President Kikwete welcomes President Kabila of Congo-DRC for talks

H.E. President Jakaya Mrisho Kikwete, President of the United Republic of Tanzania greets and welcomes his counterpart, H.E. Joseph Kabila, President of the Democratic Republic of Congo -DRC upon his arrival today at the Julius Nyerere International Airport, in Dar es Salaam.   President Kabila is in Dar es Salaam for talks with President Kikwete, among other issues, the two Leaders will discuss current situation in Congo-DRC.

Tanzania yasifiwa kwa kuwa mfano wa kuiga katika Utawala Bora

Tanzania imesifiwa kwa kuwa nchi pekee duniani iliyoweza kudumisha muungano wa nchi mbili kati ya Tanganyika na Zanzibar ambao mwaka 2014 utatimiza miaka 50. Muungano huo umeelezwa kuwa ni mfano na kielelezo kizuri kwa nchi za Afrika ambazo zina ndoto ya kuungana katika siku za baadaye.

Hayo yamebainishwa katika ripoti ya Tanzania kuhusu Demokrasia na Utawala Bora iliyowasilishwa katika Mkutano wa Kamati ya Wakuu wa Nchi na Serikali walioridhia Mpango wa Nchi za Afrika wa Kujitathmini wenyewe kiutawala bora (APRM) uliofanyika nchini Ethiopia siku ya Jumamosi tarehe 26 Januari, 2013.

Ripoti hiyo ambayo iliwasilishwa na Kiongozi wa jopo la APRM, Makao Makuu  lililotembelea Tanzania kuhakiki masuala ya Demokrasia na Utawala Bora, Bw. Barrister Akere Muna ilisifia pia pamoja na mambo mengine utulivu wa kisiasa na umoja miongoni mwa Watanzania ambao alisema umechangiwa kwa kiasi kikubwa na matumizi ya lugha ya Kiswahili.

Aidha, ripoti hiyo imeainisha mapendekezo mbalimbali ambayo Serikali inatakiwa kuyafanyia kazi ili kuboresha masuala ya demokrasia na utawala bora nchini Tanzania ambayo kimsingi yanaridhisha kwa kiasi kikubwa.

Masuala hayo ni pamoja na kero za Muungano, rushwa, uhuru wa vyombo vya habari, mauaji ya watu wenye ulemavu wa ngozi na mizozo ya kidini.

Akitoa ufafanuzi kuhusu masula hayo, Rais wa Jamhuri ya Muungano wa Tanzania, Mhe. Jakaya Mrisho Kikwete alisema kuwa Serikali yake imeunda Kamati ya Muungano ambayo imepewa jukumu la kutafuta suluhisho la kudumu ya kero za muungano. Kupitia Kamati hiyo ya Muungano, baadhi ya kero zimeshapatiwa ufumbuzi na nyingine bado zinafanyiwa kazi lakini alisisitiza kuwa kuna matumaini ya kuzipatia ufumbuzi.

Rais Kikwete aliendelea kueleza kuwa kupitia mchakato wa kukusanya maoni kuhusu mabadiliko ya Katiba unaoendelea nchini, ana matumaini kuwa maoni yanayotolewa na wananchi, taasisi za Serikali na asasi za kiraia yatasaidia kuimarisha Muungano kati ya Tanganyika na Zanzibar.

Kuhusu rushwa, Rais Kikwete alieleza kuwa Serikali yake imechukua hatua kwa watu wanaotuhumiwa na rushwa kwa kupelekwa Mahakamani. Alisema miongoni mwa watu ambao wameshitakiwa ni viongozi wakiwemo waliokuwa Mawaziri na Mabalozi. Vile vile,  alisema kuna Taasisi ya Kuzuia na Kupambana na Rushwa (TAKUKURU) na Sekretarieti ya Maadili ya Viongozi wa Umma ambavyo ni vyombo vilivyoundwa kwa lengo la kudhibiti ufisadi. Aliahidi kuwa Serikali itaendelea kuviimarisha vyombo hivyo ili viwe na mbinu za kisasa za kukabilina na rushwa.

Katika suala la uhuru wa vyombo vya habari, Rais Kikwete alisema Tanzania kuna uhuru mkubwa wa vyombo vya habari ambapo wakati mwingine baadhi yao vimefikia hata kuchapisha taarifa za uzushi kuhusu Rais, bila ya kuchukuliwa hatua. Rais Kikwete alieleza kuwa anavivumilia vyombo vya habari lakini uvumilivu huo hautakuwepo pale tu chombo cha habari kitakapo andika habari zenye mwelekeo wa kuchochea uvunjifu wa amani, utulivu wa kisiasa na umoja wa kitaifa uliopo nchin Tanzania.  

Rais Kikwete aliendelea kufafanua kuwa Tanzania ina magaezi na  majarida 763, vituo vya redio 83 na vituo vya television 26 vinavyofanya kazi kwa uhuru mkubwa bila kuingiliwa na Serikali. Alisema kuwa kama Serikali ingekuwa inabana uhuru wa vyombo vya habari isingekubali kuruhusu idadi kubwa kama hiyo.

Kuhusu mauaji ya watu wenye ulemavu wa ngozi, Rais Kikwete alisema kuwa Serikali ilichukuwa hatua stahiki na za haraka na sasa unyama huo ambao kimsingi unasababishwa na washirikina umedhibitiwa kwa kiasi kikubwa, hivyo watu watu wenye ulemavu wa ngozi sasa wanatembea bila ya hofu. Alifafanua kuwa watuhumiwa wa mauaji ya watu wenye ulemavu wa ngozi walipelekwa Mahakamani na wengine wametiwa hatiani na kuhukumiwa kifungo au kifo.

Kwa upande wa mizozo ya kidini, Rais Kikwete alieleza kuwa kuna watu wachache nchini wanachochea machafuko ya kidini kwa manufaa yao binafsi. Alisema Serikali haizuii uhuru wa kuabudu wa ntu yoyote isipokuwa haitamvumilia mtu ambayo anatumia kisingizio cha dini kuleta mgawanyiko miongoni mwa wananchi ambao kwa muda mrefu wameishi pamoja kwa amani licha ya tofauti za kidini walizo nazo.  

Mhe. Rais Kikwete pamoja na ujumbe wake yupo nchini Ethiopia kwa ajili ya kushiriki Mkutano wa Wakuu wa Nchi na Serikali wa Umoja wa Afrika ambao ulianza siku ya Jumapili tarehe 27 Januari, 2013 na utahitimishwa siku ya Jumatatu tarehe 28 Januari, 2013.

Kamisheni ya Umoja wa Afrika imkusudia kuandaa Mpngo Mkakati wa miaka 4 (2014-2017) ambao ndani yake utakuwa na vipaumbele 8 vitakavyopendekezwa kwa ajili ya kutekelezwa katika kipindi hicho.

Hayo yalisemwa na Mwenyekiti wa Kamisheni hiyo, Bibi Nkosezana Dlamini- Zuma wakati alipokuwa anafungua mkutano wa Mawaziri wa Nchi wanachama wa Umoja wa Afrika (AU) ulioanza nchini Ethiopia siku ya Alhamisi tarehe 24 Junuari, 2013.

Bibi Dlamini-Zuma alivitaja vipaumbele hivyo kuwa ni kuwajengea uwezo wanadamu hususan katika masuala ya elimu, afya, sayansi, utafiti, teknolojia na ubunifu; kuendeleza kilimo na usindikaji wa mazao; maendeleo ya kiuchumi shirikishi kupitia mapinduzi ya viwanda, ujenzi wa miundombinu, kilimo, biashara na uwekezaji; na kujenga na kudumisha amani, utulivu na utawala bora.

Vipeumbele vingine ni kuwashirikisha wanawake na vijana katika maamuzi, utafutaji wa mitaji, kuufanya Umoja wa Afrika kuwa ni chombo cha wanachama wenyewe kwa kujenga mfumo madhubuti wa mawasiliano na mwisho kuimarisha uwezo wa taasisi za AU pamoja na vyombo vyake vyote ili vitekeleze majukumu yake ipasavyo.

Bibi Zuma aliendelea kueleza kuwa sera, mikakati na mpango kazi wa namna ya kutekeleza maeneo yote hayo yaliyoainishwa vimeshaandaliwa, ila kinachosubiriwa ni michango ya mawazo kutoka nchi wanachama na Jumuiya za Kikanda ili zibainishe matokeo maalum ya kila eneo.

Aidha, Mwenyekiti wa Kamisherni ya AU aligusia suala la mizozo ya kisiasa inayozuka kila siku katika Bara la Afrika ambayo inazorotesha amani na utulivu katika nchi za Afrika. Alizihimiza nchi za Afrika kuwa tayari kukabiliana na machafuko ya kisiasa hususan kwa kutokomeza vyanzo vinvyosababisha kuzuka kwa mizozo hiyo.

Ili kukabiliana na tatizo la mizozo katika Bara la Afrika,  alisisitiza umuhimu wa nchi za Afrika kukamilisha uundwaji wa kikosi maalum cha kijeshi ambacho kitakuwa tayari wakati wowote kupelekwa katika nchi zitazokumbwa na mizozo ya kisiasa.   

Bibi Zuma alihitimisha kwa kueleza kuwa lazima kuwe na uwiano kati ya kutafuta amani na kupata maendeleo ya kiuchumi, kwani Afrika haitaweza kupiga hatua ya kimaendeleo bila ya masuala yote hayo mawili kushughulikiwa kwa pamoja. 

President Kikwete congratulates India on its 63rd Anniversary

The President of the United Republic of Tanzania, His Excellency Jakaya Mrisho Kikwete, has sent a congratulatory message to His Excellency Pranab Mukherjee, President of the Republic of India, on the occasion of the Sixty Third anniversary of the Republic of India.

The message reads as follows;

Mhe Rais Kikwete akilakiwa na mwenyeji wake Mhe. Rais Francois Hollande wa Ufaransa katika Ikulu ya nchi hiyo maarufu kama Champs L'Elyesee mapema leo jijini Paris.

SADC DECLARATION ON MADAGASCAR

PRESS RELEASE

The Chairman of The Organ Troika on Politics, Defence and Security of the Southern African Development Community (SADC), His Excellency Jakaya Mrisho Kikwete, President of the United Republic of Tanzania has welcomed and fully commends the public declaration made last night (Tuesday, January 15, 2013) by His Excellency Andry Rajoelina, President of the Transition of Madagascar that he will not stand as a candidate in the forthcoming Presidential Elections scheduled for this year.

President Kikwete has commended President Rajoelina for this courageous decision which demonstrates beyond any reasonable doubt his commitment and his aspirations to the maintenance and promotion of peace in Madagascar and his patriotism to his country and to his own fellow Malagasy people.

Following this declaration, the chairman of the Organ Troika on behalf of SADC Summit has now issued the SADC Declaration on Madagascar as adopted by the Organ Troika Summit held in Dar Es Salaam on the 10 – 11^th of January, 2013. The Declaration was embargoed pending the statement by President Rajoelina.

 

 

Following is the Declaration:  

 

 

 

 

SADC DECLARATION ON

 

 MADAGASCAR

Recalling all the decisions taken by the SADC Summits of Heads of State and Government on the political situation in Madagascar;

Recognizing the need of preserving the interests of the Malagasy people;

Reaffirming:

(i)          that the Roadmap remains the only viable mechanism for ending the crisis in Madagascar;

 

(ii)        further our commitment to help the Malagasy people put an end to the political crisis in Madagascar and return the country to constitutional normalcy; 

(iii)      the need of respecting the electoral calendar as adopted by the National Independent Electoral Commission of the Transition (CENIT) and the United Nations (UN). 

We, Presidents Jakaya Mrisho Kikwete (of the United Republic of Tanzania), Hifikepunye Pohamba (of the Republic of Namibia), and Jacob Gedleyihlekisa Zuma (of the Republic of South Africa) of the SADC Organ Troika and President Armando Emilio Guebuza, (of the Republic of Mozambique), Chairperson of SADC, hereby decide as follows:  

1.          Welcome and commend the  undertaking made by H.E. Andry Rajoelina, President of Transition in Madagascar and H.E. Marc Ravalomanana, former President of Madagascar to the effect that they will not stand for the forthcoming Presidential and Parliamentary elections;

2.          Urge the Malagasy people to promote the spirit of reconciliation, peace and stability  and to refrain from all acts of destabilization in the country; 

3.          Also urge the Malagasy political stakeholders to assume their responsibility of peacefully delivering Madagascar out of the crisis; 

4.          Reiterate that Government Members should resign from office sixty (60) days before the election date, should they decide to run for the legislative and/or presidential elections as provided for in Article 14 of the Roadmap; 

5.          Also reiterate that “the President, the Government, the Heads of Institutions and the entire administrative machinery of the Transition shall remain neutral during the transition period, particularly in the electoral process” (Article 15 of the Roadmap); 

6.          Further reiterate the SADC endorsement of the electoral calendar of the Presidential and Parliamentary Elections scheduled for May and July 2013;

7.          Call upon the Malagasy Parliament of Transition to enact legislation to grant comprehensive amnesty to H.E. Andry Rajoelina, President of the Transition in Madagascar and H.E. Marc Ravalomanana, former President of Madagascar. This amnesty should also be extended to the Malagasy security forces;  

8.          Urge the Malagasy Parliament of Transition to enact legislation on status of former Malagasy Presidents. This legislation should include relevant privileges and immunities; 

9.          SADC leadership and the SADC Mediator on Madagascar will continue to be seized with the matter.

High Commissioner Dr. Vicente Mebunia Veloso of Mozambique meets Ambassador Vincent Kibwana, Director of the Department of Africa in the Ministry of Foreign Affairs and International Co-operation. 

H.E. President Jakaya Mrisho Kikwete in a candid talk with High Commissioner Vicente Mebunia Veloso earlier today in the State House, Dar es Salaam.  During their discussion, the two countries expressed their firm desire to continue strengthening their fraternal cooperation that have existed for years.

President Boni Yayi of Benin ends his two-days official tour
