1    This Invitation for Tenders follows the General Procurement Notice (GPN) for this Project on 24thSeptember, 2021. 

 

2    The Government of the United Republic of Tanzania has set aside funds for the operation of the Ministry of Foreign Affairs and East African Cooperation during the financial year 2021/2022. It is intended that part of the proceeds of the fund will be used to cover eligible payment under the contract for ProposedConstruction of Chancery and investment building for the Tanzania Embassy in Kinshasa, DRC.

 

3    The Ministry of Foreign Affairs and East African Cooperation now invites sealed Tenders from eligible contractors registered in NCA CLASS I (NCA1) CLASS I (ONECATEGORY for carrying out of the Proposed Construction of Chancery and Investment Building for the Tanzania Embassy in Kinshasa, DRC.

 

4    Tendering will be conducted through INTERNATIONAL COMPETITIVE TENDERING as specified in the Public Procurement Regulations, Government Notice No.446 of 2013 and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

 

5    Interested eligible Tenderers may obtain further information and inspect the Tendering Documents from Tanzania Electronic Procurement System (TANePS). www.taneps.go.tz

 

6    All Tenders must be accompanied by Tender security of 2% of the tender value in the format provided in the Tender documents unless stated in the Tender Data sheet. The tender Security in the original form shall be submitted to the Director of Procurement Management Unit, Ministry of Foreign Affairs and East African Cooperation, Office, 6th Floor PSSSF House Makole Street Dodoma City, Tanzania before the deadline indicated  on para 7 below.

 

7    All Tenders must be submitted in the proper format, at or before on 10th March, 2022.Tenders will be promptly thereafter opened upon the presence of Bidder’s Representative who wish to attend TANeps on or before 13:00 Hours EAT Thursday hours on the 10th March, 2022Tenders will be opened promptly thereafter in public and in the presence of Tenderers’ Representatives who choose to attend.

 

8    Late Tenders, not submitted online through TANePs and Tenders not opened electronically through on the Tender opening day and time shall not be accepted for evaluation irrespective of the circumstances.

4    Tendering will be conducted through NATIONAL COMPETITIVE TENDERING as specified in the Public Procurement Regulations, Government Notice No.446 of 2013 and is open to all Tenderers as defined in the Regulations unless otherwise stated in the Tender Data Sheet.

 

5    Interested eligible Tenderers may obtain further information and inspect the Tendering Documents from Tanzania Electronic Procurement System (TANePS). www.taneps.go.tz

 

6    All Tenders must be accompanied by Tender security of a ‘’minimum of 2 percent,’’of the bid price or an equivalent amount in a freely convertible currency in the form of Unconditional Bank Guarantee as provided in the Tendering documents

Balozi Mbega Awasilisha Hati za Utambulisho, India

Balozi wa Tanzania nchini India, Mhe. Anisa K. Mbega amewasilisha Hati za Utambulisho kwa Rais wa India, Mhe. Ram Nath Kovind , Ikulu (Rashtrapati Bhavan), mjini New Delhi leo tarehe 16 Februari 2022. Baada ya kuwasilisha Hati hizo, Balozi Anisa Mbega alifanya mazungumzo na Mhe. Rais Kovind. 


Wakati wa mazungumzo hayo pamoja na mambo mengine, Balozi Anisa Mbega aliishurukuru Serikali ya India kwa misaada mbambali wanayoipatia Tanzania hususan, mikopo ya masharti nafuu katika sekta ya maji pamoja na misaada mbalimbali kama vile madawa na vifaa tiba pamoja na nafasi za mafunzo ya muda mfupi na mrefu kwa watanzania. Aidha, alimpa Mhe. Rais Kovind salamu za Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Samia Suhuhu Hassan ambapo Mhe. Rais Kovind alishukuru kwa salamu hizo.


Vilevile, Mhe. Balozi Anisa Mbega aliahidi kuwa Tanzania itaendelea kudumisha uhusiano uliopo wa muda mrefu katika nyanja mbalimbali ikiwemo biashara, uwekezaji, utalii na pia kufungua milango ya ushirikiano katika maeneo mengine. 


Rais Kovind alisifu uhusiano mzuri uliopo kati ya Tanzania na India na akasisitiza kuwa India itaendelea kushirikiana na Tanzania kwenye nyanja mbalimbali. Aidha, alimuhakikishia Balozi Anisa Mbega kuwa Serikali ya India ipo tayari kutoa ushirikiano ili aweze kutekeleza majukumu yake kwa wepesi na ufanisi kwa maslahi ya wananchi wa pande zote.

Waziri wa Mambo ya Nje wa UAE atembelea Banda la Tanzania, Dubai

Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa wa Umoja wa Falme za Kiarabu (UAE), Sheikh Abdullah bin Zayed tarehe 13 februari 2022 ametembelea Banda la Tanzania kwenye Maonesho ya Expo 2020 Dubai na kupokelewa na Balozi wa Tanzania nchini humo, Mhe. Mohamed Abdullah Mtonga ambaye pia ni Kamishna Jenerali wa Banda la Tanzania kwenye Maonesho ya Expo 2020 Dubai. 

Baada ya kuwasili kwenye banda hilo na kutembezwa, Mhe. Zayed aliipongeza Tanzania kwa kuandaa Banda lenye mvuto na linaloonyesha vivutio vya utalii pamoja na fursa zilizopo katika sekta mbalimbali kama za utalii, nishati, uchukuzi na madini. 

Kwa upande wake, Mhe. Balozi alimshukuru Mgeni wake kwa kuchagua kutembelea banda la Tanzania ikiwa ni moja ya nchi 192 zinazoshiriki maonesho hayo. Aidha, aliishukuru Serikali ya UAE kwa kuandaa vizuri Maonesho makubwa ya Expo 2020 Dubai, licha ya uwepo wa changamoto ya kuenea kwa ugonjwa wa COVID -19. 

Ushiriki wa Tanzania unatarajiwa kuwa na matokeo chanya na kuongeza idadi ya Watalii watakaoitembelea Tanzania, wawekezaji, mitaji pamoja na masoko ya bidhaa zinazozalishwa nchini. Katika Maonesho haya, Tanzania ni miongoni mwa nchi 50 ambapo kwa mara ya kwanza zinashiriki kwenye mabanda pekee  yaliyojengwa  kwa ufadhili wa Serikali ya UAE.

Katika hatua nyingine, Ubalozi wa Tanzania, UAE utasherehekea Siku ya Kitaifa (National Day) tarehe 27 Februari 2022. Sherehe hizo zitapambwa na shughuli mbalimbali zikiwemo Kongamano kubwa la Biashara na Uwekezaji litakalofanyika kwenye Ukumbi wa Ballon, Hoteli ya Jumeirah Beach tarehe 27 Februari 2022.

EMPLOYMENT OPPORTUNITIES

Tanzania is among 42 countries implementing a mutually agreed instrument voluntarily acceded to by someMember States of the African Union (AU) as a self-monitoring mechanism. Thegoal of the Mechanism is to foster the adoption of policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration. The instrument thus, is a tool for sharing experiences, reinforcing best practices, identifying deficiencies and assessing capacity building needs resulting from periodic governance reviews.

The review process is overseen by the National Governing Council, which ensures credible periodic assessmentsthrough engagement of technically competent researchers coupled withimplementation of country-wide sensitisation and validation programmes. The Governing Council is supported by a National Secretariat, whose role is to implement plans and decisions of the Council in;information dissemination, sensitization, facilitating and overseeing the work of researchers, managing assessment events and their logistics, collecting public opinion and facilitating the work of external evaluators visiting the country.

Applications are hereby invited from suitably qualified candidates to fill in the following vacancies which exist in theNational Secretariat; 

Job Description
Title: Executive Secretary (ES)
Reporting to: The National Governing Council
Job Summary: 

The ES is the overall in-charge of the National Secretariat.

Key functions:

i. Chief Executive Officer and Accounting Officer of the National Secretariat;

ii. Responsible for planning, coordinating and controlling of activities of the the National Secretariat and advise the Governing Council on policies and programmes to be implemented;

iii. Ensure timely preparation of annual budgets and periodic performance reports of the Institution;

iv. Responsible for staff welfare of the Institution;

v. Chief spokes person of the Institution;

vi. Facilitate and coordinates fielding external review missions;

vii. Provide overall leadership of the NationalSecretariat;

viii. Liaise with the Government, Development Partners and other Continental bodies on the activities ofthe Institution; and

ix. Perform any other duties as may be directed by the Governing Council.

Qualifications, Skills and Experience

a) Masters degree at least in Public Administration, Economics, Business Administration, Law, Finance and Humanities related fields, a PHD will be an added advantage;

b) At least 10 years working experience at a senior level in a reputable organization;

c) Demonstrated ability to interact with Government establishment. Ability to interact with Development Partners will be an added advantage;

d) Demonstrated ability to write to a very high standard as evidenced by previous examples of relevant work accomplished in the field;

e) Fluency in spoken Kiswahili and English and ability to write lucid reports and documents in the said languages; knowledge of the other international languages will be an added advantage;

Job Description
Title: Media and Communications Manager (MCM)
Reporting to: Executive Secretary

Job Summary:

To assist the Governing Council and the National Executive Secretary in providing the public with information on period governance review processes to be undertaken in Tanzania.

Key functions

i. Review and implement media and communication strategies of the institution;

ii. Undertake promotion of the activities of the institution and create positive image thereof;

iii. Coordinate preparation of the institution’spapers for workshops and conferences;

iv. Liaise with the media in covering events in which the institutionparticipates;

v. Coordinate press briefings for the institution;

vi. Oversees the publication of reports, leaflets, brochures etc. regarding activities of the institution;

vii. Coordinate preparation and production of the institutionarticles, programmes and news letters through various media channels;

viii. Up-date the institutioninformation in the website and other relevant online platforms;

ix. Advise other Units on the production of various documents; and

x. Perform any other duties as may be assigned by the National Executive Secretary.

Qualifications, skills and Experience

i. Minimum of Master's degree in governance, communication, marketing, media relations, journalism or related field;

ii. Minimum of 5 years of relevant professional experience in the development of public policy related to communications, including an appreciation of the role of social media and other modern communication techniques;

iii. A good understanding of governance challenges facingTanzania;

iv. Demonstrated ability to write to a very high standard as evidenced by previous examples of relevant work accomplished in the field;

v. Fluency in spoken Kiswahili and English and ability to write lucid reports and documents in the two mentioned languages; knowledge of the other international languages will be an added advantage.

vi. Demonstrated ability to communicate ideas and analyses clearly and tactfully, both orally and in writing.

vii. Outstanding peer relations;

MAWAZIRI WA SEKTA YA NISHATI WA EAC WASISITIZA UMUHIMU WA KUPATIKANA KWA NISHATI YA UHAKIKA

Mawaziri wa Sekta ya Nishati wa Jumuiya ya Afrika Mashariki wamekutana leo tarehe 11 Februari 2022 jijini Arusha, Tanzania kwa lengo la kuhudhuria Mkutano wa 15 wa Baraza la Mawaziri la Kisekta la Nishati la Jumuiya hiyo.

Mkutano huu ulitanguliwa na mikutano ya awali ngazi ya Wataalamu/Maafisa waandamizi uliofanyika tarehe 8 na 9 Februari 2022 na kufuatiwa na mkutano ngazi ya Makatibu Wakuu uliofanyika tarehe 10 Februari 2022.

Ujumbe wa Tanzania kwenye mkutano huu umeongozwa na Waziri wa Nishati, Mhe. January Makamba (Mb.) ambaye ameambatana na; Katibu Mkuu Wizara ya Nishati - Tanzania Bara, Mhandisi Felschesmi Mramba; Katibu Mkuu Wizara ya Nishati na Madini -Zanzibar; Dkt. Mngereza Miraji; Mkurugenzi Mtendaji Shirika la Maendeleo ya Petroli Tanzania (TPDC), Dkt. James Mataragio; Kamishna wa Petroli na Gesi kutoka Wizara ya Nishati; Bw. Michael Mjinja na Maafisa Waandamizi kutoka Wizara ya Nishati na Taasisi zake kwa ujumla.

Akihutubia wakati wa ufunguzi wa mkutano huo Waziri Makamba aliwakaribisha nchini wajumbe wa mkutano huo na kuwahakikishia kuwa mkutano utafanikiwa kuyafikia malengo yake kufuatia uongozi imara wa Katibu Mkuu wa Jumuiya ya Afrika Mashariki, Mhe. Peter Mathuki.

Vilevile akaeleza ukanda wa Afrika Mashariki umejaaliwa rasilimali nishati za kutoka hivyo, ni wakati sasa kwa kila nchi kuwa na mikakati imara ya kuhakikisha nishati ya uhakika inapatikana ili kuihakikishia jamii upatikanaji wa huduma zote zinazohitaji nishati.

“Tukiwa tunapitia changamoto za ugonjwa wa COVID-19 tumeshuhudia namna gani nishati zilihitajika katika kusaidia kuleta nafuu na kuokoa maisha ya wananchi wetu” alisema Mhe. Makamba.

Naye mwenyekiti wa mkutano huo na Waziri wa Nishati wa Jamhuri ya Kenya, Mhe. Dkt. Monica Juma alitumia nafasi hiyo kuwashukuru Watalamu na Makatibu Wakuu kwa kufanya maandalizi mazuri ya Mkutano huo na kusisitiza kuwa upatikanaji wa umeme wa uhakika ni moja ya viashiria vya kukua kwa uchumi wa nchi yeyote.

Pia akaeleza kukua kwa uchumi husaidia kupunguza utegemeze na hivyo jitihada za makusudi zinahitajika kuziwesha Nchi za Jumuiya ya Afrika Mashariki kufanya uzalishaji wa kutosha viwandani na katika sekta ya kilimo.

Mkutano huu wa 15 wa Baraza la Mawaziri wa Kisekta la Nishati pamoja na mambo mengine utapitia na kutoa maamuzi juu ya; Tarifa ya hali ya utekelezaji wa maagizo ya mikutano iliyopita; Hatua iliyofikiwa hadi sasa katika sekta za Nishati Jadidifu, Nishati ya Umeme na Nishati ya Mafuta; pamoja na utekelezaji wa miradi mbalimbali ya Kitaifa na Kikanda ya Sekta za Nishati inayotekelezwa ndani ya Jumuiya ya Afrika Mashariki.

Kadhalika mkutano huu utajadili kwa kina utekelezaji wa mradi wa kituo cha Nishati Jadidifu cha Afrika Mashariki; Mradi wa Kufua Umeme wa Nsongezi; Mradi wa kufua Umeme wa Murongo/Kigagati (14MW) na Taasisi ya Mamlaka ya udhibiti wa Nishati katika Nchi za Afrika Mashariki.

Balozi Kilima ateta na Wawekezaji kutoka Ujerumani

Balozi wa Tanzania nchini Oman, Mhe. Abdallah Kilima amefanya mazungumzo na wawekezaji wa nishati ya jua kutoka Oman jijini Muscat hivi karibuni.
Wawekezaji hao ambao ni Dkt. Michael Voch na Bw. Claus Heim kutoka Ujerumani na Bw. Khalid Hamdoun M. Aljabri  na Bw. Mohammed Al Riyami kutoka Taasisi ya  IGD ya Oman wanakusudia kuwekeza katika sekta ya uzalishaji wa nguvu ya umeme wa kutumia Jua kwa teknolojia mpya inayoitwa Solar Container. Teknolojia hiyo inatumua maji kuzalisha hydrojen ambayo ndiyo inayotoa umeme na oxygen kama mabaki ya uzalishaji (byproducts)
Teknolojia hiyo tayari inatumika katika nchi za Ulaya na hivi karibuni itaanzishwa nchini Oman inaweza kutosheleza nyumba 200 Kwa kontena moja na pia inaweza kuunganishwa na Gridi ya Taifa
Wawekezaji hao pia wanakusudia kuanzisha miradi ya kilimo inayotumia Teknolojia ya Hydroponic system ambacho kinatunia eneo dogo lakini tija kubwa.
Wawekezaji imeiomba Serikali ya Tanzania kuwapatia eneo la uwekezaji pamoja na kuunganishwa na makampuni yatakayoweza kununua bidhaa watakazozalisha kama wanavyofanya nchini UAE, waneingia mkataba na Shirika la Ndege la Emirate kununua bidhaa za vyakula watakavyozalisha.
Kwa upande wake, Mhe. Balozi aliwaeleza wawekezaji hao kwamba Tanzania inakarubisha uwekezaji katika sekta ya uzalishaji wa nguvu za umeme wa kutumia Jua kwani ni nishati mbadala na rahisi kutumika. Kwa upande wa mradi wa kilimo cha hydroponic, Mhe. Balozi alieleza kwamba kilimo hicho kinaweza kuwa mkombozi wa kilimo cha kutegemea mvua ambacho huwa ni cha msimu. Hivyo mradi huo unaweza kuongeza uzalishaji na kupata ziada ya kuuza nje ya nchi.
