          Rais wa Jamhuri ya Muungano wa Tanzania, Mheshimiwa Jakaya Mrisho Kikwete asubuhi ya leo, Jumanne, Agosti 21, 2012, amepokea kwa mshtuko mkubwa, masikitiko na huzuni nyingi taarifa za kifo cha Waziri Mkuu wa Ethiopia, Mheshimiwa Meles Zenawi, kilichotokea jana usiku nje ya nchi ambako alikuwa anatibiwa.

Kufuatia taarifa hizo, Mheshimiwa Rais Kikwete, kwa niaba ya wananchi wa Tanzania, Serikali yake na kwa niaba yake mwenyewe amemtumia salamu za rambirambi Rais wa Ethiopia, Mheshimiwa Girma Wolde-Giorgis. 

Katika rambirambi zake kwa Mheshimiwa Wolde-Georgis, Rais Kikwete amesema: “Tanzania imepokea kwa mshtuko mkubwa, masikitiko na huzuni nyingi taarifa za kifo cha Mheshimiwa Meles Zenawi  kilichotokea jana usiku.”

Amesema Rais Kikwete: “Kwa niaba ya wananchi wa Tanzania, Serikali yangu na mimi mwenyewe, natuma salamu zangu za dhati za rambirambi kwako, kwa wananchi wa Ethiopia na kupitia kwako kwa Mheshimiwa Azeb Mesfin, mjane wa marehemu na familia nzima ya Mheshimiwa Meles Zenawi. Tupo nanyi katika msiba huu mkubwa.”

“Kwa hakika, Ethiopia imempoteza kiongozi hodari, mwana mapinduzi na mpenda maendeleo. Kwa hakika,  Afrika imempoteza kiongozi wa kutumainiwa na msemaji hodari sana wa Bara letu. Daima tutamkumbuka Waziri Mkuu Zenawi kwa msimamo wake thabiti wa kutetea maslahi ya Afrika na ustawi wa watu wake. Mimi na Tanzania tumempoteza rafiki wa kweli” amesema Rais Kikwete na kusisitiza, “hakika tutaukosa mchango wake uliojaa busara, hoja zake za kusisimua na zenye mantiki sana.”

Rais Kikwete amemaliza kwa kuwaeleza wananchi wa Ethiopia: “Tunaungana nanyi katika wakati huu mgumu wa majonzi na tunamwomba Mwenyeji Mungu awape nguvu, moyo, subira na baraka zake ili muweze kuvuka kipindi hiki. Aidha, tunaungana nanyi na familia ya Marehemu Zenawi kumwomba Mola ampe mapumziko mema Marehemu Meles Zenawi.”

Waziri Mkuu Zenawi ambaye ameaga dunia akiwa na umri wa miaka 57 amekuwa Waziri Mkuu wa Ethiopia tokea 1995 na kabla ya hapo alikuwa Rais wa nchi hiyo kati ya 1991 na 1995.

Rais Kikwete aihakikishia amani Malawi

Mhe. Rais Jakay Mrisho Kikwete akiwa katika picha na Rais Joyce Banda wa Malawi mara baada ya kumaliza mazungumzo ambapo Rais Kikwete alimuhakikishia Rais Banda kuwa Tanzania haina nia wala mpango wa kuingia katika vita na nchi jirani ya Malawi kufuatia tofauti zao kuhusu mpaka wa Ziwa Nyasa. 

Aidha, katika mazungumzo yao, Marais hao walielezea nia ya nchi zao kufikia suluhu kwa njia za kidiplomasia kupitia kamati maalum iliyoundwa kushughulikia mgogoro huo.  Kamati hiyo inatarajiwa kukutana mjini Mzuzu, Malawi tarehe 20 Agosti, 2012.

Marais hao walikutana juzi mjini Maputo, Msumbiji wakiwa wanahudhuria Mkutano wa viongozi wa Jumuiya ya Maendeleo ya Kusini mwa Afrika (SADC), tarehe 17 hadi 18 Agosti, 2012.  Katika kikao cha tarehe 18 Agosti, 2012, Tanzania ilichukua Uenyekiti wa Kamati ya Siasa, Ulinzi na Usalama kutoka nchi ya Afrika Kusini, wakati Msumbiji ilichukua Uenyekiti wa SADC kutoka nchi ya Angola.  Nafasi hizi ni za mwaka mmoja mmoja kwa zamu.

Mozambique to host SADC Summit August 17-18, 2012

      

Mozambique will host the Summit of Heads of State and Government of the Southern African Development Community (SADC) from August 17 to 18, 2012 in the Capital City of Maputo.

The gathering will discuss the grouping's regional integration, progress made so far in social, cultural, political and economic sectors.

Other issues include the conflict in the Democratic Republic of Congo, the political crisis in Madagascar as well as progress made so far by the power sharing government in Zimbabwe.

The SADC Heads of State and government will praise the European Union's decision to lift sanctions against Zimbabwe, which were hampering economic development.

According to Radio Mozambique, the Maputo gathering will culminate with the handing over of the SADC chairmanship to Mozambique.

The 32nd summit is to be held 28 days after the holding of a summit of heads of state and government of the Portuguese Speaking Community (CPLP) also in Maputo.

SADC member states are Mozambique, Angola, Zambia, Zimbabwe, Swaziland, South Africa, Madagascar, the Mauritius, the Democratic Republic of Congo, Namibia, Malawi, Botswana, Lesotho and Tanzania.

Expected Annan replacement urges powers to unite on

UNITED NATIONS (Reuters) -

The man tipped to replace Kofi Annan as the U.N.-Arab League mediator on Syria, Lakhdar Brahimi of Algeria, urged world leaders on Friday to overcome their differences on the 17-month-old conflict that is slipping deeper into full-scale civil war.

"The U.N. Security Council and regional states must unite to ensure that a political transition can take place as soon as possible," Brahimi said in a statement published on the website of The Elders, an independent group of global leaders committed to peace and human rights.

"Millions of Syrians are clamoring for peace," Brahimi said. "World leaders cannot remain divided any longer, over and above their cries."

It is Brahimi's first public statement on Syria since diplomats told Reuters on Thursday that U.N. Secretary-General Ban Ki-moon was expected to name the veteran Algerian diplomat as early as next week to replace Annan, barring a last-minute change or cold feet on Brahimi's part.

U.N. diplomats said Brahimi has told Ban and Arab League chief Nabil Elaraby that his condition for accepting the job was that he receive "strong support" from the Security Council, which has been sharply divided on Syria for since the uprising began in March 2011.

It was not immediately clear what Brahimi meant by "strong support," though the diplomats said he was understandably reluctant to take a job that would be extremely difficult to succeed at.

Brahimi, 78, has served as a U.N. special envoy in a series of challenging circumstances, including in Iraq after the U.S. invasion that toppled Saddam Hussein; in Afghanistan both before and after the end of Taliban rule, and in South Africa as it emerged from the apartheid era.

French U.N. Ambassador Gerard Araud, president of the Security Council this month, told reporters Ban was expected to make an announcement about Annan's successor on Monday or Tuesday after consulting with Elaraby.

Annan, a former U.N. secretary-general and Nobel Peace Prize laureate, said he would step down on August 31 because he was not able to carry out his job with the U.N. Security Council's veto powers hopelessly divided and deadlocked.

There are no signs that Brahimi will get his wish anytime soon, if at all. The divisions on the Security Council - above all the split between the United States and Russia - run deep.

Russia, with the aid of China, has vetoed three resolutions criticizing and threatening sanctions against Damascus for its attempt to use military force and heavy arms to crush an increasingly militant opposition.

Washington, U.N. diplomats said, saw little point in replacing Annan since Moscow continues to support Syrian President Bashar al-Assad and opposes sanctions intended to pressure Damascus into halting the violence.

Moscow, Syria's chief ally and principal arms supplier, blames the United States, Qatar and Saudi Arabia for supporting Syrian rebels, including providing weapons.

Uganda's deadly Ebola outbreak under control, says MSF

 

The outbreak of the deadly Ebola virus in Uganda appears to be under control, says the medical charity Medecins Sans Frontieres (MSF).

 

The last confirmed death from Ebola took place 11 days ago, MSF epidemiologist Dr Paul Roddy told the BBC.

But he warned that if a pocket of the virus was missed it could erupt once more.

He said there had been 19 confirmed and probable deaths during the outbreak.

"We are still receiving admissions of individuals that meet the clinical and epidemiological case definitions, but we have not had a laboratory-confirmed Ebola death in 11 days, and the last identified individual that we received with a positive laboratory confirmation was six days ago," said Dr Roddy.

Dr Roddy said that if there were no confirmed cases for 42 days the outbreak could be considered contained.

The outbreak started in the town of Kagadi in western Uganda.

There is no known cure for Ebola, but patients can be treated for their symptoms with antibiotics, drugs for pain relief and for other diseases like malaria, to strengthen their resistance.

Dr Roddy said a possible source of the virus was the bat population, which might have transmitted it to monkeys, which would have been killed as "bush-meat" by hunters.

Uganda has seen three major Ebola outbreaks over the past 12 years.

The deadliest was in 2000 when 425 people were infected. More than half of them died.

Symptoms include sudden onset of fever, weakness, headache, vomiting and kidney problems.

ICGLR ponders crisis on Eastern Congo DRC; issues Declaration

The Heads of State and Government of the International Conference on the Great Lakes Region (ICGLR), on August 8 issued a Declaration on the security situation in Eastern Democratic Republic of Congo (DRC) in an effort to discuss and find ways to restore peace and security in that region.  The ICGLR Extraordinary Meeting was held at the Munyonyo Commonwealth Resort in Kampala, Uganda from August 7 to 8, 2012.

Led by H.E. President Yoweri Kaguta Museveni of Uganda as the Chairperson of the ICGLR, the Member States reaffirmed their commitment to the ICGLR Pact on Security, Stability and Development in the Great Lakes Region of 15^th of December, 2006 and its related protocol.  In addition, they also recalled their Declaration of 15^th July, 2012 on the security situation in Eastern DRC made at the Addis Ababa Extraordinary Summit as a result of M23 attack.

During this Summit, the ICGLR Heads of State considered the Report of the preceded meetings of the Regional Inter-Ministerial Committee (RIMC) and of the ICGLR Ministers of Defence from August 5 to 6, 2012 at Serena Hotel in Kampala, whereby Hon. Shamsi Vuai Nahodha, Tanzania Minister of Defence and National Services also participated.

In essence, the meetings discussed at length the security measures and humanitarian situation in the Eastern DRC due to the armed activities of the M23 Movement.  The Member States have called upon the International Communities to provide humanitarian aid and they have set up a trust fund in support of victims of the humanitarian crisis in Eastern DRC and neighbouring countries.  The Government of Uganda has already contributed 1,000,000 US Dollars towards said Trust Fund.

In this Extraordinary Meeting, the Heads of State pledged to undertake immediate efforts to ensure that there is a complete halt to fighting in Eastern Democratic of Congo and that peace, security, stability and development are restored.  In that effort, a Sub-Committee has been formed by the Ministers of Defence from seven Member States that includes Angola, Burundi, the Republic of Congo, the Democratic of Congo, Rwanda, Uganda and Tanzania.   

The sub-Committee will be chaired by the Minister of Defence of the Republic of Uganda and is assigned to propose urgent actionable steps to bring peace, security and stability in the region and ensure that fighting stops completely.  The sub-Committee has been given one month to complete its report and submit it to the Regional Leaders.

The ICGLR Extraordinary Summit was also attended by Tanzania’s President Jakaya Mrisho Kikwete and Minister of Defence Hon. Shamsi Vuai Nahodha, President Yoweri Kaguta Museveni of Uganda, President Pierre Nkurunziza of Burundi, President Paul Kagame of Rwanda, President Joseph Kabila Kabange of the Democratic Republic of Congo, Minister of Foreign Affairs on behalf of the President of Central African Republic, Minister of Home Affairs on behalf of President of Zambia, Kenya Vice President Kalonzo Musyoka, Sudan Vice President Dr. El-Haj Adam Yousuf and Angola’s Foreign Affairs Minister George Chicoti. 

Other representation was from the United Nations Special Representative for Central Africa, Mr. Abou Moussa and the AU Chairperson’s Special Representative to LRA affected areas, Mr. Francisco Madeira.

Waziri Mkuu wa Zimbabwe awasili nchini

Mhe. Bernard K. Membe (MB), Waziri wa Mambo ya Nje na Ushirikiano wa Kimataifa (pichani kulia) akimpokea Mhe. Morgan Richard Tsvangirai, Waziri Mkuu wa Zimbabwe aliyewasili leo kwenye Uwanja wa Ndege wa Kimataifa wa Mwalimu Julius Nyerere, jijini Dar es Salaam.  Mhe. Waziri Mkuu Tsvangirai atakuwa nchini kwa ziara ya kikazi na anatarajiwa kukutana kwa amazungumzo na Mheshimiwa Rais Jakaya Mrisho Kikwete kesho Ikulu, jijini Dar es Salaam.

Rais Kikwete awasili Uganda; kujadili hali ya Usalama ya Mashariki ya Congo DR

RAIS Jakaya Kikwete yuko jijini Kampala, Uganda kuhudhuria mkutano maalumu wa wakuu wa nchi za maziwa makuu, ambao utajadili hali ya usalama katika Mashariki ya Jamhuri ya Kidemokrasi ya Congo (DRC).

Mkutano huo unatarajia kuwakutanisha Rais Joseph Kabila wa DRC na Paul Kagame wa Rwanda, kuzungumzia ana kwa ana kuhusu hali halisi ya usalama katika eneo la Goma mashariki mwa DRC.

Kuitishwa kwa mkutano huo wa dharura kunatokana na shutuma za Rais Kabila na Umoja wa Mataifa kuweka bayana kuwa Rwanda imekuwa kikwazo kwa amani nchini DRC kwa kusaidia waasi wa kundi la M23.

Kundi hilo la M23 limekuwa likipambana na majeshi ya serikali ya DRC kwa muda mrefu na kwa sasa linashikilia baadhi ya maeneo katika Goma.

Hivi karibuni Rais Kabila kwa mara ya kwanza aliituhumu moja kwa moja Rwanda kuwa inawaunga mkono waasi wa M23 wanaohatarisha amani mashariki mwa nchi yake.

Pia, aliitaka Rwanda kukoma kuingilia mambo ya ndani ya DRC na kusitisha mara moja uungaji mkono wake kwa waasi hao na kuuomba Umoja wa Afrika (AU) kuharakisha mpango wa kutuma majeshi ya kulinda amani katika eneo hilo.

Mbali na Rais Kabila, Umoja wa Mataifa ilityoa taarifa yake kuhusu hali ya usalama katika Goma na kuituhumu Rwanda kuhusika katika kusaidia waasi wa M23.

Hata hivyo, Rais Kagame amekanusha tuhuma hizo na kuiponda ripoti ya Umoja wa Mataifa kuwa haikufanyiwa utafiti wa kutosha kuhusu suala hilo.

Kutokana na sintofahamu hiyo, Mwenyekiti wa Nchi za Maziwa Makuu, Rais wa Uganda Yoweri Museveni, ameitisha Mkutano huo ambao pamoja na mambo mengine ajenda kuu itakuwa ni kujadili changamoto ya usalama Mashariki ya Kongo ambako jeshi la serikali ya nchi hiyo linapambana na waasi wa M23 wanaoongozwa na Jenerali muasi Bosco Ntaganda.  

Mbali na kujadili usalama katika eneo la Goma, pia mkutano huo utatoa fursa kwa wakuu wa nchi wanachama kupata ripoti za masuala ya usalama.

Rais Kikwete, ambaye anachukuliwa kama kiongozi wa mfano na mwenye ushawishi mkubwa barani Afrika, aliwasili uwanja wa Ndege wa Entebe leo mchana akitokea Dodoma tayari kushiriki mkutano huo.

Mara baada ya kuwasili uwanjani hapo, Rais Kikwete alipokewa na Balozi wa Tanzania nchini Uganda, Dk. Ladislaus Komba na Waziri wa Ulinzi na Jeshi la Kujenga Taifa, Shamsi Vuai Nahodha.

Nahodha aliwasili mjini Kampala juzi jioni na kushiriki kikao cha awali kilichowahusisha mawaziri wa ulinzi na wale wa mambo ya nchi za nje, ambacho pia kilijadili hali ya usalama katika eneo la Goma.

 Pia, marais Kagama na Kabila ambao ndiyo wahusika wakubwa katika mkutano huo tayari wamewasili mjini hapa kushiriki mkutano huo, unatarajiwa kutoka na hali halisi ya usalama itakavyokuwa hapo baadaye kwenye eneo hilo.

ICGLR Heads of State to discuss DRC Crisis in Kampala

Ambassador Naimi Aziz, Director of the Department of Regional Cooperation for the Ministry of Foreign Affairs in Tanzania, briefs Tanzanian Minister for Defence and National Services, Hon. Shamsi Vuai Nahodha (MP), upon his arrival in Kampala, Uganda today ready to attend the Meeting of Ministers of Defence and the Regional Inter-Ministerial Committee (Foreign Affairs) on the security situation in Eastern Congo DRC.  THe meeting will be followed by a Meeting of ICGLR Summit of Heads of Sates and Government to be held from 7-8 August, 2012 in Kampala, Uganda.

Various members of the ICGLR participating during the RIMC meeting.  ICGLR was founded in 2004 after a peace pact in London and Lusaka, Zambia.  It has 11 members namely; Angola, Burundi, Central African Republic, Republic of Congo, Democratic Republic of Congo, Kenya, Uganda, Rwanda, Sudan, Tanzania and Zambia.
