some time now, the ICRC has been supporting Tanzania’s efforts to promote and implement IHL through national legislation. International humanitarian law aims to limit the effects of armed conflict on humanitarian grounds, and Tanzania has already demonstrated its commitment to this ideal by signing up to the Geneva Conventions and their additional protocols, along with other treaties that regulate weapons of war and provide protection for people during conflicts.

Rais wa Jamhuri ya Muungano wa Tanzania na Amiri Jeshi Mkuu wa Majeshi ya Ulinzi na Usalama, Mheshimiwa Jakaya Mrisho Kikwete ametuma salamu za rambirambi kwa Mkuu wa Majeshi ya Ulinzi nchini, Jenerali Davis Mwamunyange kuomboleza vifo vya askari wawili wa Jeshi la Wananchi wa Tanzania (TPDF) waliokuwa wanalinda amani katika eneo la Darfur, Sudan, vilivyotokea mwishoni mwa wiki iliyopita.
Katika salamu zake hizo, Mheshimiwa Rais Kikwete amemwambia Jenerali Mwamunyange: “Nimepokea kwa mshtuko na huzuni kubwa taarifa za vifo vya vijana wetu watatu wa Jeshi la Wananchi wa Tanzania (TPDF) ambao walikuwa wanalinda amani katika Darfur, Sudan ambavyo nimejulishwa kuwa vilitokea Jumapili iliyopita.”
Ameongeza Rais Kikwete: “Vifo vya vijana wetu hawa vinasikitisha zaidi kwa kuzingatia kuwa wamepoteza maisha yao katika utumishi muhimu sana wa nchi yetu na katika kulinda amani ya Bara letu la Afrika. Tutaendelea kuwakumbuka kwa utumishi uliotukuka na mchango wao kwa nchi yetu na kwa Bara letu la Afrika.”
Amesema Mheshimiwa Rais Kikwete: “Kufuatia vifo hivyo, nakutumia wewe, Mkuu wa Majeshi ya Ulinzi nchini, Jenerali Davis Mwamunyange salamu za rambirambi. Aidha, kupitia kwako, naomba uniwasilishie pole zangu nyingi kwa familia za vijana wetu ukiwajulisha kuwa moyo wangu uko nao wakati wa kipindi hiki kigumu cha kuwapoteza wapendwa wao. Naungana nao kumwomba Mwenyezi Mungu, Mwingi wa Rehema, aziweke pema peponi roho za marehemu.”
Rais Kikwete pia amemtaka Jenerali Mwamunyange kuwafikishia salamu za pole Makamanda na askari wote wa Tanzania wanaolinda amani katika Darfur.
Askari hao wawili ambao ni sehemu ya wanajeshi 850 wa Tanzania wanaolinda amani katika Darfur na mwenzao mmoja ambaye hajulikani alipo mpaka sasa walipoteza maisha yao katika ajali ya gari lao kusombwa na maji wakati wakivuka mto katika Kijiji cha Hamada, eneo la Manawasha, Darfur.

Mkutano wa NAM waanza nchini Iran

Mkutano wa Wakuu wa Nchi na Serikari wa Nchi Zisizofungama na Upande Wowote (NAM) umeanza jijini Tehran, Jamhuri ya Kiislam ya Iran siku ya Jumapili, tarehe 26 Agosti 2012. Mkutano huo utakaoisha tarehe 31 Agosti 2012 umeanza na kikao cha wa Wataalam ambacho kitafuatiwa na Mkutano wa Mawaziri tarehe 28 na 29 Agosti 2012 na kisha ule wa Wakuu wa Nchi na Serikali tarehe 30 na 31 Agosti 2012.

Katika Mkutano wa Wataalam, Ujumbe wa Tanzania unajumuisha Balozi Celestine Mushy, Mkurugenzi wa Idara ya Ushirikiano wa Kimataifa, Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Dkt Justin Seruhere, Kaimu Mwakilishi wa Kudumu wa Tanzania Umoja wa Mataifa, New York, pamoja na maafisa wengine kutoka Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa.

Mheshimiwa Dkt. Mohammed Gharib Bilal, Makamu wa Rais wa Jamhuri ya Muungano wa Tanzania, atamwakilisha Mhe. Rais Jakaya Mrisho Kikwete kwenye Mkutano wa Wakuu wa Nchi na Serikali.

Wakati wa ufunguzi wa kikao cha wataalam, Waziri wa Mambo ya Nje wa Iran, Dkt. Ali Akbar Salehi alieleza kuwa nchi yake ambayo imechukuwa Uenyekiti wa NAM kutoka kwa Jamhuri ya Kiarabu ya Misri katika kipindi cha miaka mitatu ijayo, itajitahidi kuhakikisha kuwa Umoja huo unaendelea kuimarika katika kutekeleza malengo yake ya msingi. Waziri huyo aliendelea kueleza kuwa kufanyika kwa Mkutano huo ni ishara ya wazi kuwa NAM ina dhamira ya dhati ya kuuenzi umoja huo na kuufanya kuwa chombo madhubuti cha  kutetea na kulinda maslahi ya wanachama wake.

Mhe. Salehi alifafanua baadhi ya masuala ambayo NAM imekuwa ikiyapa umuhimu mkubwa tangu kuundwa kwake mwaka 1961 na yanayotakiwa kundelea kupewa kipaumbele ni pamoja na: kutambua na kuheshimu tofauti za tamaduni duniani na kupinga jitihada zozote za kupandikiza tamaduni za kigeni zisizokubalika katika nchi nyingine.

Hivyo, alibainisha kuwa NAM inafanya juhudi kubwa kufanya majadiliano miongoni mwa jamii, tamaduni na dini tofauti kwa lengo la kukuza na kuimarisha ushirikiano, amani na kuondoa ubaguzi.

Waziri huyo alibainisha kwamba nchi zote duniani zinauona Umoja wa Mataifa kuwa ni Taasisi kubwa ulimwenguni ambayo iliundwa kutokana na athari za Vita Kuu vya pili vya dunia. Hivyo, wanachama wa NAM hawaungi mkono masuala yote ambayo yanatokea duniani yenye dhamira ya ukandamizaji kama vile dhuluma, ubaguzi, matumizi mabaya ya madaraka, ubabe, aina zote za ukoloni pamoja na mizozo inayohusisha matumizi ya silaha.

Aidha, Mhe. Salehi katika hotuba yake aligusia masuala ambayo yanajiri hivi sasa duniani, hususan Mashariki ya Kati na Kaskazini mwa Afrika. Alisisitiza umuhimu wa kusikiliza ujumbe unaotolewa na watu wa maeneo hayo ambao wanapigania uhuru, haki na utu. Alisema kuwa mafunzo yanayopatikana kutokana na vitendo hivyo ni kwamba hakuna utawala ambao unaweza kupuuza matakwa na malengo halali ya watu wake. Hivyo, njia pekee ya kuepukana na masuala hayo ni tawala za kiimla zikubali kufanya majadiliano, kuheshimu haki za msingi za binadamu na kutimiza mahitaji ya msingi ya watu wao.

Kuhusu mradi wa nyuklia wa Iran, Waziri Salehi alisema kuwa mpango huo ni wa amani na hauna lengo la kutengeneza silaha za nyuklia. Alisisitiza kuwa Iran ipo tayari wakati wowote kushirikiana na upande wowote katika masuala yanayohusu masuala ya nyuklia na ambayo hayakiuki haki na wajibu wa nchi. Alisisitiza msimamo wa nchi yake kwamba haitafuti mzozo wowote au kitu chochote kile zaidi ya haki zake za kimsingi ambazo haziwezi kuzuiliwa na mtu yoyote.

Membe: no quick fix to border crisis in Lake Nyasa

Tanzanian Foreign Minister Bernard Membe on Saturday ruled out any "quick fix" in negotiations over a border dispute with Malawi.
"It's not a rush to negotiated settlement. There is no quick fix to negotiated settlement," Membe told a bilateral ministerial meeting on the dispute over Lake Malawi, where Lilongwe has awarded an oil exploration license to a British firm.
"It is a long way with corners, sometimes with sharp corners, but we must negotiate through and we negotiate because we want a solution," he said. "This is a serious business that requires serious minds."
Technical experts from the two countries wrapped up five days of talks on Friday over a long-ignored dispute that has assumed new importance with the prospect of oil revenues in the region.
The experts presented their recommendations to the ministers but a final decision rests with the countries' two presidents.
"Each side has a serious case. If you think that the other side has no serious case, that is self-deception," Membe said.
Surestream of Britain has won the right to explore for oil in northeastern waters near Tanzania, a largely undeveloped swath of Lake Malawi.
Malawi claims ownership of the entire lake under an 1890 agreement -- whose validity is disputed by Tanzania.
Membe said: "Neighbours must endure, neighbours must always remain neighbours, and we are here because of differences in positions."
He said whatever the outcome of the negotiations, "the basis must be scientific for generations to come."
Membe's Malawian counterpart Ephraim Mganda Chiume, for his part, advocated a "quick solution" on the 50-year-old dispute.
"This issue has been going on for too long. ... It has brought tension among our people and the feeling is that we should resolve it for our people to continue to co-exist in peace."
He appealed for "amicable discussions and hopefully we should come up with a long-lasting and amicable solution."
