The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is an international organization located in Vienna, Austria. Its main task is to establish a global verification regime to monitor compliance with the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which bans all nuclear explosions. The verification regime includes a global network of 337 monitoring facilities, using four different technologies (seismic, hydroacoustic, infrasound and radionuclide), a communications infrastructure, an international data centre, and the capability to carry out on-site inspections.
We seek to recruit a highly qualified candidate for the following position in the Commission’s Provisional Technical Secretariat:

Duties And Responsibilities:
Under the supervision of the Unit Head, Scientific Methods Unit, Software Applications Section, International Data Centre Division (IDC) to:
  • Organize and manage noble gas background measurement campaigns using the Commission’s two mobile Noble Gas measurement systems;
  • Organize shipment, customs clearance, site preparation, training of local station operators, preventive maintenance and repair of complex monitoring equipment at remote sites;
  • Prepare internal and official reports, periodically and on-demand;
  • Review noble gas data obtained during the campaigns;
  • Organize and manage the project on controlled source receptors experiments;
  • Contribute to the scientific analysis and related publications on radioxenon background campaigns and source-receptor experiments.
Qualifications:
  1. Academic degree in physics or related field;
  2. At least five years of relevant practical working experience at the national or international level;
  3. Knowledge of nuclear detector technology relevant to CTBTO related beta-gamma and high resolution gamma measurements;
  4. Knowledge of gamma-ray spectrum analysis, data analysis and assessment of scientific findings in the field of noble gas measurements;
  5. Experience in the management and organization of measurement campaigns and the remote operation of complex monitoring equipment;
  6. Excellent written and communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.

Remuneration/Contract:

CTBTO offers an attractive remuneration package with competitive pay and benefits, as set out in the PTS' policy guidelines governing Short Term Appointments. The level of pay for internationally recruited staff is set within scales comparable to United Nations salaries. The indicative annual net base salary for this particular post includes a tax free salary of US$ 57,379 (single rate), plus a variable Post Adjustment which stands at 42.0% for Vienna, Austria (at the time of publication). The post adjustment is reviewed from time to time in line with the provisions that apply to staff in other comparable International Organizations. 

Additional benefits attached to the post include, where applicable, Assignment Travel and six weeks annual leave. The salary offered is subject to deductions of contributions to the CTBTO Provident Fund and Health Insurance Scheme or their approved equivalents. 

Short Term Appointments shall initially be made under a contract for a period not to exceed 364 days, subject to the successful completion of the probation period set forth in the Letter of Appointment. A Short Term Appointment may be extended to a cumulative period not to exceed 729 days, subject to the programmatic need, availability of funds and satisfactory performance.

  • Write, edit and revise material on the Treaty and the verification regime, including press releases, web articles and features for internal and external publication on non-proliferation and disarmament as well as science issues ensuring that these articles conform to the PTS information policy and standards;
  • Prepare and deliver presentations to a wide range of audiences on topics related to the Treaty, its verification regime and the wider non-proliferation and disarmament context;
  • Contribute to the maintenance of all on-line media managed by the Public Information Section;
  • Draft op-ed and analytical articles for a variety of media about the Treaty, the verification regime and the wider non-proliferation and disarmament agenda for use by senior management;
  • Ensure the integrity and mandate of the PTS is upheld in all communications between the organization, the media and all other interested parties;
  • Perform other duties as assigned.
Qualifications:
  1. Advanced university degree or equivalent in journalism, political science, international relations or a related field;
  2. At least seven years relevant working experience in the field of journalism or press and public information in the area of writing, editing, presentation and communication, at least three years of which should have been in an international environment; Experience dealing with issues concerning non-proliferation and disarmament;
  3. Good knowledge of MS Office and standard Internet tools;
  4. Demonstrated ability and prior work experience in dealing with sensitive issues and confidential material;
  5. Excellent written and oral communication skills in English are essential. Working knowledge of one of the other official languages of the CTBTO Preparatory Commission is an asset.
