Background
The Southern African Development Community (SADC) currently has fifteen Member States with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006). The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development.

Tanzania addressed to H.E. Abdullah Gül, President of the
Republic of Turkey following the tragic mining disaster, which occurred in Soma, Turkey on 14th
May, 2014. The message reads as follows:

Your Excellency and Dear Brother,
I have received with profound sorrow and shock the sad news about the tragic
accident caused by terrible explosion at a coal mine in Soma, Turkey and claimed
……lives of more than 200 people.
On
behalf of the Government and People of the United Republic of Tanzania, and
indeed on my behalf, I wish at this difficult time, to express our deepest
sympathies and condolences to you and through you express our deepest
sympathies and condolences to you and through you to the bereaved families and
relatives. We pray that the Almighty God give the families and relatives of the
deceased strength and fortune to bear at this moment of agony distress.

Mhe. Membe aliyasema hayo wakati wa mapokezi maalum ya Marehemu Balozi Chidyaonga yaliyofanyika katika Uwanja wa Ndege wa Blantayre nchini Malawi na kuhudhuriwa na Rais wa Malawi, Mhe. Joyce Banda, Viongozi wa Serikali ya Malawi, Familia ya Marehemu, Taasisi za Dini, Mabalozi na Wananchi kutoka sehemu mbalimbali za mji huo.
Mhe. Membe ambaye anamwakilisha Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Jakaya Kikwete kwenye mazishi ya Marehemu Balozi Flossie Gomile-Chidyaonga alisema kwamba Tanzania, Malawi, nchi za SADC na dunia kwa ujumla imempoteza mwanadiplomasia mahiri ambaye aliujua na kutekeleza wajibu wake ipasavyo.
“Kwa niaba ya Mhe. Rais Kikwete, Watanzania wote na mimi binafsi nakuomba Mhe. Rais Banda na Wananchi wa Malawi mpokee salamu zetu za pole kwa kumpoteza Balozi Flossie ambaye alikuwa mstari wa mbele katika masuala ya amani kwa Kanda ya SADC na ninamwita Malkia wa Amani kwa juhudi hizo alisema Mhe. Membe”.
Mhe. Membe aliongeza kusema kwamba kutokana na kufanya kazi kwa kujituma na kuimarisha ushirikiano kati ya Tanzania na Malawi, Marehemu Balozi Flossie alikubalika Serikalini, kwa Mabalozi wenzake na hata katika Taasisi za Elimu ya Juu kama Chuo Kikuu cha Dar es Salaam ambako alishiriki katika kutoa mihadhara mara kwa mara.
Katika hotuba yake wakati wa mapokezi hayo, Rais wa Malawi Mhe. Joyce Banda alisema kuwa wameupokea msiba huo wa ghafla kwa majonzi makubwa ambapo kwa namna ya pekee aliishukuru Serikali ya Tanzania hususan Rais Kikwete kwa ushirikiano wa hali ya juu aliouonesha tangu msiba utokee na kutuma ujumbe mzito uliioongozwa na Waziri Membe kumsindikiza Marehemu Flossie nchini Malawi.
“Mimi binafsi na wananchi wa Malawi tunatoa shukrani za dhati kwa ndugu zetu Watanzania hususan Mhe. Rais Kikwete kwa ushirikiano walioonesha katika kipindi hiki kigumu kwetu. Mhe. Rais Kikwete aliwasiliana na mimi akiwa safarini mara tu msiba ulipotokea. Alielezea kushtushwa na msiba huo wa ghafla kama mimi nilivyoshtushwa. Nilimweleza azma ya Serikali yangu kuhusu kutuma ndege kwa ajili ya kuufuata mwili wa ndugu yetu Flossie lakini alisema nimwachie hilo ni jukumu lake na amelitekeleza kikamilifu kama tunavyoona” alisema kwa masikitiko Mhe. Banda.
Awali akizungumza kwa niaba ya Familia ya Marehemu Balozi Flossie, Msemaji wa Familia hiyo Bw. Andrew naye aliishukuru Serikali ya Tanzania na kusema kuwa ushirikiano uliooneshwa katika kipindi hiki kigumu kwao unadhihirisha undugu mkubwa uliopo kati ya Tanzania na Malawi.
Baadhi ya Viongozi wa Serikali na Mabalozi waliofuatana na Mhe. Mhe. Membe kwenye msiba huu ni pamoja na Bw. John Haule, Katibu Mkuu wa Wizara ya Mambo ya Nje na Ushirikano wa Kimataifa, Balozi Vincent Kibwana, Mkurugenzi wa Idara ya Afrika, Kaimu Mkuu wa Mabalozi wanaowakilisha nchi zao Tanzania ambaye pia ni Balozi wa Zimbabwe, Balozi wa Zambia nchini, Mhe.
