Hotuba ya Rais Kikwete: Uzinduzi wa Matokeo ya Awali ya Sensa ya Watu na Makazi ya Mwaka 2012

Nashukuru kwa kunialika kuja kushiriki kwenye tukio hili muhimu na la kihistoria la kutangaza matokeo ya awali ya Sensa ya Watu na Makazi ya Mwaka 2012. Haya ni matokeo ya kazi ya kuhesabu watu iliyofanyika kwa siku 14 kuanzia tarehe 26 Agosti, 2012 hadi 4 Septemba, 2012.

Ndugu wananchi;

          Napenda kutumia nafasi hii kutoa pongezi za dhati kwa wale wote waliofanikisha zoezi la kuhesabu watu na wale waliokamilisha uchambuzi unaotuwezesha leo kutangaza idadi ya Watanzania ilivyo sasa.  Kwanza kabisa napenda kutambua Kamati ya Taifa ya Sensa iliyoongozwa na Mheshimiwa Mizengo Peter Kayanza Pinda, Waziri Mkuu wa Jamhuri ya Muungano wa Tanzania  akiwa na Mheshimiwa Balozi Seif Ali Idi, Makamu wa Pili wa Rais wa Zanzibar akiwa Mwenyekiti upande wa Zanzibar.  Nawashukuru kwa uongozi wao mzuri ambao matunda yake ndiyo haya yanayotukusanya leo.  Pia nawashukuru wajumbe wa Kamati za Sensa za Mikoa na Wilaya nchini. 

          Pili, napenda kuwatambua viongozi na wafanyakazi wa Ofisi ya Taifa ya Takwimu ya Jamhuri ya Muungano chini ya uongozi wa Mama Albina Chuwa na wenzao wa Afisi ya Mtakwimu Mkuu wa Zanzibar chini ya uongozi wa Ndugu Mohammed Hafidh Rajab.  Nawapongeza kwa umahiri wao katika kuongoza, kuratibu na kisimamia utekelezaji wa jukumu lenyewe la kuhesabu watu.  Ni wao kuliko mtu mwingine ye yote ndiyo waliokabidhiwa kazi ngumu ya kutengeneza mipango na taratibu za kufanya zoezi lenyewe.  Walitayarisha madodoso, kuyachapisha, kuyasambaza, kuteua watu wa kuhesabu watu na wasimamizi wao.  Waliwafundisha wajibu wao na kuwasimamia katika utekelezaji wao.  Ni wao pia waliohakikisha kuwa madodoso yote yanakusanywa na uchambuzi unafanywa mpaka sasa tuko tayari kutangaza matokeo.

          Nawatambua na kuwashukuru makarani wa sensa waliopita nyumba kwa nyumba kuhesabu watu na kukusanya taarifa mbalimbali kwa mujibu wa madodoso waliyokuwa nayo.  Tunatoa shukrani na pongezi maalum kwao kwa sababu ni wao hasa waliowezesha kupatikana taarifa itakayotangazwa leo na nyingine zitakazofuatia siku za usoni.  Kama si wao tusingekusanyika  hapa leo.  Nawapongeza kwa umakini wao na moyo wao wa uvumilivu na uzalendo.  Haikuwa kazi rahisi kwa ukubwa wa kazi yenyewe.  Pia, walikumbana na changamoto mbalimbali ikiwa ni pamoja na baadhi ya maeneo kuwa na mazingira magumu ya kufanyia kazi kama vile ya usafiri. Lakini pia kulikuwa na ugumu wa kupata taarifa kutoka kwa wanaoulizwa.   Baadhi hawakutoa ushirikiano unaotakiwa.  Yalikuwepo pia matatizo ya kupata huduma stahiki za kufanyia kazi na hasa posho.  Nafahamu kuwa wapo bado wanaodai stahili zao.  Hazina wamekiri hilo na kuahidi watalimaliza haraka.

Ndugu wananchi;

Kufanya sensa ni kazi kubwa na ghali sana.  Hata hivyo nchi zote duniani hufanya sensa kwa sababu ya umuhimu wake.  Kupitia Sensa, hupatikana taarifa muhimu za kutumiwa na Serikali kupanga mipango ya maendeleo ya nchi na jinsi ya kuhudumia wananchi.  Taarifa hizo hutumika na wadau mbalimbali katika shughuli zao za kuwahudumia wanadamu.  Ndiyo maana madodoso yalikuwa na mambo mengi na ndiyo maana tumeambiwa kuwa taarifa ya leo ni ya mwanzo tu.  Zipo taarifa zitakazofuatia zenye uchambuzi wa mambo mbalimbali.  Naomba tuwe na subira  kwa taarifa mbalimbali tunazozitaka, kwani tutazipata wakati wake utakapofika.  Kwa niaba yenu niwaombe wahusika wafanye kila wawezalo kuhakikisha kuwa taarifa hizo zinapatikana kwa wakati uliopangwa.

Ndugu Wananchi;

Nitakuwa mwizi wa fadhila kama sitawatambua watu wengine wafuatao:  Wa kwanza ni Hajat Amina Mrisho, Kamishna wa Sensa ambaye tulimkabidhi jukumu la kutoa uongozi wa kisiasa katika kazi ya kuhesabu watu na kuwa kiungo kati ya wataalamu na uongozi wa Serikali.  Vile vile, tulimpa kazi ya kusaidia kufikisha ujumbe pande zote ili kuona kuwa mambo yanakwenda vizuri.   Bahati nzuri mwenyewe ni mjuzi wa masuala ya takwimu.  Alitokea huko kabla ya kumchukua na kumleta katika shughuli za uongozi wa kisiasa.  Hivyo, kazi ilikuwa mikononi kwa mwenyewe.  Namshukuru kwa kuifanya kazi hiyo kwa ufanisi mkubwa.  Anao mchango mkubwa katika mafanikio haya.  Wa pili ni wananchi wa Tanzania.  Nawashukuru kwa ushirikiano wao.  Kabla na wakati wa Sensa, kulikuwa na purukushani na maneno mengi ya upotoshaji na kutishia kuvuruga zoezi lenyewe.  Wapo wenzetu walioamua kuendesha kampeni ya kutaka watu wasusie.  Wapo walioamua kufanya maandamano na mikutano ya siasa wakati huo na jitihada zote za kuwasihi wasubiri siku 14 zipite walizipuuza.  Wakati mwingine unashindwa kuelewa baadhi yetu tuna dhamira gani katika kujihusisha na shughuli za siasa? Hivi inakuwaje washindwe kutambua umuhimu wa kuhakikisha jambo kubwa kama hili linafanikiwa? Hivi zoezi la sensa lisipofanikiwa kiongozi wa siasa au wa dini unanufaika nini?  Ndiyo maana nawashukuru sana wananchi kwa ushirikiano wao uliofanya njama za kuvuruga zoezi kushindwa.

Ndugu wananchi;

Wa tatu ni Wajumbe wa Kamati za Sensa za Mikoa na Wilaya kwa kufanikisha zoezi la Sensa katika Mikoa na Wilaya zao. Nawashukuru Wakuu wa Mikoa na Wilaya wote nchini kwa uongozi wao mzuri.  Wa nne ni  viongozi wa kijamii wakiwemo wa vyama vya siasa, madhehebu ya dini na wa kimila waliosimama kidete kuhamasisha wafuasi wao kushiriki katika zoezi la Sensa ya Watu na Makazi. Tunawashukuru kwa mchango wao muhimu.  Wa tano ni wamiliki wa vyombo vya habari na wana habari.  Nawashukuru kwa kufanya kazi kubwa na nzuri ya kuhamasisha na kuelimisha jamii katika kipindi chote cha utekelezaji wa zoezi la Sensa. Wito wangu kwenu ni kwamba, endeleeni kuelimisha na  kuhamasisha matumizi ya taarifa za Sensa kwa maendeleo ya taifa letu.

Wa mwisho, lakini siyo kwa umuhimu, nawashukuru sana washirika wetu wa maendeleo wakiwemo UNFPA, DFID, JICA, CIDA na Benki ya Dunia kwa mchango na msaada wao mkubwa. Nawashukuru Wenzetu hawa wametupa ushirikiano mkubwa uliotuwezesha kufanikisha zoezi la Sensa hadi kufikia hatua hii ya sasa ya kutoa matokeo ya awali.  Naomba washirika wetu wa maendeleo waendelee kushirikiana nasi kukamilisha kazi hii na pia katika kuimarisha sekta ya takwimu nchini.

Ndugu wananchi;

Baada ya kusema maneno hayo sasa nipo tayari kuzindua rasmi matokeo ya awali ya Sensa ya Watu na Makazi ya mwaka 2012.  Kwa heshima na unyeyekevu mkubwa natangaza kuwa kwa mujibu wa Sensa ya Watu na Makazi iliyofanyika kwa siku 14 kuanzia Agosti 26, 2012, Tanzania ina watu 44,929,002 ambapo Tanzania Bara kuna watu 43,625,434 na Zanzibar kuna watu 1,303,568.  Katika Sensa ya tatu ya mwaka 2002 tulikuwa milioni 34.4 hivyo tumeongezeka kwa watu milioni 10.5 ongezeko ambalo ni sawa na asilimia 2.6 kwa mwaka.  Naomba taarifa hizi zitumike kwa madhumuni yaliyokusudiwa ambayo ni kuboresha maisha ya kila Mtanzania.

Ndugu Zangu;

Hii ni Sensa ya nne kufanyika nchini tangu kuasisiwa kwa Jamhuri ya Muungano wa Tanzania mwaka 1964.  Sensa ya kwanza ilifanyika mwaka 1967 ambapo nchi yetu ilikuwa na watu 12,313,054.  Tanzania Bara ilikuwa na watu 11,958,654 na Zanzibar watu 354,400.  Kwa maana hiyo, katika miaka 45 tangu Sensa ya kwanza na hii, Watanzania wameongezeka kwa watu milioni 33. 

Ndugu Wananchi;

Kama kasi ya ongezeko la watu la asilimia 2.6 halitapungua ifikapo mwaka 2016 nchi yetu itakuwa na watu milioni 51.6. Inawezekana idadi hiyo ikaonekana kuwa siyo tatizo la kuumiza kichwa kwa nchi kubwa kama yetu, lakini ni mzigo mkubwa kwa taifa, jamii na uchumi kuwahudumia.  Inabidi pawepo na mikakati madhubuti na ionekane katika mipango ya maendeleo kuanzia sasa jinsi ya kuhudumia watu hao 51.6 na zaidi ya hao miaka inayofuata.  Kwa familia, lazima tutambue umuhimu wa kupanga uzazi, vinginevyo hali ya maisha itashuka sana.  Kwa ujumla hatuna budi kufanya kazi kwa bidii zaidi na nguvu zaidi.

VOTING FOR NEW SEVEN NATURAL WONDERS OF AFRICA ENDS ON DECEMBER 31, 2012

Tanzania Tourist Board (TTB) wishes to inform Tanzanians and the general public that the competition to vote for entries into the list of SEVEN NATURAL WONDERS OF AFRICA, conducted via the Website, http://sevennaturalwonders.org involving twelve (12) tourist attraction sites on the African continent will come to an end on December 31, 2012.

Tanzania was the only blessed country with the most entries in the list: these are Mount Kilimanjaro, the Ngorongoro Crater, and the Serengeti National Park.

Tanzania Tourist Board, would like to take this opportunity to sincerely thank all those who voted for Tanzania tourist attractions and requests all those who have not yet casted their votes to seize this opportunity and vote for the entry of all the Tanzania tourist attractions into the list of the NEW SEVEN NATURAL WONDERS OF AFRICA.

Naibu Waziri apokea Hati za Utambulisho za Mwakilishi mpya wa UNHCR nchini

Naibu Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa, Mhe. Mahadhi Juma Maalim (Mb.) akipokea Hati za Utambulisho kutoka kwa Bibi Joyce Mends-Cole, Mwakilishi mpya wa Shirika la Umoja wa Mataifa la Kuhudumia Wakimbizi (UNHCR) hapa nchini. Hafla hiyo fupi ilifanyika leo Wizarani.

Mhe. Mahadhi akizungumza na Bibi Mends-Cole mara baada ya kupokea Hati za Utambulisho.

President Kikwete congratulates new Prime Minister of Japan

H.E. Jakaya Mrisho Kikwete, President of the United Republic of Tanzania has sent a congratulatory message to H.E. Shinzo Abe, the new Prime Minister of Japan. The message reads as follows:

Your Excellency,

“Let me express my warmest congratulations on your deserved election as the new Prime Minister of Japan on election held on 16th December, 2012. Your election to the Premiership speaks volume on the confidence the people of Japan bestowed upon you at this period of economic difficulty facing Japan and the world at large.

I look forward to working closely with you in bringing our bilateral relations to greater heights and achieving its full potential. I am particularly optimistic that under your stewardship, the forthcoming TICAD V Summit to be held on June 2013 in Yokohama will be a great success.

Mkutano wa Diaspora nchini Oman


Ufunguzi rasmi wa Mkutano wa Diaspora, wakiwemo Washiriki Wakuu kutoka Tanzania.  Kutoka kushoto walioketi ni Bw. Michael Kmba,Ofisi ya Mwanasheria Mkuu, Balozi Bertha Semu-Somi (wa pili kushoto), Mkurugenzi wa Idara ya Diaspora - Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, Balozi Ali Saleh (wa tatu kushoto), Balozi wa Jamhuri ya Muungano wa Tanzania nchini Oman, na Balozi Simba Yahya (wa nne kushoto), Mkurugenzi wa Idara ya Mashariki ya Kati katika Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa.  Wengine katika picha ni Bw. Mkutano wa Diaspora kati ya Watanzania waishio nchini Oman na Ujumbe wa Serikali, Taasisi za Serikali na zile Binafsi kutoka Tanzania na Zanzibar umemalizika kwa mafanikio makubwa jana mjini Muscat.  Mkutano huo ulianza rasmi tarehe 20 na kumalizika tarehe 22 Desemba 2012.

Mkutano huo uliitishwa kufuatia maazimio yaliyofikiwa katika Mkutano uliopita kati ya Mhe. Rais Jakaya Mrisho Kikwete, Rais wa Jamhuri ya Muungano wa Tanzania na Watanzania waishio Oman.  Katika Mkutano huo, Rais Kikwete aliwashawishi Watanzania hao kushiriki kikamilifu katika ujenzi wa uchumi nchini Tanzania.  

Aidha, Mhe. Rais aliwaahidi Watanzania hao kuwa atatuma timu ya wataalamu kutoka sekta mbalimbali nchini Tanzania kukutana nao mapema iwezekanavyo, ili wapate fursa ya kuelimika na kupatiwa maelezo mbalimbali kuhusu fursa zilizoko nyumbani. 

Vilevile, Mhe. Rais Kikwete aliwaambia Watanzania hao waitumie fursa hiyo kueleza ni changamoto zipi zinazowakwamisha kutoa mchango wao wa kujenga na kuinua maendeleo ya uchumi nchini Tanzania.

Katika Mkutano huo uliomalizika jana mjini Muscat, Watanzania hao walipata fursa ya kukutanishwa na 
Ujumbe wa Tanzania uliongozwa na Balozi Bertha Semu-Somi, Mkurugenzi wa Masuala ya Diaspora katika Wizara ya Mambo ya Nje na Ushirikiano wa Kimataifa, pamoja na wadau kutoka Wizara ya Fedha, Wizara ya Viwanda na Biashara, Wizara ya Nishati na Madini, Ofisi ya Rais - Menejimenti na Utumishi wa Umma, Wizara ya Miundombinu na Wizara ya Habari, Michezo na Utamaduni. 

Ujumbe kutoka Tanzania ulijumuisha wadau kutoka Ofisi ya Waziri Mkuu, Ofisi ya Mwanasheria Mkuu, Ofisi ya Rais inayoshughulikia masuala ya Diaspora Zanzibar na Tume ya Mipango Zanzibar.  Vilevile Taasisi za Serikali za TBC,TIC,TCRA, EPZA, ZIPA, UHAMIAJI, TTB,TANAPA na Dar es Salaam Maritime Institute.  Sekta binafsi zilijumuisha TPSF, BOA, Azania Bank, CRDB, PBZ, Uhuru One, Zanzibar Insurance Corporation na Zanzibar Chamber of Commerce.
Aidha, Watanzania wa Diaspora nchini Oman walipewa maelezo na ufafanuzi kuhusu masuala mbalimbali yakiwemo namna ya kuanzisha mawasiliano yenye lengo la kukuza ushirikiano wa kibiashara.

Masuala muhimu yaliyojitokeza katika Mkutano huo ni pamoja na haja ya kuanzishwa kwa Chama cha Watanzania waishio nchini Oman.

Oman ni nchi ambayo wananchi wake wengi wana asili ya Tanzania kutokana na uhusiano wa kihistoria baina ya nchi hizi mbili. Inakadiriwa kuwa familia 780 za Watanzania wanaishi nchini Oman na kuendesha shughuli zao katika sekta binafsi na Serikali.

TANZANIA, MALAWI TURN TO FORMER AFRICAN HEADS TO FIND SOLUTION TO THE LAKE NYASA BORDER DISPUTE

 TANZANIA, MALAWI TURN TO FORMER AFRICAN HEADS TO FIND SOLUTION TO THE LAKE NYASA BORDER DISPUTE

Tanzania and Malawi yesterday officially presented their Joint Letter of Application before the Forum of Former African Heads of State and Government in the spirit effort to find solution to the Lake Nyasa border dispute.
 
The Joint Letter was submitted to the Chairperson of the Forum, retired President Joaquim Chissano on behalf of the United Republic of Tanzania's President Jakaya Mrisho Kikwete and the Republic of Malawi's President Joyce Banda.  President Chissano is a former President of the Republic of Mozambique.
Leading the Tanzania delegation, Hon. Bernard K. Membe (MP), Minister for Foreign Affairs and International Co-operation said that the Forum is expected to review and evaluate any and all proposed argument papers from both countries and issue a suitable recommendation.
 
On his part, President Chissano said that he was humbled by the solidarity spirit showed by both countries in finding a lasting solution to the long history border dispute.

The two countries have been in ongoing negotiations for two years over the Lake Nyasa border dispute without any formidable solution.
 
"We have now decided to appeal to the African Forum of Former Heads of State and Government to mediate the matter and find amicable solution. We are jointly requesting that the mediation team should be conformed of former democratically elected Leaders originating from the Southern Africa Development Community (SADC)," said Hon. Membe. 

Hon. Ephraim Chiume, Minister for Foreign Affairs of the Republic of Malawi also asserted that both countries have expressly requested that the Forum’s former Leaders that derived from Tanzania and Malawi should therefore be excluded in mediating this border dispute due to their immediate conflict of interest.  Said former Leaders are former President Ali Hassan Mwinyi (Tanzania), former President Benjamin W. Mkapa (Tanzania) and former President Bakili Muluzi (Malawi).

For Tanzania, Judge Frederick Werema, Attorney General, H.E. Shamim Nyanduga, Ambassador of the United Republic of Tanzania and members of press from Tanzania were all present during the occasion.  For Malawi, the delegation was led by Hon. Ephraim Chiume, Minister for Foreign Affairs, Mr. Anthony Kamanga, Attorney General and other legal service officers from the Malawi Government.

The Forum is expected to work on the matter for a period of four months or more starting January 2013, in an effort to find amicable solution to the Lake Nyasa border dispute.

Tanzania among five countries selected by the MCC Board


MCC Board Selects Countries Eligible for Compacts and Threshold Programs

Washington, D.C. — At its quarterly meeting today, the U.S. Government’s Millennium Challenge Corporation (MCC) Board of Directors selected Liberia, Niger, Sierra Leone, Morocco, and Tanzania as eligible to develop proposals for new compacts, and Guatemala as eligible for a Threshold Program.
“This year’s selection decisions are a testament to the ‘MCC Effect,’ the ability of MCC to provide incentives for countries to adopt policy reforms and strengthen institutions in order to become eligible for an MCC compact,” said Daniel W. Yohannes, MCC’s Chief Executive Officer. “Liberia, Niger and Sierra Leone have worked hard for several years to meet MCC’s rigorous eligibility standards, and the Board is pleased to recognize these efforts by selecting them as eligible to develop compact proposals.” 
Examples of the types of reforms pursued by these countries range from new asset-disclosure requirements in an effort to combat corruption in Liberia to the introduction of free access to maternal and child health care in Sierra Leone to a dramatic increase in environmental protection in Niger. 
Two current MCC compact countries—Morocco and Tanzania—were selected as eligible to develop second compact proposals. Both Morocco and Tanzania have continued to perform well on the MCC scorecard and have been good development partners during first compact implementation. Second compact eligibility is contingent on successful implementation of the first compact, continued good policy performance and development of proposals that have significant potential to promote economic growth and reduce poverty.
“MCC is pleased to have five countries selected as compact eligible this year," Mr. Yohannes stated. “These countries, like others selected as compact eligible, will need to compete for scarce budget resources by maintaining a strong commitment to democratic and economic governance and by developing high-quality, timely compact proposals to promote growth and reduce poverty.”
The Board also chose Guatemala as eligible for a new Threshold Program. Guatemala is extremely close to meeting the MCC scorecard criteria, passing 10 indicators, including the Democratic Rights hurdle, and performing exactly on the median for Control of Corruption.
In addition to the new selections, the Board re-selected Benin, El Salvador, Georgia, and Ghana as eligible to continue developing compact proposals and Honduras and Nepal as eligible to continue developing Threshold Programs in Fiscal Year 2013. No eligibility determinations were made for countries that already have signed compacts since these countries do not require annual re-selection.
